Ítaca és el viatge. A vegades, quan un arriba a Ítaca comença a pensar que el més important i el més bonic era el viatge. A no ser que hi hagués alguna altra cosa, que hi és, en aquest moment i en aquest país, que és el viatge que ens falta per fer. I aquest viatge és el més seductor de tots, aquest viatge és el que realment ens belluga, el que encara no hem fet. I el que farem en bona mesura, gràcies a persones com en Joan. Pensant que l'acte d'avui és un acte de justícia històrica amb l'home i el polític, Joan Reventós i Carner, em preguntava què hauria pogut ser i em responc: ho hauria pogut ser tot. Hauria pogut ser el que hagués volgut, però va posar per davant la unitat. Ell va guanyar les primeres eleccions democràtiques. Recordo el 15 de juny de 1977, recordo perfectament que els diaris van parlar aleshores de Catalunya, de la taca roja d'Europa, perquè a Europa, en aquell moment, d'esquerres no n'hi havia al Govern, o n'hi havia molt poques, i Joan Reventós era efectivament el vencedor. Hauria pogut ser el que hagués volgut ser en aquell moment. Però ell va ser el que va proposar en el míting final, que si ell guanyava tornaria el president Tarradellas. I, efectivament, com aquí s'ha dit, el retorn del president Tarradellas i el restabliment de la Generalitat va ser l'autèntica ruptura, d'aquella ruptura que havia començat amb reforma, com recordareu perfectament. El Govern d'unitat del president Tarradellas va ser possible, en gran part, gràcies a Joan Reventós. Jo diria, en la major part. Va ser la confirmació que la reforma política havia esdevingut ruptura, i va significar el sacrifici d'una presidència de la Generalitat provisional, que lògicament li pertocava. Amb el seu gest va obrir la porta als primers 25 anys de governació autònoma, democràtica i pacífica de Catalunya. De fet, el que ara tenim i el que ara perseguim és el que Reventós ens va convèncer de perseguir i d'obtenir: un Govern catalanista i d'esquerres, el Govern de l'Entesa Catalana de Progrés. Mai no és massa tard. Però hauríem volgut que ell ho pogués viure en primera persona, cert, aquí s'ha dit. En aquest moment de la nostra història, però, podem preguntar-nos: què ens falta, què ens manca, què cal encara? Ara Catalunya ha obert les portes del seu futur i del futur de l'Espanya plural, de l'Espanya federal, que sempre ha imaginat possible Joan Reventós. I jo crec que ve a tomb ara, en aquest moment una virtut cardinal de Joan Reventós, que és la virtut de la paciència, sobre la qual haig de dir, però, alguna cosa més que la pura paciència. El socialisme democràtic té aquesta virtut, és cert. Però Reventós era, contra el que semblava, un home en certa forma impacient, un home amb una passió, dues passions: Catalunya i el socialisme. Però tenia una altra qualitat, que 1 �potser alguns no considerin una virtut. Reventós havia triomfat, va triomfar. Però Reventós ha triomfat, perquè la Catalunya lliure i solidària i l'Espanya federal són a tocar de dits. Per recórrer aquest tram decisiu, que encara falta per recórrer, caldrà que combinem les dues virtuts que Joan Reventós ens va transmetre: aquesta que se li coneixia, la paciència, però també l'altra, de la qual ha parlat el president Rigol, que és la passió per la unitat del poble de Catalunya. Posar Catalunya i la justícia social per damunt de tot va ser el seu objectiu. I ara és l'hora de realitzar aquest objectiu. Això li devem, com li devem la defensa de la dignitat. De tot el que Catalunya està proposant, segurament se'n pot discrepar, però no es pot atacar la nostra dignitat com a poble, la que ell, Joan Reventós, va defensar com ningú, ni la nostra lleialtat a les institucions i als pobles d'Espanya. L'Espanya plural només es construirà des del respecte entre els pobles que