WHEN I WAS FIRST ASKED TO GIVE THIS LECTURE HERE, I WONDERED WHAT COULD THE MAYOR OF BARCELONA EXPLAIN TO A GRADUATE SCHOOL OF DESIGN AUDIENCE THAT WOULD BE OF INTEREST. I AM AFFRAID I HAVE NOT FOUND A SATISFACTORY ANSWER TO THAT QUESTION. URBAN POLICY IN BARCELONA BARCELONA HAS A LOT TO OFFER TO YOU, THIS IS SOMETHING I AM SURE OF. SO PERHAPS THE BEST I SHOULD TELL YOU WOULD BE JUST 'COME TO BARCELONA AND DISCOVER HER BY YOURSELVES'. THAT WOULD BE RATHER RUDE, OBVIOUSLY. SO, I WILL DO MY BEST TO CONVEY TO YOU THE PASSION I FEEL FOR MY CITY AS EVERYONE THAT GETS TO KNOW HER DOES. THERE ARE MORE SUITABLE PEOPLE THAN I AM TO SPEAK ABOUT BARCELONA IN ARCHITECTURAL TERMS, SOME OF THEM �_3_ VERY WELL KNOWN IN THIS SCHOOL, AS PROFESSOR RAFAEL MONEO. NEVERTHELESS LET ME EXPLAIN SUMMARILY BARCELONA'S CONTRIBUTION TO URBAN THEORY AND PRACTICE AS IT HAS BEEN RECENTLY STATED BY ORIOL BOHIGAS, A PROFESSIONAL YOU KNOW ALSO VERY WELL AND THE PRINCIPAL BRAIN AND EXECUTIVE BEHIND THE URBAN POLICY WE HAVE BEEN DEVELOPING IN BARCELONA MUNICIPALITY FOR THE LAST 6 YEARS. THESE IDEAS ARE RELATED TO RELATIONSHIPS BETWEEN URBAN CENTER AND PERIPHERY, TO THE OPPOSITION BETWEEN PLANS AND PROJECTS AND TO THE IMPORTANCE OF FORM IN URBAN POLICY. ORIOL BOHIGAS AN HIS TEAM AT THE CITY HALL CONDUCTED A POLICY BASED ON THE CONVICTION THAT A SET OF PROJECTS IS A BETTER TOOL OF URBAN CONTROL THAN A GENERAL PLAN. THE MODEL WAS ASUMED BY THE CITY COUNCIL. IT MEANT ALSO GIVING UP ZONING AND SEEKING FOR A CITY WHERE ALL ACTIVITIES COEXISTED. �-4- THE MOST VISIBLE ASPECT OF BARCELONA URBAN POLICY, HOWEVER, AND THE ONE THAT HAS AROUSED MORE CONTROVERSY, IS THE PRIORITY OF FORM OVER QUANTITATIVE STANDARDS. BOHIGAS HAS PLEADED FOR URBAN POLITICIANS AND TECHNICIANS TO INVOLVE THEMSELVES IN DEFINING THE PHYSICAL FORM OF THE CITY. HENCE A DARING ENGAGEMENT TO BUILD A SET OF URBAN SPACES -PARKS, PLACES- OF HIGH URBAN AND DESIGN QUALITY THROUGHOUT THE CITY, ESPECIALLY IN THE MOST DECAYED AREAS, BOTH IN THE CENTER AND IN THE PERIPHERY. I AM GLAD TO SAY THAT IN THOSE PROJECTS WE HAVE HAD THE CONTRIBUTION OF AMERICAN ARTISTS SUCH AS JOE HELLMAN, ELSWORTH KELLY, BRYAN HUNT AND RICHARD SERRA. THE EXPERIENCE HAS BEEN A SUCCESS, AND HAS SHOWN, IN BOHIGAS'S WORDS, THAT URBAN FORMALIZATION AND "MONUMENTALIZATION" OF DULL PERIPHERIC AND DEGRADED QUARTERS CAUSES SOCIAL AGGLUTINATION AND THE CREATION OF COLLECTIVE PARTICIPATION PRIMARY INSTRUMENTS. �-5- BARCELONA, CATALONIA, SPAIN NOW I WOULD LIKE TO GIVE YOU MY POINT OF VIEW ON WHAT PAPER BARCELONA CAN PLAY IN CATALONIA, IN SPAIN, IN EUROPE AND THE WORLD, AND ALSO A GENERAL REFLECTION ON WHAT IS THE ROLE OF THE CITIES IN THE WORLD. AS YOU KNOW, BARCELONA IS, HAS BEEN FOR CENTURIES, THE CAPITAL CITY OF CATALONIA, AN AUTONOMOUS REGION IN NORTHEAST SPAIN WITH ITS OWN LANGUAGE, CATALAN, DIFFERENT TO SPANISH. THROUGHOUT THE MIDDLE AGES, THE COUNTS OF BARCELONA WERE ALSO KINGS OF ARAGON WHO REIGNED OVER A CONFEDERATION OF KINGDOMS INCLUDING MOST OF SPANISH MEDITERRANEAN COAST, THE BALEARIC ISLANDS, PART OF SOUTHERN FRANCE, SOUTH OF ITALY, SICILLY AND SARDINIA. THE HOUSE OF BARCELONA HAD ALSO CONSULATES IN THE MAIN CITIES OF THE MEDITERRANEAN BASIN THAT ACTED AS AGENTS OF A POWERFUL COMMERCIAL EMPIRE. A:FTER FERDINAND AND ISABELLA, THE CROWNS OF ARAGON AND CASTILE WERE CARRIED BY THE SAME HEADS. THAT ROYAL UNION MARKS THE START OF MODERN AGE IN