No sé si ho he aconseguit o no, perquè aquesta és una qüestió molt complexa. Antoni Gutiérrez Díaz Eurodiputat comunista Des de Barcelona estant, es veu Europa com un sistema de ciutats, com un sistema de barcelones, més grans i més petites. Es veu com un repte i al mateix temps com un ajut. Si hom analitza el que és el mapa europeu físi­ cament, és un conjunt de ciutats. Europa és el continent urbà per excel·lèn­ cia, comparat amb Àsia, Àfrica i Amèrica del nord i del sud. Europa és allò que vist de lluny és més dens, més atapeït, més ple de vies de relació i de nuclis de població. Tots nosaltres ens veiem formant part d'un conjunt, d'una constel·lació de ciutats que, de fet, és l'esquelet, si voleu l'eix vertebrador, la contrapartida material d'aquest concepte general més abstracte que és Europa. Aquesta visió d'Europa des de baix, com formant part de la seva base ma­ terial humana i ciutadana, crec que és un bon punt de partida per analitzar com a socialistes el que volem que sigui. És el punt de vista millor, no el dels somnis o de les definicions globals purament. Té una part d'això però no ho és exactament. No és el punt de vista d'Europa com un conjunt de nacionalitats, algunes amb estat, altres sense i que ara veurien reconegud.a la seva personalitat gràcies a l'esquarterament dels estats addicionals, que és una altra veritat de la qual participem, sinó que és l'Europa vista des de baix com unconjunt de ciutadans dotats d'unes cultures i dotats al mateix temps d'una obertura i d'una mobilitat que els fa força iguals. Per altra banda les ciutats europees entre elles no només es relacionen per un sistema de competència (efectivament hi ha d'haver competència entre els ports de Barcelona i Marsella o entre els de Barcelona, Marsella i Rotter­ dam), sinó que també i, a més a més, es plantegen relacions de col·labora­ ció. Hi ha moltes coses a Europa que no es poden fer a les ciutats europees si no és col·laborant entre elles. D'aquí que hi hagi el creixement explosiu de les relacions entre unes ciutats i unes altres d'Europa, els fòrums no polí­ tics, sinó els fòrums urbans, els fòrums ciutadans, els fòrums internacionals de ciutats a Europa se succeeixen un darrere l'altre, van una mica a les pal­ pentes buscant quin és realment el lloc i la manera de relacionar-se, però 104 105 �DOSSIER: L'ESQUERRA PER LA UNITAT EUROPEA L'OPINIÓ SOCIALISTA ------ és evident que les ciutats europees s'han posat en moviment i en dos sentits: se senten protagonistes o base, si voleu, d'Europa, de l'Europa possible, se serveis, el professional, o sigui el que viu en ciutats, que són el 90 per cent dels ciutadans europeus, difícilment es pot considerar identificat o concernit senten realitat europea; i se senten competint entre elles mateixes i imitant­ per unes institucions que, bàsicament, el que fan és mantenir un equilibri se en allò que cada una té de millor i també per la necessitat de col·laboració intern entorn de la producció, però que no tenen un efecte, fins ara, sobre que, repeteixo, està donant lloc a multitud de contactes entre aquestes ciu­ les seves condicions de vida materials. Comença a haver-hi programes euro­ tats. Les ciutats saben que si volen tirar endavant han de poder atraure inver­ peus, sobretot els de caràcter regional i els de caràcter social, que comencen sions econòmiques, coneixements científics, capacitat d'investigació, talent, d'arribar. Un comença a veure per les terres d'Extremadura les estrelles d'Euro­ en definitiva tot allò que fa una realitat humana local, agradable de viure i pa amb el fons blau en una carretera que s'està reformant. Per tant , Europa és un sistema de ciutats, Europa és cara de mantenir, les ciutats són cares de man­ tenir, però Europa ha de fer el gest de reconèixer aquesta realitat i apostar per les ciutats. Altrament estarà malbaratant la seva gran potència. Crec que ens anem apropant a aquesta realitat d'una forma diversa, des de punts molt diferents. Crec que el ciutadà de vegades està una mica desorientat respecte a quines són les institucions, quins són els moviments, quins són els fòrums, Ir� agi�o que les eleccions europees han de ser un moment cabdal en la consc1�ncia­ ció de totes aquestes realitats, i penso que al moment d'enfrontar-nos-h1 hem quines són les maneres de contribuir a aquesta Europa que intueix. de ser quasi nets en matèria conceptual. IRREVERSIBILITAT I UNITAT EUROPEA Al llarg de les sessions s'han manifestat des d'actituds i de llenguatges di­ ferents, com són els europeus, i com és habitual també dins del camp del socialisme, que la unitat europea era necessària. L'Isidre ho deia i des de fa molts anys a Catalunya s'ha dit (fa molts anys, no molt mesos) que som europeus perquè som catalans, i podem dir-ho per­ què és veritat. Al mateix temps crec que és necessari d'explicar que si només som el que som a nivell local no serem res. Per tant nosaltres hem de plante­ jar una clara visió federalista a Espanya però també a Europa. Crec que l'anunci fet en aquestes jornades per Raimon Obiols de la necessitat d'una via també federal per una unió de partits socialistes europeus és enormement impor­ tant, és una gran esperança. U s asseguro que molts milers de ciutadans, no dic milions, però sí aquests milers que formen la consciència de milions, han llegit avui amb esperança aquesta petita notícia: que en Raimon Obiols ha proposat l'existència d'una unió de partits socialistes europeus més forta i amb una vocació federal. Per tant, jo crec que aquestes són les dues bases del que ha de ser l'acció de l'esquerra i dels socialistes en un futur immediat. Barcelona, la Barcelona del progrés, la Barcelona de Cirici, la Barcelona de Campalans estarà sem­ pre al servei d'aquest objectiu i d'aquesta trajectòria. ments. La por l'hem bandejat, la por no ha de ser la base d'Europa; la unitat europea només és possible a través de l'accep­ tació de la necessitat i de la conveniència d'aquesta necessitat, per arribar a un espai polític més gran, no només econòmic, social i cultural; també po­ lític, que sigui capaç de desenrotllar un gran projecte polític per la democrà­ cia i portar-lo més enllà del límit estret dels estats nacionals actualment existents. La necessitat de construir un gran espai econòmic, social i cultural, d'aquesta unitat política, per realitzar un projecte p_olític democràtic, implicava una base de formació: és la voluntat que els ciutadans d'Europa gaudeixen a la pràcti­ ca de l'autonomia suficient per poder decidir el seu propi destí i realitzar les seves pròpies formes de vida col·lectiva en comú que han anat construint al llarg del temps. Havia de ser i ha de ser, per tant, aquest espai polític una gran força per la pau i la distensió i la cooperació entre tots els pobles de la terra. En aquest sentit, aquesta unitat, basada en la necessitat i l'accepta­ ció d'aquesta necessitat com a bona, ha de ser moguda per un ideal retòric del que és una Europa lírica.