la integren. Aquest és un principi que Joan Reventós tenia molt clar i que ens ha d'inspirar ara i sempre. Estic segur que aquest acte d'avui, que és un acte al mateix temps modest i emotiu, ens hi ajudarà. El seu principi, el principi que ell havia perseguit, és la nostra fita en aquest moment. I el que queda per fer és el més interessant del camí. Ja el farem, ja el farem il.luminats per l'exemple, pel mestratge, pel tarannà, per la passió, que hi era, passió inconfusible, de Joan Reventós. (Recordar que l'Associació que té la seu a Barcelona és d'àmbit espanyol) - L'Associació representa un sector d'opinió popular però il.lustrada en la ciència dels valors humans i de la pau, com ha demostrat abastament en la seva defensa constant dels principis de la carta de les Nacions Unides. - La decisió d'atorgar el Premi en l'edició de 1989 a Mikhail Gorbatxov prova, una vegada més, l'acceptació que té en l'opinió pública occidental la figura del President Gorbatxov. Tant és així que quan determinades veus demanen canvis a Occident, fins i tot veus de l'Església Catòlica, ho fan reclamant "un Gorbatxov per a Occident". 01'9 �-2- - Efectivament, com es diu a l'Acta de la sessió de concessió del Premi, Mikhail Gorbatxov ha aportat a les relacions internacionals una nova dimensió qualitativa i moral. - Avui és pràcticament unànim el reconeixement que, gràcies a les accions proposades per Gorbatxov, la pau i la seguretat internacionals han resultat enfortides, i la llibertat i la democràcia han avançat extraordinàriament a l'Europa Central i Oriental i a la pròpia Unió Soviètica. Per això, el Premi ha estat encertat i és oportú. - Els ciutadans han percebut aquests grans canvis d'una manera moralment apreciable: la por ha retrocedit i l'esperança ha revifat. - La ciutat de Barcelona es complauria enormement que Mikhail Gorbatxov pogués visitar-la en el transcurs del seu viatge oficial a Espanya. Un pòsit que ve de lluny, però que s'ha accelerat els últims mesos. Ho vull dir ben clar: Estem en un bon moment, un molt bon moment. Per una suma de raons: I Les coses han canviat a Catalunya.( Malgrat els hi pesi a alguns- que els hi pesa molt). Dic que no podem governar des del govern, però en certa manera governem des de la nostra alternativa al Parlament. - S'ha encetat una nova etapa en la política catalana i des d'aquí, des de Catalunya, estem en condicions de construir una nova situació política amb efectes positius per a Catalunya i també per Espanya. - Junts, vam fer un pas de gegant en les autonòmiques. Ara, també junts, farem un altre salt endavant. Un altre salt endavant que consolidarà l'Espanya plural i diversa amb Catalunya com a líder. - Mireu, el PSC ha consolidat les seves posicions com a força de diàleg, d'entesa, d'obertura... Els �socialistes som capaços de generar al nostre voltant aliances diverses. - Per què som capaços d'això? - Doncs perquè el PSC, diguem-ho també ben clar, és l'únic partit que ha estat capaç de fer sacrificis per obrir-se, per buscar el diàleg amb altres forces de l'esquerra plural, per donar pas a ciutadans i ciutadanes - els Ciutadans pel Canvi -1 ha estat capaç i és capaç d'il.lusionar. - Perquè la política també és il·lusió. Sí, també ho és. O no il.lusiona a molta gent, a molts ciutadans i ciutadanes, l'entesa de l'esquerra plural catalana al Senat? - O no il.lusiona a molta gent, a tot Espanya, el pacte amb Izquierda Unida que de manera tan intel·ligent ha propiciat Joaquín Almúnia? �- Amigues i amics, estem anant molt enllà. I anirem més enllà. Amb el PSC com a capdavanter. Amb Catalunya com a capdavantera en el diàleg, en el pluralisme, en l'obertura i en l'il·lusió. - Perquè és això el que la societat vol. I el PSC està amb la societat, amb els ciutadans i ciutadanes. - El camí