SPAIN. �-6- THE CATALAN SPLENDOR OF THE MIDDLE AGES WAS FOLLOWED BY A LONG PERIOD OF DECLINE. CATALONIA DID NOT RECOVER IN FACT UNTIL LAST CENTURY. I HAVE INDULGED MYSELF IN THIS RAW APPROACH TO CATALAN HISTORY BECAUSE YOU CAN FOLLOW IT IN THE VERY STREETS OF BARCELONA, IN OUR BUILDINGS, OUR CHURCHES. YOU CAN READ IT EVEN ON A MAP. �-ïTHE DEVELOPMENT OF BARCELONA BARCELONA SAW A FANTASTIC DEVELOPMENT FROM THE MID XIXth CENTURY. UP TO 1859 BARCELONA WAS CLOSED WITHIN THE WALLS THE PERIMETRE OF WHICH HAD NOT ALTERED FROM THE MIDDLE AGES. IN 1859 WAS APPROVED THE PLAN DEL ENSANCHE, THE "ENLARGEMENT PLAN", DEVELOPED BY ILDEFONSO CERDà. THE WALLS WERE PULLED DOWN AND THE CITY SPREAD OVER THE SURROUNDING PLAIN AND REACHED THE NEARBY VILLAGES: SARRIà, ST GERVASI, GRàCIA, ST MARTí. MY GRANDFATHER, FOR INSTANCE, WAS BORN IN 1860 IN THE VERY HEART OF THE MEDIEVAL CITY. LATER HE WENT OUT THE WALLS, TO THE ENSANCHE AND FINALLY TO ST GERVASI. IN A SENSE HE FOLLOWED THE GROWTH OF THE CITY. IN JUST 50 YEARS HIS GENERATION EXPANDED MORE THAN PREVIOUS GENERATIONS FOR 10 OR 15 CENTURIES. I RECALL RICARDO'S "LOW PRICE OF CORN ", 1815, WHERE HE SAID THAT INCREASES IN POPULATION WOULD INCREASE THE SUPPLY OF LAND SO THAT RENTS WOULD NOT RISE. IT WAS NOT EXACTLY SO IN BARCELONA. LAND PRICES WENT UP, AND ONLY IN DOWNTOWN, ROUND THE CITY HALL, MODERATLY DOWN. �-8IN 1888 AN UNIVERSAL EXHIBITION WAS HELD ON THE GROUNDS OF THE OLD CITADEL, OMINOUS SYMBOL OF CENTRALIST OPRESSION, BUILT IN THE XVIIIth CENTURY AFTER THE FIRST BOURBON KING OF SPAIN AND DEMOLISHED SHORTLY AFTER THE WALLS WERE PULLED DOWN. THE UNIVERSAL EXHIBITION UNDERLINED THE DEFINITIVE ASSERTION OF THE CITY DEVELOPED BY CERDà, AS WELL AS A DEMONSTRATION OF CATALAN BOURGEOSIE'S FAITH ON MODERNITY, PROGRESS AND INDUSTRIALIZATION. CATALONIA WAS OPEN TO THE CULTURAL TRENDS COMING FROM EUROPE AND WAS ABLE TO GIVE THEM A PERSONAL INTERPRETATION. AT THE SAME TIME THAT PARIS, VIENNA, PRAGA, BRUSSELS, GLASGOW AND LONDON KNEW THE ART NOUVEAU, THE SEZESSION OR MODERN STYLE, IN BARCELONA MODERNISME FLOURISHED WITH EXTRAORDINARY STRENGTH. MODERN STYLE ARCHITECTURE HAD IN BARCELONA A FIELD TO EXPRESS ITSELF AS NO OTHER CITY OF EUROPE HAD. YOU CAN STILL ADMIRE THE RESULTS WALKING ON THE STREETS OF MY CITY AND LOOKING AT THE INCREDIBLE FAÇADES THAT CATALAN BOURGEOSIE HAD THE COURAGE TO BUILD. THIS CREATIVITY WAS SUSTAINED THROUGHOUT THE YEARS BEFORE THE SPANISH CIVIL WAR, IN SPITE OF SOCIAL UNREST �-9AND IN SPITE OF PRIMO DE RIVERA DICTATORSHIP. FIRST WORLD WAR BROUGHT TO CATALONIA PICASSO, WHO CAME BACK, PICABIA AMONG OTHERS. BUT IT ALSO BROUGHT MONEY. CATALAN INDUSTRIALITY TOOK ADVANTATGE OF SPAIN'S NEUTRALITY TO MAKE GOOD BUSINESS OUT OF SELLING GOODS TO BOTH ALLIED AND CENTRAL POWERS. THAT COULD EXPLAIN SOME OF THE NEUTRALIST FEELINGS THAT CATALAN BOURGEOISSE STILL IS SHELTERING. THE 1929 UNIVERSAL EXHIBITION GAVE BARCELONA THE MOST IMPORTANT THRUST TO MODERNITY SINCE THE PREVIOUS 1888 EXHIBITION. THE 1929 EXHIBITION WAS BOLD ENOUGH TO HOST AND SHOW TO THE WORLD THE MIES VAN DER ROHE GERMAN PAVILLION, WHICH WE REBUILT LAST WINTER. THE FIRST BARCELONA UNDERGROUND RAIL SYSTEM WAS ALSO BUILT FOR THE 1929 EXHIBITION, AS WELL AS MANY IMPORTANT URBAN PROJECTS. IT WAS IN THIS TIME WHEN ARNOLD SCHONBERG BEGAN MOSES AND ARON IN BARCELONA. HIS DAUGHTER IS NAMED AFTER THE SECOND MOST POPULAR VIRGIN IN CATALONIA AFTER MONTSERRAT: