Maragall, delivered at the Congress "The City, the Engine behind Economic recovery" in Rotterdam , 30 Sept. - 2nd Oct. 1986. Mister Chairman, it is a real pleasure for me to be here in Rotterdam. Not for the first time, but to be here together with with ten other cities to, as I understand, talk about economic recovery. For me, cities have no borders, cities have no armies. They are simply different from each other. And they compete with each other peaceftil.ly on the basis of that difference and by means of wit, economy and effort. That is why a conference among cities tends to be a much more sincere framework for conversation than conferences between nations. Cities do not think in terms of survival, they do not act in terms of defense (this is not the role humanity has laid on them); so they intend to be comnpetitive by means of peaceful commpetition, imagination and creative factors. I tend to think about Europe which is, I understand, a framewark of this conference, as being mainly a system of cities. Two weeks ago I was in Vienna,in Austria, and I realized that we were about 300 km from Budapest and also 300 km or so from Prague and also 300 km fran Munich. And you can state, when you are there, or when you are in Ranstad in Rotterdam or when you are in the north of Italy or in the north of Spain, for that case, that there is no other continent that has such a structure of urban settings which makes it very particular. And I think this ís the best definition of Europe. That far more than being a system of nations or homelands or regions it ácts as a system of cities. Each of these cities is a jewel. But as poited out rightly, Mr. Chairman, they are very expensive to maintain. I think that we can ask ourselves if this fact is a liability or an asset. Of course I tend to think that assets are higher than liabilities. Let's reckon with the fact that cur agriculture in Europe is not productive in terms of comparison with agriculture of other continents. Let's reckon with the fact that we spend a lot of money to protect this agriculture. Around 50% of European Commnunity budget i s devoted to that purpose: protecting our food p roduction and raw material production. Why? Because, I think, and I hope that everybody will agree with me, there is a preconception dcxninating in Europe that food is safety. That in crisis one should take care of two basic things, that is, Load and armny. Of course this preconception can be discussed fresn an econcinid standpoint because armnies are not any longer those labour - intensive artifacts we were used to in history. It is not clear anymore that preconceptions made for the present political framework in Europe and in the wnrld are sound. Both in terms of a come -back to reality and in termns of priorities in public budgets. The fact i s that a lot could be said against reality where half of public funds are chanelled to protect agriculture. Why not protect cities? Why not admit that one of the assets of Europe is precisely the fact that we live in cities which have history, capacity to innovate, which are costly-of course-but can give back a lot. Why not admit that that in economnic thinking there is, of course, a school that says that basic production is first and agriculture is first and that humanity has gane forward every time there was an innovation in basic production. As a reference you can take such a thinker as J.Jacobs. He says that we should study the amount of influence that cities and urban concentration, people living together, have had precisely on agricultural revolution. She said that we should think about the agricultural revolution in the XVIII cent. which was responsible for our demx3raphical growth in a way. Being influenced isot only by the fact that some special discovery was made, say in Central Massive or in agriculture, but think of the influence of the fact that in Versailles some mixing of seeds was made that pernitted agricultural production to grow. Think also about Carl Kautíky at the turn of the century talking about "the agrarian question" which is not solved in Europe yet. �He also said at that tire, very optimistically, that new schools of agrarian technology in cities were going to provoke revolution in German agriculture. So we have plenty of examples of people who thought that cities and urban culture, urban technologies and urban assets should have more attehtion on the part of nations, on the part of humanity. Why not to think that Europe, I come back again to my