Hem vist que tots van proclamant candidats i nosaltres, en comptes de fer un acte formal fora de temps i precipitat, hem volgut fer més gràfic que en el nostre cas hi ha un candidat que ja hi era. AVUI ¿Però el PSC farà la proclamació del seu candidat? P.M. Segurament, però abans de començar la campanya. AVUI ¿Repetirà experiències com aquesta de cara a les eleccions municipals? P.M. En el cas de les municipals la feina és dels alcaldes. Ara bé, això no vol dir que jo no hi sigui. De tota manera nosaltres lliguem molt les dues campanyes, no tan sols per la proximitat, sinó per la interrelació que tenen. El que hem fet és ajuntar les dues campanyes. AVUI Això es complementa amb la presentació dels compromisos... P.M. Estem lligant un missatge global que és comú amb un de més específic. Un missatge central de confiança, de crida, de no arrogància, de crítica de govern tirant cap al cantó de les possibilitats i, d'altra banda, l'especificitat de cada lloc mitjançant els exemples viscuts. AVUI Vostè ha defensat la necessitat de descentralitzar Catalunya i ha proposat el trasllat a Lleida de la conselleria d'Agricultura si guanya les pròximes eleccions catalanes. ¿Es planteja traslladar alguna conselleria més fora de Barcelona? P.M. No necessàriament, perquè no es tracta d'anar per Catalunya repartint conselleries, sinó de situar en aquests territoris un poder fort de la Generalitat. Aquest és un dels aspectes de la descentralització, de l'esperit federal, del principi de subsidiarietat que aplicarem. Aquesta setmana passada hem presentat la nostra proposta sobre la cultura. Com que ja s'ha fet la gran majoria dels equipaments culturals catalans ara cal crear una xarxa perquè no es tracta només de tenir un gran Teatre Nacional, sinó també de tenir un sistema nacional de teatre que alimenti el Teatre Nacional. AVUI ¿No tenen por que els copiïn la seva proposta cultural igual que van fer amb la proposta sobre la família? P.M. No, ens encanta que ens copiïn. Vol dir que som nosaltres els qui marquem els temes i l'agenda política. En el cas de la família, ens van copiar tant Aznar com el govern de Convergència i Unió, però les seves propostes tenen menys ambició. I encara no ho han aplicat. La dreta sempre lluita contra els símptomes i no contra la malaltia. AVUI Mariano Rajoy ha anunciat un enduriment de l'actual llei d'estrangeria. ¿Creu que prendran com a model la llei italiana que només té en compte els immigrants com a mà d'obra? P.M. Sí, segurament. Clar que el que no saben fer és anar al Marroc i pactar que no vinguin. S'ha de ser més europeu en el tema del control de les fronteres i més local en els temes de les escoles i dels barris per evitar els guetos, i això el govern del PP no ho veu. Tampoc ho veu Pujol. Hi ha gent que fa proclames acomodant-se a l'humor o al mal humor de la gent quan el que s'ha de fer és parlar menys i actuar més; és a dir, resoldre els problemes. AVUI ¿La immigració serà el tema central de la campanya? P.M. No ho crec, tot i que la dreta buscarà que ho sigui. Tenim l'exemple d'aquestes declaracions sobre un imam de Premià que fa un any que viu fora de Catalunya i que s'hauria d'expulsar... AVUI L'alcaldessa de Badalona, la socialista Maite Arqué, també va afegir-se a les paraules de Carod i de Mas respecte a l'expulsió de l'imam de Premià. P.M. Doncs es va equivocar, igual que Carod i Mas. AVUI ¿No són tots els partits culpables del que ha passat a Premià? P.M. El PSC no té cap interès a fer electoralisme d'aquest tema. El que ha de fer Pujol és reunir els imams i parlar amb ells perquè es posin d'acord amb l'alcaldessa. Pel que fa al col·lectiu de Premià, que no facin tant cas del seu advocat, que curiosament és del PP. AVUI El fet que s'hagin produït incidents pel tema de la mesquita a Premià, on governa el PSC, ¿no �demostra la incapacitat dels socialistes per fer front a aquest problema? P.M. Seria veritat si tothom hagués estat en el seu lloc en el pacte institucional i no hagués fallat. AVUI ¿No creu que entre tots ho han deixat podrir? P.M. No. L'alcaldessa primer els va donar l'escola per resar i ara els proposa una permuta per anar a un altre lloc, cosa que no accepten, de moment. AVUI ¿Creu que el fenomen Anglada pot fer forat a les