NúRIA. �-10- IN THE REPUBLIC YEARS, THE THIRTIES, ARCHITECTURE WAS AGAIN THE FIELD WHERE CATALAN CAPACITY TO CATCH THE SIGNS OF THE TIMES WAS MORE EVIDENT. RACIONALIST ARCHITECTS FLOURISHED IN CATALONIA. JOSEP LLUIS SERT AND MEMBERS OF GATPAC ARCHITECT GROUP MADE BARCELONA THE CENTRE OF INTEREST OF EUROPEAN ARCHITECTS. THE GENERALITAT, THE CATALAN AUTONOMOUS GOVERNMENT, ENTRUSTED LE CORBUSIER THE DESIGN OF A NEW DEVELOPMENT PLAN OF BARCELONA METROPOLITAN AREA. THE SPANISH PAVILION OF 1937 PARIS EXHIBITION, WHERE PICASSO'S GUERNICA WAS FIRST SHOWED, AS WELL AS WORKS BY MIRó, GARCIA AND CALDER, WAS DESIGNED BY JOSEP LLUÍS SERT, AS YOU KNOW. LATER CAME WHAT IT CAME. AND FOR DECADES CATALONIA WAS TO MANY SPANIARDS A SYMBOL OF RESISTANCE TO FASCISM, A PLACE WHERE ONE COULD FEEL AN EUROPEAN ATMOSPHERE. AND BARCELONA WAS ITS FOCAL POINT. PASQUAL MARAGALL, EL PAIS 15/11/2005 Hace seis años justos, en noviembre de 1999, comenzó un mandato en que el presidente de la Generalitat no podía perderse una sola votación, porque si faltaba ese voto perdía la mayoría -empatábamos a 67 votos-. Para colmo, a los pocos meses el PP sacaba mayoría absoluta en España y el pacto CiU/PP quedaba absolutamente en manos de los populares. Fue entonces cuando Pujol decidió prácticamente retirarse de hecho y dejar el Gobierno en manos de un primer ministro no previsto en la legislación. Más candidato que ministro, ese Primer Consejero fue apoyado por Rajoy y Rato para sacar a flote una economía que sin embargo quedó endeudada como nunca antes. Hemos tardado dos años en sanearla. Ahora, la mayoría de centro izquierda tiene una ventaja suficiente (74 escaños a 61). Las finanzas están saneadas. Hemos aprobado un presupuesto de cerca de 30.000 millones de euros (equivalentes a cinco billones de las antiguas pesetas). Estamos invirtiendo como nunca antes en barrios, escuelas y centros de salud, y en policía autonómica y sistema penitenciario. Somos una comunidad que empieza a parecerse a un país de verdad, responsable del 80 % del gasto público no financiero (sin seguridad social) y encantado de pertenecer a un Estado español moderno, que pesa en el mundo como nunca antes, desde 1898 para acá. Encima hemos cambiado en dos años nuestra ley fundamental, el Estatut de Catalunya. No era fácil: 25 años después no era sencillo atreverse a modificar por vez primera una de las cinco piezas iniciales del Estado español de las autonomías: Constitución, Ley Electoral, Ley del Tribunal Constitucional, Estatuto Vasco y Estatut de Catalunya. A mitad de mandato, una constatación: nunca se hizo tanto en tan poco tiempo. En el Gobierno y en el Parlament. Confío en que antes del verano de año que viene se apruebe el nuevo Estatut en Cortes para ser refrendado por el pueblo de Catalunya. Y espero que la opinión pública vaya entendiendo que la Constitución necesita los cambios propuestos por el Gobierno español a la consideración del Consejo de Estado: igualdad de sexos en la sucesión a la Corona, denominación de las autonomías creadas desde 1979 y ausentes aún de la Carta Magna, Senado de las autonomías y no de las provincias, y reconocimiento de lo que hicimos ya desde 1986: formamos parte de la Unión Europea. Ya va siendo hora de decirlo en los textos legales correspondientes. Esa aceleración de la historia entiendo que pueda producir un cierto vértigo. A mí lo que me produce pánico es el