main theme, should protect cities more than it does. Our constitutions and our electoral laws are biased in favour of the countryside. This is known to everybody. Therefore nobody should be surprised by the fact that our parliaments are more traditional than our people and vote laws which are more traditional than regular, popular thinking. That is due to the fact that fathers of our homeland have always thought, when writing constitutuins or basic laws, in terms of survival. Othsraise nations would not exist. Now the history id already there. In Europe they are established as nations. Why not to think of that factor as one influencing the amount of resources that voted to one side of the balance. Protection of agriculture, which I think has to be maintained, is probably going beyond the mark. I think, for example, of the fact that my city - Barcelonahas issued a small amount of 3 billion yen on the private market in Japan. That was the moment when dollar was going up and everybody was thinking of other sources of finance. Then Japanese market was offering fixed interest rates and even with the risk of a change that was convenient. And we tried. We did not go to the private market, to the samurai market, which is much more difficult to get in but we went into the public market for 3 billion yen which is not much. I was told by a Japanese agency that the nroney which was going to come up to this market to buy up my bons was the money from agrarian saving banks in Japan. The reason for that was that the price of rice was protected in Japan at that moment. Because there was no eminent quantity of crops that year those savings were devoted to finance, for exanple, highways in Barcelona or urban investment in Barcelona. I think that this is not a bad way. But I would like to stress that it is a long, cumbersome and conplicated way of financing which should not be forgottedn, which should exist, but should exist tcigether with more straightforward ones directing savings in the country to the cities . Some people think that there is a lot to be discussed in this sense in Europe. But sane of our friends, out of Europe, think the same. When I was in Niontevideo,one and a half year ago, to sister my city with Montevideo, President Sanginetti told me that I was entering the market which is discriminating them. Because European market is pioducing meat for about a hundred and fifty and Europe is selling meat in Urugway for ninety. So that we are ruining their agriculture and and we are ruining ourselves because we have to subsidize those agricultural producers selling to his country. So the agricultural protection in Europe is not only a problem for cities in Europe but also a problem for other countries as well. I am not sure if the fact that Europe should cease exporting those surpluses would be a solution for a while or a solution for the rest of the countries producing cheap food. It is not that . I think rather that this solution could not come out of export from countries with their present standard. It is not sensible that Argentina, Urugway, Mexico, for that matter, can export a lot of stuff to finance their industrial imports. Probably the solution is in another li.ne. In the line that the Baker plan or others have thought in terms of sending capitals to those count"ri.es to make real assets into production. I do not thil,k that we should suppress agricultural protection. ESpeciAlly when only main agricultures in Europe are already in, and I am thinking of Spain and Portugal as well.So now when we are together and no more of these camplicated questions have to be asked we could think about limiting the power or the dinension of those agricultures on European budget or else the European assets, our assets, will not be profitable as much as they could be. The come back to the role of cities and local governments in Europe in a more practical way will be, I guess, the subje^^ tter of your discussions frean now on. We know that the current mood, left and right, is that of the regulation and one of the free cotmpetition. Cities are midway between state and a citizen. Between general and particular. They are markets one way or the other. I would like to explain how I undrestand it. I do not agree with those who talk about the state as thé "bad one" and about individual initiative as the "good one". Initíative �is very important but one should not forget that between individ»al s and the state there are other things as well. It is not eniplty