no és fàcil. Tots ho sabem. Però si volem fer aquest camí - que el volem fer - arribarem on volguem anar. Tenim l'energia, tenim la força, tenim l'esperit i tenim l'il·lusió. - I potser pensareu, sí, molta il·lusió, però - i els nostres adversaris? Mireu, els nostres adversaris estan tan aïllats, estan tan tancats, són tan presoners l'un de l'altre, que no val la pena esmentar-los gaire. �- Perquè això s'acaba. AIXÒ S'ACABA. - Al PP i a CiU se'ls acaba aquest joc constant que hem viscut els darrers anys. Aquest joc de "si tu em dones això, jo et dono això altre". - Aquesta gastada cançoneta de ser decisius a Madrid ja s'ha acabat. Ja no té cap efecte. Tothom sap que per l'únic que han estat decisius és per intercanviar cromos amb el PP. Amb tot el perjudici que ha comportat a Catalunya. Massa que ha servit l'escapatòria de Madrid per a no haver de fer-se responsables aquí de les coses que aquí no s'han fet bé. - Mai més no els deixarem utilitzar "Madrid" per a no haver de respondre de la seva ineficàcia a Catalunya. �- El PP no ha entès res de Catalunya ni de l'Espanya diversa. I CiU ha estat com un annex del PP. Que no ens vinguin parlant de més sobirania ni de més poder i més diners per a Catalunya, quan, com aquell qui diu, la sobirania se l'han venut per un plat de llenties i ja no se'ls creu ningú. - I què hem obtingut? Amb el retorn dels papers una vella vindicació que ha durat quaranta anys ha aconseguit el seu objectiu. Amb el retorn dels papers, la dignitat ha guanyat. Per això, el dia que vam inaugurar l'exposició que mostrava els Papers al Palau Moja, vaig parlar precisament d'"Els Papers de la Dignitat". L'èxit ha estat col·lectiu, és cert. No s'hauria obtingut sense la complicitat de la ciutadania, el compromís de les institucions i el criteri irrefutable dels especialistes i experts. Però, per damunt de tot, l'èxit ha estat possible gràcies al treball de la Comissió per la Dignitat. Per això avui fem aquest acte. Perquè l'agraïment del país cap a vosaltres sigui públic, formal i solemne. I per això vull expressar-vos la meva sincera admiració, com a president de la Generalitat, però també com a ciutadà, com a persona. Parlant-vos tan sols com a ciutadà de Catalunya, tossut de mena, admiro la vostra tossuderia per a què la memòria es restituís, sense rancúnies, sense retrets. Endreçant-la degudament, dignament. Retornant les coses al seu lloc. Es bo que tant els nostres records, com la crònica del que hem estat, siguin desats al lloc que els correspon. Entre nosaltres. Dignament. El record de la privacitat vulnerada i de la injustícia, més que cap altre record, mereix respecte. La recuperació dels Papers de la Dignitat s'ha de convertir en un símbol del que és possible quan s'imposa la unió cívica i política de Catalunya, i de l'inici d'una nova etapa de la relació entre Catalunya i els pobles d'Espanya. El retorn ha estat una decisió presa per convenciment de l'actual govern d'Espanya, que també ens ha donat altres mostres de, quasi diria complicitat, situant seus de centres de decisió importants a Catalunya i acompanyant-nos amb coratge en la tramitació de la nostra llei fonamental en mig d'una "escandalera" considerable per part dels sectors més conservadors d'Espanya. Tant de bo que avui, poguéssim estar segurs de proclamar que mai més la dignitat de Catalunya serà ultratjada i tant de bo que els anhels de ple autogovern que ens animen acabin obtenint l'èxit que és a tocar de dits, més d'un quart de segle després de l'inici de l'autonomia. Sé que aquests són els desitjos que compartim. Compteu que com vosaltres la Generalitat seguirà maldant per obtenir la realització dels desitjos del poble de Catalunya i compteu que els realitzarem. Barcelona | 04/05/2006 Conseller primer, conselleres, consellers, estimats