Corazón sí, no un instrumento

Como suele ocurrir cada cuatro años, Barcelona ha vuelto a ser presentada como lo que no es.
Y desde luego, me sabe mal. Le sabe mal al alcalde pero, sobre todo, al ciudadano Maragall, a
la persona que ama con pasión esta ciudad que fue y es la de las libertades, que fue invitada a
ser la del perdón, que ha sido lo que el presidente Pujol dijo hace ya mucho tiempo: la "force de
frappe" de Cataluña.
Ahora, como suele ocurrir cuando se acercan momentos de distinción de ideas, cuando toca
presentar limpiamente las diversas opciones según diferentes principios, Pujol se ha referido a
la ciudad, nuestra ciudad, la ciudad de todos, como un instrumento. Concretamente, un
instrumento de su proyecto nacional para Cataluña.
De ahí, se pasa fácilmente al discurso según el cual Barcelona es sólo medio catalana, como si
fuera un poco medio no se sabe qué. ¿Qué puede decirse? ¿Hay que repasar de nuevo la historia
del país, marcada desde los orígenes por la presencia y papel de Barcelona? ¿Hay que recordar
la importancia social, económica, política y cultural de la concentración urbana en Barcelona y
su área metropolitana? ¿Hay que discutir lo que es obvio, nuevamente, por la simple razón de
que han pasado otros cuatro años? Me disgusta enormemente y no acierto a comprenderlo. Si
solamente es un estilo de combate político, ¿qué indica? ¿Que Barcelona sólo puede ser
catalana si un grupo político determinado la gobierna? Creía que los tiempos del exclusivismo
de una corriente del catalanismo ya habían pasado; estaba convencido de que la actual situación
de comprensiones mutuas y acercamientos entre diversos grupos iba a acabar con todas esas
estridencias antiguas... y me siento decepcionado. Tendré que repetir otra vez lo que ya creía
sabido por todos: Barcelona y Cataluña laten al unísono, aunque la expresión de la ciudad no
sea siempre la que le apetecería al Gobierno de CiU. ¡Qué se le va a hacer!
No es lícito jugar a negarle la capitalidad a Barcelona ni es justo que la ciudad pague ella sola
el precio de ésta: museos, escuelas y otros servicios se sufragan con los ingresos municipales,
cuando es evidente que se trata del llamado coste de capitalidad, aquel que Madrid tiene pagado
por el Estado y que Barcelona aspira a ver compensado por una aportación equilibrada de los
dineros autonómicos.
Cuando se niega a Barcelona la capitalidad se suele mezclar con intentos de disminuir su papel.
Es entonces cuando aparecen los argumentos minimizantes, a menudo basados en un supuesto
decrecimiento de la ciudad. Fue en este mismo periódico donde leí la afirmación siguiente:
"Los demógrafos desmitifican la despoblación de Barcelona y anuncian una ciudad-región".
Que nadie interprete esto en clave de voluntades políticas de asimilación. Más bien me parece
el resultado lógico de los estudios científicos que ahora confirman lo que muchos defendemos
desde siempre: Barcelona no puede sustraerse de la realidad metropolitana.
Las rondas, los equipamientos concretos (hoteles, museos, auditorios, centros comerciales, las
administraciones) generan movimiento hacia la ciudad y en parte sustituyen algo del total de
residencia. Barcelona tiene cuatro millones de habitantes funcionales durante el día. Ante esa
realidad tan contundente, ¿cómo puede alguien imaginar una Barcelona que no tenga en cuenta
el país? ¿A quién puede ocurrírsele que Barcelona no sea parte indiscutible del país? ¿Quién

puede creer que es posible seccionar el territorio y el alma alrededor de la ciudad con el bisturí
del antibarcelonismo? Seguro que nadie con juicio político.
Aunque ha habido tentaciones y ha parecido que se intentaba trasladar la capital al otro lado de
Collserola (después del Laboratori d'Assaig y del Arxiu Nacional, hubo quien pensó en situar
en esta zona la estación "barcelonesa" del AVE), estoy convencido de que los tiempos de la
minimización de Barcelona ya han pasado. Pertenecen a discursos en desuso. Por eso me supo
mal que se tildara a la ciudad de simple instrumento para un proyecto nacional concreto, el de
CiU. Barcelona es liberal y progresista y tiene su propia visión del proyecto nacional. Que sea
propia no menoscaba que sea nacional. Y estoy seguro -lo pido solemnemente como alcalde de
la capital de Cataluña- que no volveremos a oír estas afirmaciones, que no volverá a decirse
que somos un instrumento. Que no se repita. Que no nos regateen lo que somos: gente
orgullosa de la ciudad en que vivimos, el corazón del país. Y contra esta pasión sincera, no vale
instrumento alguno.