there. There are cities, other regional and local governments and this is not olear that all irka governmPnts share the same characteristics and that one can apply the same dictum to various states or cities. First of all, people buy and sell by moving and staying or coming back.I will always renrember my staying in the US for three years and studying urban econcanics there. I was learning about the traditional American problem which is of a central city being poor and suburb being rich - which is the cohtrary of my country in the origin. I came back and visited Rotterdam about 10 years ago and noticed that the American dilemna has arrived in Europe too. Then Rotterdam was facing the problem of people going away to the suburbs or even beyond the borders of the metropolitan area. I remeber ver well a survey made by two Dutch (?) in which they made a very specialists: Pieter de Vonk and Patrick good measurment what rretropolitan areas were. I think that we are now very poor '. in this kind of information. Ccxriparisons between cities on the international level are not developed. There is no statistics about it. It seems incredible but this is a fact. The reason for that is that political borders falsify all comparisons so that there is no cammon language to talk about these cities statistically and which were in a meaningful way. The Dutch specialists made a few attempts . very succesful. They compared metropolitan areas in central cities in the US and in Europe and they came to a conclusion that, also in Europe at that time, central cities were going down, metropolitan areas stagnating and outer rings growing. (Data were from the period 1970-1975). So already at that time. However not in all areas in Europe.Southern countries like France or Soain were not in that rriood. yet. They are now. Barcelona is losing population in the central city while the metropolitan are of 3 million people does not change.It is growing a little bit but not much. So 10 to 12 years ago we enteréd the American dilema. Even in Meditterranean countries where,as you can imagine, the centre has a tremendous attraction sociologically speaking. Everybody tends te go to the centre. Much more than in America. This is the problem with whi.ch we are faded. One of recoverïng cities. And there is another problem, which is the title of this conference, namely cities as a tool ofrecovery of the nation or of Europe if you want. And this is not impossible to tackle at the same time. The only thing we have to do, to begin with, is to reckon with problems wehave and the framework we are in. And one is a political franework about which I was talking at the beginning, the second is the lack of statistical tools of analysis. Fortunately enough at a conference held in Barcelona in May, and sponsored by the UN Fund for Population, the decision was made to conduct the world urban survey, which is being done now. It regards cities in three levels. "C" is centre or central city, "M" is strictly metropoiitan area in the sense of some existing political arrangements which ,nnre or less, exist at the planning or at the government level everywhere. The third level is "R" far region: broader metropolitan area With all the hinterland. This is being conducted right now. After the research we will be able to talk about cities in the world and of the meaningful phenomena like those of density and congestion cost. And, of course, benefits.We cannot taik meaningfully about these phenonena if we do not have the units of analysis well defined. And this is what we will achieve after this research. I think, to end, that in this conference we should claim for an increase in the share of cities and local governments in European public expenditure. As well at the national level as at the European level itself. That would be the first thing. The second proposal is to gain confidence and trust in cities acting as efficient innovators, helping economic recovery and acting as uniformity breakers as I would like to call them. It has been agreed that the good array of systems of local governments acting in this way has effects which can be compared to those of the amount of money growing. I believe that. I believe that local governments act on a level of consciousness which is that of expectations and real day-to-day �life. So they can create different psychological moods in a society. Not always, but they are able to do this. So I would emphasize again the idea Of gaining confidence and trust for cities acting as