BAN MISSATGE DE LES FESTES DE LA MERCE
La Festa Major de Barcelona - {la Mercè - té aquest any una
significació
especial.
Aquest any ens sentim, tots p Legats, satisfets i descansats d'haver complert amb una responsabilitat històrica,
d'haver passat l'examen dels 4rocs Olímpics davant del món
amb una nota molt alta.
Encarem el futur amb una nova il.lusió, amb un nou orgull,
amb una nova empenta que ens dóna confiança davant les
dificultats que viu Europa i q.te viu el món.
Vull aprofitar l'ocasió de la 'esta Major de Barcelona per
agrair -i fer-ho amb l'accent 41e la familiaritat d'aquests
dies de retrobament en la celebració de la Mercé-, per
agrair de nou, repeteixo, a tots els barcelonins, a tots
els ciutadans, la seva col1laboració en l'èxit dels
passats Jocs Olímpics i Paralí npics, que ha estat el gran
èxit de Barcelona.
En tant que Alcalde de Barcelona vaig adreçar un Ban
Olímpic a tots els ciutadans.

Vaig remarcar com havíem de
que Barcelona fcbs,

durant els Jocs,
una
�referència esperançadora per a molts ciutadans d'Espanya,
d'Europa i del món. Com Catalnya, la seva història i el
seu present, podien beneficiar-se de l'interès i afecte
que suscitaria en moltes persones el descobriment d'una
realitat humana i nacional, riça i singular. Com l'Espanya
democràtica i plural en podia
Sortir
reforçada.
Barcelona no podia fallar i els barcelonins no hem fallat.
Tothom recordarà els Jocs Olí11pics de Barcelona com els
grans Jocs d'una ciutat i com; els grans Jocs de la gent.
Aquesta és sens dubte una gran aportació de Barcelona,
específica i intransferible,
que
potser trigarem anys a
veure igualada: la humanitat diària de la vivència dels
Jocs.
Tot ha anat tant bé com era ra nable esperar i encara més.
I això ha estat possible gràcies a la col.laboració i a la
participació
voluntaris,
entusiasta
espectadors,
de l tots
pissejants,
els
barcelonins:
treballadors i
servidors públics. Ara que els Jocs han passat, ens podem
alegrar d'aquesta medalla que
ens
ha atorgat unànimement
l'opinió mundial a través dels mitjans de comunicació.
Els Jocs Paralímpics ens han confirmat encara una altra
cosa. Barcelona no tan sols és capaç de lluitar pels grans
objectius i de respondre
reptes més ambiciosos.

�Barcelona
és
capaç de lliurar -se
generosa
en
la
solidaritat i en el compartir la joia dels discapacitats,
que som, en el fons, tots nosaltres en algun moment de la
nostra vida; en molts moments..
Si els Jocs Olímpics de Barcelona han estat els millors de
la història, com se'ns ha di , jo crec que tenim dret a
pensar que Barcelona ha esta pels Jocs Paralímpics la
seva entrada a la història i l'inici d'un futur diferent.
Gràcies, doncs també, barce onines i barcelonins, pel
vostre entusiasme i la vostra participació en els Jocs
Paralímpics. Ara el nostre rep.e és fer també de Barcelona
una ciutat paralïmpïca, cada dia.
En aquestes Festes de la Mercè que avui comencen, retrobem
la ciutat renovada, per al nostre ús, per disfrutar-la
cada
dia en les seves novetats,
per
continuar-la
millorant.
Ara s'imposa l'austeritat, perÒ una austeritat que no està
renyida amb els nous projectes.
De les tres etapes de 1'èxi
realització
i explotació
dels Jocs
•
rendibilització,
concepció,
aquesta
�última, la que comencem ara,
no és la més fàcil, però és
l'etapa més engrescadora.
Perquè és la que tenim al davant i perquè permet comprovar
si l'acció de la ciutat permet canvis en les seves
actituds.
Si ara no som capaços de convertir Barcelona en una
referència sòlida, estable

respectada, pels nostres
productes, pels nostres serveis, per la qualitat de la
vida entre nosaltres, per ser una ciutat equilibrada i
solidària, pel nivell alt de:tles nostres actituds... No
ho farem mai.
Entenc que tothom té dret a posar l'accent sobre allò que
manca, sobre el que no tenim encara i sobre les nostres
obligacions i dificultats, i no solament sobre les coses
positives, les satisfaccions,
els nous recursos i el nou
orgull ciutadà.
Demano només que s'aportin noves idees i noves solucions
a les mancances; que no es mIlmeti l'equilibri difícil
entre la tendència a la desijusió després de la ilusió
satisfeta - que és una tendèn la natural - i la confiança
en les nostres pròpies forces.
�Aquesta confiança és avui mép forta que mai. 1 no ho és
solament per fer uns grans 1$ dies, sinó per fer uns
magnífics 15 anys. Aquesta confiança ens ha de fer entrar
en
el
nou mil.lenni amb
d'identitat, d'obertura a
el
nivell
d'exigència,
l'exterior que perseguim
obstinadament des d'aquell Onz de Setembre de 1714 en què
tot va acabar però en el fons tot va començar.
Hem de voler ser la millor ciutat d'Europa. La millor
ciutat en cultura, en urbanitat, en educació, en serveis,
ixò Ano és només el que
en acollida i en tecnologia.
nosaltres esperen. És el que Europa espera de nosaltres.
Europa depèn molt de les ciutats. Europa no es pot fer
sense les ciutats, i molt menyl contra les ciutats.
S'obre, doncs, una etapa decisiva de la història de
Barcelona. Grans moments ja els haviem tingut, però grans
davallades i grans períodes
etàrgics també. Reaccions
formidables a grans derrote,
reaccions formidables a grans
les hem tingut, però
ictòries - manteniment d'un
alt esperit d'exigència més enllà dels moments de prova
no han estat freqüents.