escenario contrario, el de la progresiva �pérdida de la fibra política en este país, en Catalunya y en España, si no atendemos a las exigencias del día, si llegamos tarde a la cita con la historia, como está pasando en Europa. El reciente debate en el Senado con los 17 presidentes autonómicos ha sido un buen punto de partida para relanzar los segundos 25 años de la España de las autonomías. Después de oír a los presidentes autonómicos, el presidente del Gobierno español dejó claro que las tres nacionalidades históricas a las que se refería la Constitución en la disposición final segunda tienen una geografía política distinta de las demás y no se adaptan al esquema general de aprobación o modificación de los Estatutos por acuerdo entre los dos grandes partidos españoles. Creo que no es sólo un problema o un tema de distintas configuraciones partidarias. Tales configuraciones son distintas por la existencia de un acusado sentido de identidad nacional en esas comunidades. Porque son naciones en el seno de la nación plural que es España. Y ese dato es previo al hecho de la configuración partidaria. Es su causa. Es pronto todavía para saber en qué va a quedar el texto del Estatuto de Catalunya y, en su día, el de la Constitución. Para cambiar el primero no se precisa hoy por hoy de la aquiescencia del partido de la oposición. Para cambiar la Constitución sí. Sería conveniente en todo caso una buena inteligencia o acercamiento de posiciones con la oposición. Porque el Estatuto no está hecho para ir cambiando según las mayorías contingentes del Parlamento español. Y no cambiará con ellas. Sin embargo, es evidente que nadie debería sentirse incómodo con un Estatuto que tiene que durar años. El dualismo nacionalidades/regiones debe tener un reflejo explícito y circunstanciado, en el plano estatutario y a poder ser en el constitucional, como proponía en su día el actual presidente del Consejo de Estado sugiriendo que la Constitución en su artículo segundo reconociera que dentro de la unidad de España caben, existen, las comunidades nacionales de Catalunya, Euskadi y Galicia, así como la foral de Navarra. El problema es de matiz, porque hay que resolver qué distingue a las nacionalidades creadas por la Constitución de las creadas por los Estatutos. Qué diferencia hay entre los territorios de la disposición final segunda de la Constitución, nacionalidades en sentido histórico fuerte, y las otras autonomías que se han autodenominado nacionalidades en sus Estatutos, con la aprobación general, como es el caso de Aragón, Comunidad Valenciana, Baleares y Canarias, y en el futuro probablemente Andalucía. No es bueno que esas precisiones, necesarias para la estabilidad de nuestro sistema político y la tranquilidad de unos y otros, de todos, queden escondidas en un par de disposiciones finales de la Constitución. �Todo esto son matices, pero ¡qué matices! Nosotros, en Catalunya, y por una mayoría muy convincente, del 89% de los diputados del Parlament, hemos optado por denominar nación a Catalunya, en línea con el pensamiento de los federalistas castellanos y su "España, nación de naciones". También puede pensarse, y algunos lo creen, que puesto que todo ha ido bien, como nunca antes en nuestra atribulada historia contemporánea, mejor "no meneallo": dejar las cosa como están. Ya he dicho que dejar las cosas como están me parecería prueba de falta de coraje