efficient innovators and uniformity breakers. In this sense they are acting like prívate firms. They are not big bureaucraciés and they can be campared with each other. The public sees the effect and the cost of the production of local goods, so they can act in the way of creating confidence. Third suggestion is that we should admit risk taking. Wé should admit that cities can take risks and should undertake them and participate along with private agents in risk taking ventures. This is the way we do it in Barcelona as you will know from the follow-up of this conference. We do it through an array of various devices, one of them being a private firm which is called Initiatives Inc. which capital is owned by the city. The firm mixes with private capitalists temporarily to help them to solve their uncertainty problems and the beginning problems and then to quit. This is going to be the role of the city in this sector. To do and to accomplish this cities, let's be frank, should create a lobby in Europe. Why not a cities'lobby in Europe?. Let's think of a lobby in very practical terms - in European Parliament in Brussels. Why not? Why should we allow the fact that half otEuropean budget goes to agriculture and then to social fund, which I am not against, decided by centre and by nation states. Then th regional policies decided by, again, national governments and the centre in Brussels. Why not let European cities do their 'lob? And have a little bit more of resources of that European budget. The lobby is possible. On the other hand we have more and more mayors being European Parliamentaries as the case in Milan. Tognoli is not here but others are coming probably so the voice of cities can be heard in European Parliament and in European bureaucracy if you want. Let's think about urban renewal and urban technology fund. Why not? It does not exist. Of course sane cities have got sane money out of Brussels, to speak that way, by knowing complexities of those lobbies and corridors. But this is not the kind of language I am taiking about. I am talking about the decision of Europe to take the advantage of the fact that it has the best system of cities in the world. So why not to talk about urban renewal and urban technology fund? Una trayectoria constante de ilusión, de rigor y de esfuer zos alienta desde el principio nuestra esperanza. Hoy, a unas horas escasas de la resolución final, podemos contemplar con nitidez los principios bási cos que nos llevaron a pedir los J uegos y que, especialmente, nos han impulsado a seguir en ello con un ritmo intenso. Por qué presentamos la candidatura de Barcelona? En suma, porque estamos conven cidos que es bueno para Barce lona, para Cataluña y para España entert. . Para Barcelona, sin duda, la ocasión es única, Debemos reconocer que la postulación olímpica ha servido para “po ner a la ciudad de moda”, o para colocarla con más preci sión en el mapamundi, A veces, las urbes que no son capi tales de Estado precisan de acontecimientos como éste para proyectarse a la escena in ternacional. Y no cabe duda qpe Barcelona es una ciudad con vocación universal. La postulación olímpica ha dado un empujón a ideas muy diversas y que la ciudad exigía desde tiempo atrás. Operacio nes urbanísticas de primera magnitud, planificación tec nológica, .renovación hotelera, o relanzamiento económico, han acompañado sin interrup ción la evolución de la propuesta olímpica. En este senti do, aspiramos a construir una ciudad más moderna. más ac tiva y a la altura de cualquier urbe occidental. Quisiera insistir que todas estas operaciones, relacionadas con la candidatura olímpica, ayudarán a construir una ciu dad nueva, pero también un país nuevo. Un país más diver so, más dinámico, más integra dor. Un país en definitiva, más compartido. Además, es evidente que la posibilidad de celebrar unos Juegos Olímpicos en Cataluña pos brinda una ocasión única para divulgar nuestra cultura, nuestra manera de ser. nuestra sociedad, en toda su riqueza y su diversidad. Es evideite que la catalani dad de los Jiegos, en 1992,será uno de los factores distintivos en relación con otras ediciones olímpicas. Y lo será mucho más, por ejemplo, que en las . exposiciones universales de 1888 y 1929. A lo largo de los años lo que perdura es la tarea realizada, Me gustaría resaltar, final— mente, la significación que podrían adquirir los Juegos en una sociedad como la española que, decididamente, ha em prendido el camino de a concordia y de la modernización, Las libertades democráticas, el proceso autonómico, la plena y afectiva integración enel marco europeo, han creado las condiciones óptimas para celebrar un evento con las caracte rísticas de los Juegos Ohínipí— cos, que fomente inequivoca.