amics, A molts catalans i catalanes la memòria de la Segona República ens ha arribat a través de la transmissió de la vivència que en van tenir les nostres famílies. Així, la nostra memòria col·lectiva de la República està conformada per un teixit divers, i a voltes fins i tot contradictori, de milions de vivències. Per això la República ha perviscut molt més enllà de les seves vicissituds històriques en la consciència de molts ciutadans i ciutadanes de Catalunya. Per això, i malgrat això, d'aquesta manera. Aquesta presència viva de la República té més a veure amb uns valors i unes determinades actituds que amb un ideal polític rígidament definit. El llarg parèntesi de la dictadura no va aconseguir trencar una continuïtat natural i subterrània entre l'experiència republicana i la Catalunya democràtica d'avui. Una continuïtat subratllada per l'episodi històric del restabliment de la Generalitat amb el retorn del president Josep Tarradellas i la seva famosa trobada amb el president Suárez i el rei d'Espanya l'any 1977. M'identifico amb uns mots recents sobre la memòria històrica del gran periodista Jean Daniel. Diu: "No sóc precisament un entusiasta de les commemoracions. Prefereixo veure el passat retornar, sense que un ritus el convoqui". Això és el que va passar aquí. Les commemoracions, quan hi són, han de trobar el punt just entre el deure cívic de la memòria i el rigor de la història. L'altre dia, repassant el llibre gràfic de l'Ainaud sobre la República, hi pensava. No podem instal·lar-nos en la nostàlgia de la Catalunya i de l'Espanya que no van poder ser. No podem quedar-nos aquí, hi hem de tornar i l'hem de veure i l'hem de conèixer, i ens emociona veure-ho, però no ens hi podem quedar. Ens queda un exigent exercici de ciutadania. Un exercici pel qual el deure cívic de la memòria no pot ser ni un record a conveniència, ni un relat de part, ni una ficció consoladora. El ple sentit cívic i integrador de la memòria històrica ens impedeix que aquesta sigui només selectiva. I, encara més, ens obliga a superar els greuges antics i a aprendre dels fracassos dels nostres avantpassats, tant o més que dels seus encerts i del seu heroisme. El que importa és que els valors fundacionals de la República són també els valors fundacionals de la nostra democràcia: llibertat, justícia, justícia social, autogovern. Els valors democràtics, com ens recorda l'amic González Casanova, no estan fets només per estar inscrits en els textos constitucionals i estatutaris. No: els valors democràtics estan fets per ser norma de conducta diària dels polítics i ferment d'una ciutadania activa. Amb el nou Estatut, Catalunya és a les portes d'obrir una nova etapa del seu autogovern. I ho fa incorporant plenament el llegat espiritual republicà, no fórem on som si no l'haguéssim tingut. I ho dic en el sentit que posa els ciutadans al davant i per damunt de les institucions. De tots nosaltres depèn fer realitat una societat de ciutadans i de ciutadanes lliures, amb uns drets i uns deures reconeguts i garantits com mai ho han estat fins ara. El nostre millor homenatge a la memòria de la Segona República serà esdevenir una societat en la qual la ciutadania i els poders democràtics responguin a la màxima: a més drets i llibertats, més responsabilitats. Tot això, sent cert, Catalunya no vol avui que la prudència esdevingui costum que impedeixi l'ambició. Ja han passat prou anys. Avui ens proclamem hereus de la República, és una herència pesant, no és unidimensional, no és òbvia, no és solament òbvia, però és nostra. Tan nostra com la perseverança i la moderació que el Partit Socialista Unificat de Catalunya, el Moviment Socialista 1 �de Catalunya, l'Esquerra Republicana, la Unió Democràtica, van practicar des del 39 fins fa ben poc.