municipals? P.M. No ho sé. Fins que no es facin les eleccions no ho sabrem, però, de tota manera, jo crec que no farà forat. Autor: PASQUAL MARAGALL En el último comité federal socialista tuve la sensación de que Felipe González estaba en la posición del corredor de fondo, en la soledad del corredor de fondo. A las 12 de la noche, tras 27 intervenciones mayormente mirando a la izquierda, a la base, a las clases medias urbanas, y a las raíces históricas, González contestó -ahora ya se sabe- que los trabajadores y la clase media urbana no eran colectivos tan distintos. Que en todo eso no debían contraponerse. Que había que abrirse hacia ellos, más que a la izquierda o a la derecha: abrirse al gran espacio central del panorama político, donde se cuecen no las certidumbres extremas, sino los interrogantes comunes. Una ventana se abría en la dirección que un alcalde socialista de una ciudad metropolitana querría ver siempre bien enfocada. Vaya por delante que admito que la ciudad que represento es una ciudad afortunada, que ha sido bien entendida por el Gobierno en sus aspiraciones. Añado enseguida que se lo ha ganado y que ha devuelto ciento por uno a los que han creído en ella y más aún a los que tenemos el privilegio de estar al frente de su gobierno. El milagro de las ciudades españolas ha sido la base del asentamiento de la democracia y de la estabilidad de un sistema político baqueteado por crisis sectoriales, estructurales y por innovaciones políticas formidables, en los últimos quince años. Almería, su "riera" cubierta, su teatro de ópera y rock y su universidad; Logroño, su Ayuntamiento de Moneo -de finales del régimen anterior o de la transición-, su ribera del Ebro recuperada y su nueva universidad con Ciencias de la Alimentación, Matemáticas Aplicadas, etcétera; el Madrid de Tierno y el de Semprún, Solana y Solé Tura; el Bilbao de Ortuondo, con su nuevo puerto y las instalaciones industriales recuperándose en el centro de la ciudad para el arte y el terciario avanzado, y en su ambicioso metro de Norman Foster; la Girona de Nadal, ayer negruzca, húmeda, triste y carca, y hoy brillante, colorida, europea y progresiva, con una magnífica universidad en marcha y a 30 minutos del centro de Barcelona con el AVE del 2002... ¿No han contribuido esas realidades y perspectivas tanto como la generalización de las pensiones, de la cobertura sanitaria y de la educación -sobre todo de las mujeres jóvenes- a la consolidación de España como estado moderno? Si así fuese ¿por qué no se habla de ello en las elecciones, ni europeas ni otras? ¿Por qué no se juega todo -como se jugó en 1993- entorno a la continuidad y la mejora de esos factores urbanos de progreso? Tenemos una vida política verticalmente sectorializada en tantos temas como ministerios o en tantas secretarías de Estado como temas al nivel de abstracción en que se sitúa la gobernación de un Estado como el nuestro, con 40 millones de habitantes, 17 comunidades autónomas y medio millón de kilómetros cuadrados. Horizontalmente, tres niveles de gobierno cortan las temáticas verticales: el nivel central, el autonómico y el local. Pero en los últimos 15 años sólo se ha dejado florecer con fuerza la dialéctica -potentísima, cargada de significado- entre el primer y el segundo nivel. 73 de 204 �Articles de Pasqual Maragall a LA VANGUARDIA Obsesionados por nuestros demonios seculares (la modernidad, la diversidad cultural, la pobreza, el atraso industrial, y la entrada en Europa y el mundo) no hemos sabido ver que el auténtico problema que se nos echaba encima era el de la calidad de la vida cotidiana, en la calle de al lado. Desde el punto de vista del alcalde de una ciudad media o grande, la calidad de vida depende hoy básicamente de tres factores: Los barrios degradados, la marginación y la solución de sus problemas conciernen al segundo y tercer factor. En estos tres temas no hemos mejorado claramente en los últimos siete años. Quizás Barcelona es de las ciudades en las que, gracias a una inversión masiva en movilidad y en rehabilitación de la ciudad vieja, las cosas han mejorado algo más que por término medio. Y por supuesto el aumento de las zonas verdes, la apertura al litoral y a los ríos, la multiplicación de centros cívicos