-, damente la tolerancia y el sentimiento universal a través del deporte. También para la proyeccióñ exterior de la Espa ña democrática, la ocasión de unos Juegos Olímpicos es de la mayor importancia. El fomento del deporte, in disociable del hecho olímpico, permite que un acontecimien to organizado en una ciudad se haga extensivo a toda la socie dad. Y la unanimidad que se ha respirado en toda España, en relación con la propuesta barcelonesa, es quizás el máxi mo exponente de este fenóme no. En realidad, hacía tiempo que no se suscitaba tal entu siasmo, en todo el Estado, por un proyecto nacido en Catalu na. El famoso lema promocio— nal, “Barcelona’92, un objetivo de todos”, se ha convertido en una realidad más que palpable. Las personas que han ofrecido su apoyo a la candidatura, desde los 70.000voluntarios de lodas las edades y condiciones, hasta Su Majestad el rey Juan Carlosi —primerentusiasta del proyecto olímpico—, se han movilizado al unísono para respaldar las aspiraciones de Barcelona. La candidatura de Barcelo na, por lo tanto, ya ha dado sus frutos. Se han iniciado todas aquellas empresas de interés general asociadas a los Juegos. Se ha trabajado con tenacidad y con acierto. Y por encima de todo, se ha avivado el fervor de todos los ciudadanos y de toda la sociedad española. Eloy puede ser un gran día. Podemps satisfacer las espe— ranzas que hemos ido cultivando, con obstinación, durante’ mucho tiempo. Y aún sería posible que Barcelona no consiguiera la nominación. Pero independientemente de que seamos elegidos o no, estoy seguro de que, colectivamente, ya hemos elegido la mejor vía: la vía del progreso, del opti mismo, de los ideales construc— tivos, Barcelona y todo el país. antes de la elección, ya han ga nado. Avui, a unes hores escasses de la resolució final, podem recordar amb nitidesa els principis bàsics que ens impulsaren a demanar els Jocs i que, sobretot, ens han mogut a seguir-hi treballant intensament. Per que, doncs, hem presentat la Candidatura de Barcelona ? En quatre paraules, perque estem convençuts que és bo per a Barcelona i per a Catalunya, també per a tot Espanya. Els Jocs Olímpics, d'acord amb el projecte que hem anat polint al llarg d'aquests cinc anys, poden ser extraordinàriament beneficiosos per a tothom. Les grans fites de les Exposicions Universals de 1888 i 1929 marcaren la culminació de la Barcelona industrial. En l'actualitat, la nova Barcelona requereix alguna altra fita que consagri el dinamisme que ja s'insinua tot acostant-nos a l'any 2000. - La postulació olímpica ha servit per a encarrilar i accelerar una remodelaciq urbanística que la ciutat exigia des de feia molts anys. S'ha avançat molt en la remodelació de l'Estadi de Montjuïc i en la construcció del nou Palau d'Esports, que constituïen veritables exigències històriques de tots els ciutadans. Al mateix temps, s'han engegat un conjunt d'actuacions en matèria de planificació tecnològica, de renovació hotelera, o de rellançament econòmic, que progressaran encara que els Jocs no siguien concedits a Barcelona. Aixó contribuirá a construir una ciutat més activa, una ciutat moderna, a l'alçada de qualsevol capital occidental. Vull insistir molt especialment en el fet que totes aquestes operacions, acoblades però no condicionades a la Candidatura Olímpica, actuaran també com a revulsiu per a tot Catalunya. L'energia que irradia Barcelona, la seva capacitat receptora i alhora creativa, són elements que ajuden a fer de Catalunya, precisament, un país innovador i cosmopolita. - 86 - IMPREMTA MUNICIPAL �Departament de Premsa n+. Resulta realment difícil trobar cap altra celebració puntual que desperti tal capacitat de projecció i difusió d'imatge. No cal dir que la catalanitat dels Jocs, l'any 1992, serà un dels factors distintius en relació a altres edicions olímpiques. I ho serà molt més que, per exemple, arran de les Exposicions Universals de 1888 i de 1929. Al llarg dels anys, el que perdura és la feina feta. El que es preveu per als Jocs Olímpics, el que s'ha emprès ja en etapa de Candidatura, quedarà com a patrimoni de tots els ciutadans. Voldria ressaltar, finalment, la significació que poden adquirir els Jocs, també per Espanya, en una societat que, decididament, ha pres el camí de la concòrdia i de la