político. Y añado, falta de la elemental prudencia que se nos exige en un mundo en que todo está cambiando. En ese entorno, quedarse en unos principios generales de igualdad faltos de proximidad y calor, puede acabar generando un sorprendente vacío político. Tenemos ejemplos cercanos y dramáticos, que pueden repetirse aquí. La devolution francesa es incompleta: frente a los 150.000 empleados públicos de la Generalitat de Catalunya... Aquitania y Midi Pyrenées tienen 4.000 cada una. Y la banlieue parisina es un océano de difícil gobernación. Ya sé que no es popular hablar de grandes números de funcionarios. Pero el problema no es tanto el número como su proximidad o no al usuario de los servicios públicos y lo que los británicos llaman su contabilización y control por los resultados y por el público (accountability). Hay que moverse con los tiempos. El Estado lejano tiene cosas que hacer, pero hay cosas que debe dejar de hacer, porque o ya las hace Europa -que tiene moneda y políticas de cohesión y de i+d, y pronto tendrá defensa -o las hace la región, o la ciudad. Llegados a este punto quiero dejar algo muy claro. No estoy dispuesto a admitir que las cuestiones relativas al Estatut y a las identidades, cuestiones trascendentes, sin duda, puedan ocupar por completo el mandato de mi Gobierno. Mi Gobierno está centrando sus presupuestos en la educación y la salud, en los barrios (esos barrios que estallan en Francia y pueden estallar aquí), en la seguridad, la justicia y las prisiones (estamos haciendo cinco y haremos tres más en adelante), en las infraestructuras y la tecnología, en la investigación y el desarrollo de nuevos productos. Hace unos días visité dos empresas internacionales en la comarca del Vallès: Roche (químico farmacéutica) y Hewlett Packard (sistemas informáticos). Están en la punta de la tecnología. Se han convertido en cabeceras de un sistema internacional de producción. No se han dormido. Ejemplos contrarios los hay, como el de la desaparecida planta de componentes electrónicos de ATT en Tres Cantos. El tiempo no corre, vuela. El que no va adaptando su tecnología y su gama de productos y servicios a los que realmente sabe hacer y puede hacer, está perdido. �Hay muestras de que sabemos adaptarnos. Espero que tanto en la economía como en la política. El día 22 se inaugura oficialmente en la Universidad Politécnica de Catalunya un ordenador que lleva por nombre Mare Nostrum y es el más potente de Europa (y el cuarto más potente del mundo). Tenemos a la vuelta de la esquina, en Toulouse, la fábrica del Airbus, la más importante del mundo en aeronáutica. En eso los franceses, con ingleses, alemanes y españoles colaborando con sus plantas complementarias, están en la vanguardia mundial. Por cierto: cuando pregunté el porqué de la ubicación de esa planta, después de la guerra mundial, en Toulouse, la respuesta fue tajante: era el punto más alejado de la frontera alemana. Y hoy es el orgullo tecnológico de la Europa unida. Y punto cardinal de una Eurorregión emergente, la del Pirineo Mediterráneo, que con Marcelino Iglesias, el presidente Matas y las regiones francesas queremos conectar en todos los sentidos de lado a lado de la cordillera y del mar para convertirla en una de las más avanzadas del continente. Queremos dotarla también de una conexión eléctrica que dé salida a los excedentes franceses y respuesta a nuestras demandas.