e instalaciones deportivas han seguido mejorando durante los últimos siete años. En Barcelona hemos doblado el número de piscinas municipales. Pero no han tenido ya el efecto sorpresa de los primeros años de la democracia. Por otra parte, los ayuntamientos "se han viciado" a mejorar a un ritmo rápido. Pero han aprendido a ser más eficaces con su dinero, sin aumentarlo sobre el total del dinero público debido a la gran expansión autonómica. Mucho más eficaces que las administraciones más elevadas (y alejadas). Sólo en Barcelona el número de funcionarios ha disminuido en 2.000 en los últimos cuatro años. Estoy convencido de que los órganos de reflexión al más alto nivel, tanto en la familia socialista como en las otras, y en toda Europa, deberían sacar provecho de esas "lecciones de cosas" municipales. Y no lo sacan. Siguen aferrados a los grandes temas verticales, a la gran dualidad horizontal entre Estado y naciones (Europa-España, o España-Cataluña). Y olvidan el portillón por donde se les van todas las adhesiones: el nivel local, la vida en la ciudad y en el pueblo. La gente está satisfecha en tanto que súbditos de un Estado y descontenta en tanto que ciudadanos. Me explico: los grandes temas de Estado, o están solucionados, o no lo están, y entonces forman parte de la galaxia de las ansiedades de final de siglo, es decir, no forman parte de los problemas por los cuales culpamos a un gobernante concreto. En cambio, en tanto que individuos reunidos en una ciudad, o abandonados en un pueblo, experimentamos diariamente las posibilidades de mejorar, las mejoras concretas, y la total incapacidad de rematarlas del todo, de trasladar a ese nivel de lo concreto y tocable toda la autoridad y capacidad resolutiva que se predica de los poderes alejados, o experimentamos simplemente la pérdida de calidad, la degradación. Se nos obliga a escoger: o grandes soluciones o pequeños problemas. Unas y otras no se encuentran casi nunca. Ministros brillantes y tenaces; teorías irrebatibles y llenas de sentido común, de "seny" como decimos en Cataluña; políticas ineluctables de convergencia/competencia son ámbitos cada vez mayores: todo ello convive con una falta considerable de habilidad para disminuir la delincuencia en Malasaña, el Raval o el Carmen; juzgar con inmediatez temporal y espacial, es decir, rápido y allí donde suceden los delitos o faltas; cobrar las multas, y por tanto disminuir su número, porque sólo cuando se paguen éstas se infringirá menos; reservar a los peatones y a los ciudadanos en general las cuotas de paseo, tranquilidad, silencio y concurrencia amable sin las cuales no hay ciudad; agilizar la rehabilitación dando dinero a empresas mixtas capaces de hacer cloacas y abrir plazas lo mismo que restaurar fachadas y escaleras o poner ascensores 74 de 204 �Articles de Pasqual Maragall a LA VANGUARDIA donde no los hay: sólo así se hace ciudad en un casco urbano ya lleno y sólo haciendo ciudad se hace vivienda y bajan los precios, no al revés, etcétera. Si no conciliamos la buena fe y la eficacia de unos y otros administradores, corremos el riesgo de gastar mucho en un juego de suma cero. Más modestia es lo que hace falta y más capacidad de apoyar, alentar, modular desde arriba lo que desde abajo se hace, se propone, se argumenta y se realiza. Si a ello añadimos la complicación de que "arriba", aquí, quiere decir dos cosas a la vez (Estado y autonomías), una vieja y la otra nueva, se comprende que los de "abajo" lo tengamos crudo. Mientras los de arriba se pelean, los de abajo desesperan. Entretanto, el Estado traslada el 20 o el 25% de su gasto neto a las autonomías, los ayuntamientos permanecen fijos o en ligero descenso. También en competencias, autoridad y capacidad resolutiva. Todos los equilibrios, no sólo los económicos, de nuestro sistema fallan entonces. La política se ha acercado y alejado a un tiempo. Se ha hecho más accesible y, al mismo tiempo, más blindada. Más legítima y, por tanto, menos objetable. Los de la calle hemos salido perdiendo. Y la fuerza política que dirige el Estado lo paga caro. Hay que cambiar el paso. Hay que cambiar de obsesiones si queremos entrar en el corazón del pueblo, allí donde se cuecen las preguntas y las respuestas pertinentes.