modernització. Les llibertats democràtiques, el procés autonòmic, la plena integració a Europa, han creat les condicions òptimes per a celebrar un esdeveniment de les" característiques d'uns Jocs Olímpics, que fomentin la convivència i el sentiment universal a través de l'esport. I la unanimitat no sols a Catalunya sino, que s'ha respirat a la resta d'Espanya, en relació amb la proposta barcelonina, és potser el màxim exponent d'aquest fenomen. Així, de fet, feia temps que no s'advertia un entusiasme, a tot l'Estat, per projectes nascuts a Catalunya. Aquell lema promocional, "Barcelona '92, un objectiu de tothom", ha esdevingut una realitat ben palpable. La gent que ha donat el seu suport a la Candidatura, des dels 70.000 voluntaris de totes les edats i condicions, fins al. Rei Joan Carles I -primer entusiasta del projecte olímpic-, s'han mobilitzat com un sol home per a reclzar les aspiracions de Barcelona. No hi ha dubte que la nostra capacitat de convocatòria i el nostre prestigi com a ciutat va en augment. La Candidatura de Barcelona, per tant, ja ha donat el seu rendiment. S'ha procurat tirar endavant tots els projectes d'interés general associats als Jocs. S'ha treballat amb tenacitat i amb encert. S'ha aconseguit desvetllar el fervor de' tota la ciutadania. S'ha fet, en definitiva, tot el que ha estat necessari i encara més. Aquesta ha estat la nostra primera victòria. Avui pot ser un gran dia. Però independentment que la nostra ciutat sigui escollida o no, estic segur que, col.lectivament, ja hem escollit la millor via: la via del progrés, de l'optimisme, dels ideals constructius. Estimats conciutadans, Quan llegiu aquestes ratlles, em trobaré a Lausanne esperant el resultat d'una votació. Sé les esperances que heu depositat en el resultat de la votació d'avui. Sé, conec, la vostra il.lusió per assolir la seu dels Jocs del 1992, però, ara, abans de conéixer aquest resultat, voldria fer-vos arribar les meves esperances i les meves il.lusions. Quan ens Tarem decidir a presentar la Candidatura, ara farà ja cinc anys, ens van inspirar tres motius bffisics. *Motius urbanístics. La meva Ciutat, la nostra, de feia masses anys, estava poc menys que oblidada des del punt de vista de les grans actuacions urbanístiques. Actuacions que no pot afrontar l'Ajuntament com a tal. A la nostra Ciutat i arreu del món, les obres dels cinturons, les obres d'etz, etz, les afronten les administracions centrals. En el nostre cas, el Govern de Madrid i la Generalitat són els responsables d'endegar aquest tipus d'actuacions. I vull recordar aquí el Segon Cinturó, el Tunel de Vallvidrera i com no, la desviació del Poble Nou de les vies del tren per tal de poder-hi construir la Vila Olímpica. I si em permeteu sobre aquest tema voldria encara afegir-hi alguna cosa. De vegades un es para i es diu: "senyor Alcade, quina diferencia hi ha entre el túnel del Sr. Porcioles i el túnel del Sr. Maragall?" o "quina diferencia hi ha entre el Plà de la Rivera i el Pla de la Façana Marítima?". Ai,b , evidentment, s' em diu com un retret i se m' esta acusant de fer "porciolisme". És evident que des del punt de vista físic, el Túnel de Vallvidrera és el mateix en un cas que en un altre, i és evident que des d'aquest mateix punt de vista l'espai ocupat pel PI a de la Rivera i el de la Vila Olímpica és exactament el mateix. Ara bé, hi ha un diferència fonamental. I la diferència fonamental consisteix en que nosaltres controlem l'urbanisme de l'altra banda del Tunel de Vallvidrera i que nosaltres controlem i controlarem l'urbanisme de la Zona de la Vila Olímpica. Aquesta és la diferencia fonamental, no ,evidentment, en l'espai físic en el qual es vol construir tant en un cas com en l'altre. Fixeu-vos que historicament això ha succeït a Barcelona, com tants rebulsius urbanístics es varen donar amb motiu de 1' exposició del 88 i després a 1' exposició del 29; buscavem un tercer rebulsiu urbanístic que permetes.remodelar en una part important zones decisives de la nostra Ciutat. Un segon motiu que ens va portar a tirar endavant amb la Candidatura va ser que consideravem que la meva Ciutat, la nostra, necessitava una injecció d'optimisme econòmic. Les �empreses o no s' en creaven o com a mínim no invertien, els grans empresaris quan es plantejaven una inversió important o la instal.lació d'una nova indústria, dubtaven poc en escollir entre Madrid i Barcelona. En tercer lloc, des del punt de vista turístic i de capacitat receptora, ens trobavem amb una ciutat amb manca de places hoteleres, una manca important, hi ha moments de l'any en qu'e és absolutament impossible trobar una plaça hotelera i que es necessitava un motiu, una ocasió per tal de qu'e la iniciativa privada prengués la seva responsabilitat i posés en marxa la construcció de nous hotels. Una altra de les preocupacions importants de l'equip que en aquell moment va decidir d'endegar la Candidatura va ser la problem atica de la juventut i de la pfactica esportiva. Créiem, creiem, que la practica generalitzada de l'esport és un bé per sí mateixa i pel qu'e significa d'ocupació del temps de lleure. Criem, creiem que la celebració d'uns Jocs Olímpics de la nostra Ciutat afavorirà d'' una manera important, d'una manera decisiva la qualitat i la quantitat de la pfactica esportiva. Finalment, veiem, veiem que la meva Ciutat, que la nostra ciutat, que Barcelona de feia uns anys estava com triste; realment li faltava una dosi d'optimisme que únicament es podia aconseguir cercant un objectiu comú, un objectiu que fós atractiu per joves i grans, un objectiu que pugués ser compartit per conservadors i progressistes, per dretes i esquerres, per homes i dones, en una paraula per tota la societat. Aquest objectiu va cristalitzar amb els Jocs Olímpics. I avui, després d' aquests anys, sis anys, us vull dir ciutadans de Barcelona que des del meu punt de vista no ens varem equivocar. Quan aquestes ratlles apareixin impreses, no coneixerém encara la decisió del C.O.I. Tindrem els collons per corbatí . Però, alguns dels objectius que ens varem proposar en el moment de plantejar la Candidatura s'hauran assolit. Haurem conseguit que l'estat de les obres sigui irreversible, haurem assolit el disposar d'un estadi d'atletisme en condicions. Era realment vergonyós l'estat en que es trobava l'Estadi de Montjuïc. Cada vegada que venia un foraster, i em refereixo a un foraster per qu'e els de casa estavem o i estem tan acostumats que no en feiem ni cas, i passavem pel davant de l'Estadi de Montjuïc, havíem de desviar la mirada cap una altra banda perqúe no el veiés. I això sense comptar el perill que comportava. Haurem assolit disposar d'un Palau d'Esports gran, modern, bonic, tecnicament perfecte, com el que ara es mereix una ciutat i una conurbació com la de la Corporació Metropolitana de Barcelona; haurem assolit desfer el dogall que significaven �les vies del tren i conseguir que la Ciutat arribi al mar; haurem aconseguit que en una part important gracies a l'impuls que ha generat els Jocs Olímpics; haurem assolit signar pel Ministeri d'Obres Públiques totes les obres necess'aries per la defensa de la costa del Poble Nou; haurem assolit la signatura dels pactes per acabar el Tunel de Vallvidrera o les obres del Segon Cinturó; haurem assolit preparar un projecte per la Barcelona tecnològica de l'any 2000; haurem assolit que diferents cadenes hoteleres es plantegin instal.lar-se a Barcelona i algunes d'elles ja ho hagin fet; i sobretot, haurem assolit que tu i tu i tu i el de més entra sentiu la Ciutat com a propia, us sentiu com a participants d'un projecte, us sentiu orgullosos davant del món de dir, de proclamar que sou barcelonins. El resultat de la votació és incert encara. Si aquesta no fos positiva per la nostra ciutat tindrieu, tindriem un gran desengany. La victoria de Barcelona en este pacífico concurso representa un buen entrenamiento para la ardua tarea de organizar los Juegos de la 25 Olimpiada de la época moderna. La seriedad del proyecto, que ha convencido a los que tenían en sus manos la delicada decisión, ha de ser pren da de la seriedad de la realización. La designaciónes un gran ho- nór, pero la realización es también una dura prueba. La abundancia de candidaturas viene a ser en parte una consecuencia del éxito de Los Angeles. Lo que era una ruina para muchas ciudades y un riesgo que otras de países poderosos no se atrevían a afrontar, se convirtió en beneficios cuando una má quina social de competir se puso a pleno rendimiento. El éxito vino también con el meior aprovechamiento de ese “continuo” . ininterrumpido que envuelve al hombre contemporáneo miento que necesita para no convertirse en un vergonzosofraca so. Lo prometido es deuda, y Barcelona ha prometido al mundo unos Juegos que sólo pueden lograrse con el apoyo de todos. La conmemoración americana en el mismo año de 1992 y la memona de la acogida de Barcelona a Colón contribuyen al simbo lismo de la fecha y la ocasión. El apoyo iberoamericano recursos técnicos. El limpio y paciente esfuerzo del atleta que se prepara día a día durante años para competir en la arena se veía amenazado. Y cuando la capacidad difusora de los medios ponía más que nunca el bello espectácuki que inventaron los grie gos al alcance de los cinco continentes, nuestro paisano Juan Antonio Samaranch asumió el difícil encargo de sortear los escollos y llevar el timón de la nave olímpica con pulso firme. Los Angeles y elcamino de Seúl no se han visto libres de sombras y versálidad. Nuestro diario ha apostado desde el principio por la carta olímpica. Creíamos que eso era bueno para Barcelona, para España. y pensábamos que nuestro periódi ciones, en fidelidades y en pacíficas expansiones más allá de vie jas murallas. H mayoría de edad. Los aros olímpicos son ya para ellos un signo familiar. Lo llevan en las carpetas, en las motos, en la voluntad que les ha hecho voluntarios. Ha habido quienes han aprove— chado las últimas horas, cuando todavía la suerte no estaba echada y Barcelona podía perder la designación, para llamar desde cualquier cabina e inscribirse en las filás del voluntariado barcelonés para los Juegos del 92. Han querido apostar y com prometerse en la hora de la esperanza. Esta generación ha de crecer y madurar con la mirada puesta en todo lo que el olimpis mo significa. Todos debemos aportar nuestro çoncurso, pero los llamados a recoger la antorcha son tos éhicos y las chicas que ayer respondieron clamorosamente con gritos de júbilo a la designación de Barcelona. Es la generación del 92. futuro de los Juegos tienta a las ciudades que creen en sus pro pias fuerzas. Barcelona se ha ganado la confianza de los escru pulosos administradores de la llama olímpica. Es una ocasión que debe aprovecharse a fondo. . L mor OSJuegos predominaran Olímpicossobre no tendrían el entusiasmo éxito si ylala división cooperación. y el teEs un espíritu nuevo el que ha de presidir ahora las relaciones entre grupos y sectores en nuestra sociedad. De lo contrario, la cita de 1992 sería un fracaso, el fracaso de todos nosotros. Muchas pequeñas querellas deben abandonarse y muchos recelos superarse. No es un compromiso para perdernos en pequeñeces. Pasqual Maragail Jordi Pujol Felipe González Un estímulopara España Una oportunidad y ungran desafio ypara su Gobierno La elección de Barcelona como sede de los Juegos Olímpicos de 1992 es un estímulo y un compromiso no sólo para la ciudad y para Cataluña sino tanibkn para España y su Gobierno. Muchos se van a referir a las oportunidades económicas y a los incentivos urbanísticos que se abren con esta elección. Me guaLaría, además, subrayar dos consecuencias cuyo alcance y profundidad van más lejos que la propia celebración de los Juegos Olímpicos. Me refiero a la movilización social y cultural que sin duda supone la prepa ración de los Juegos. No debe olvidarse que estamos ante la única circunstancia que reúne en pacífica competición a hombres y m uieres procedentes de todo el mundo. Y ello requiere una predisposición favorable al despliegue de la riqui sima diversidad de los aportes culturales que esa congregación de pueblos da a los Juegos Olímpicos. Estoy seguro. por otra parte. de que los J uegos de Barce lona van a servir para reafirmar aún nis entre nosotros principios búsicos de la convivencia’ acífica como la tolerancia. el respeto y la valoración de nuestras diferencias. Sin duda también será consecuencia importante la multiplicidad de estímu los que vamos a tener para hacer un trabajo con una perspectiva de futuro que proyecte nuestro país con solidez hacia el siglo XXI. Muchas de las iniciativas, muchas de las soluciones urbanisticas, muchas de las realidades que van a difundirse a millones y millones de ciudadanos en todo el planeta van a tener una larga vida, van a rebasar el paso de generaciones en teras. Una olimpiada asumida por todos puede marcar ese momento decisivo que pone en marcha y mantiene la ilusión de un pueblo por su devenir y el reconocimiento de esa ilusión y de sus frutos por el mundo entero. Yo espero que estos aspectos de la elección de Barcelona como sede de los Juegos Olímpicos de 1992 estén presentes en todos nosotros de aquí a ese año y aun más adelante. Teníamos confianza en el triunfo Ya hemos ganado. Barcelona. nuestra ciudad, ha ganado la carrera hacía los Juegos Olímpicos de 1992. Téníamos confianza en el triunfo. Habíamos trabajado con firmeza. todos, para lograrlos y, finalmente, la familia olímpica ha sabido reconocer el esfuer Lo realizado por Barcelona para convertirse en sede de los Juegos del 92.