�És justament això el que ens cal per demostrar que les
nostres victòries no són efímeres ni un fenòmen aillat,
sinó esglaons en un procés imparable de millores per a la
ciutat.
Us convido a viure, en aquesta Festa Major de Barcelona de
1992, l'alegria de l'èxit i 14 confiança en el futur. Que
els barcelonins siguem, tots i!cadascun, els protagonistes
de la millora i del progrés dO la ciutat, els vigilants
del nou patrimoni aconseguit els vetlladors de la gran
virtut del civisme.
Convido també a tots els ciutadans a ocupar pacíficament
la ciutat, com ja es va fer dui. ant els dies dels Jocs. Per
fruir de la Barcelona que no coneixem encara i que ens
sorprendrà amb el seu atraciu i la seva bellesa. Us
convido a visitar, per exemplcp, el Jardí Botànic que ja
mostra la seva futura ubicació o les noves piscines de Can
Dragó, o el Parc Zoològic, que celebra el seu centenari.
Que els ciutadans siguin amfit4ions i vigilants, alhora,
de la urbanitat i de la qualitat de vida. Que els propis
minusvàlids siguin els impulsors més decidits de les
transformacions de la ciutat neva en la ciutat apta per a
tothom, no solament en benef: ci propi sinó de tots els
ciutadans.

Paraules pronunciades per l'Alcalde a la Basílica de la
Mercè després de la celebraciíí de l'ofici amb motiu de la
festivitat de la Patrona de Barcelona
Vull agrair, en nom del Consistori i davant la Mare de Déu
que dóna nom i color a la Festa Major de Barcelona, a tots
els ciutadans de totes les creences i actituds, de totes
les procedències, el seu capteniment en aquest estiu que
tot just s'acaba.
I que s'acaba emportant-se'n una ciutadana prototípica de
Barcelona, i deixant-nos tristos; tristos però confiats
que l'esperit barceloní que ella mateixa també encarnava
ha viscut, està vivint i viura moments esplèndids, en què
la generositat s'imposarà a la gasiveria, la prudència a
la precipitació i l'austeritat anirà acompanyada de la
col.laboració de tots per aconseguir les fites
significatives que la ciutat avui pot pretendre.
L'arquebisbat ens ha ajudat
fer del Centre Abraham un
lloc de trobada momentània de totes les religions, però
també una referència de fut r per a tots aquells que
creuen que la única via de so ució dels problemes que ens
enfronten en el Mediterrani i el Sud-Est d'Europa passa
per una actitud positiva de 1 s idees i les creences, i
d'aquells que les administre , envers les actituds de
concòrdia que han d'anar creixent abans d'imposar-se
lentament però amb determinaci4.
Aquest és l'esperit d'alliberament i de pau de la Mercè,
tal com el veiem els barcelon4ns de tota mena, i és també
l'esperit de Barcelona.

I WOULD LIKE TO SiPART WITH A FEW WORDS IN A FAMI-

LIAR AND CONFIDENT AL TONE. WHEN THE OLYMPIC GAMES
WERE AWARDED TO BitIRCELONA, SOME YEARS AGO, WE
WONDERED FOR A TIME WHETHER THE PARALYMPIC GAMES
SHOULD BE HELD IN bUR TOWN.
OUR NOMINATION CONTRACT DID NOT ESTABLISH SUCH A
COMMITMENT, AND WE WERE ANXIOUS TO ASSESS IF OUR
ORGANISATION, OUR CITY, WOULD BE PREPARED TO HOST
A SECOND EVENT 0r SUCH PROPORTIONS IN A SHORT
PERIOD OF TIME.
�WE CAREFULLY CONpIDERED ALL PROS AND CONS, AND
EAGERLY DECIDED TO ASK FOR THE PARALYMPIC GAMES.
TO BE HONEST, W
HAD SOME PRACTICAL REASONS
-EXCELLENT FACILITXES, EXPERTISE, EFFORT-SHARING-,
BUT THE MAIN MOTIfiJES WERE PURELY STRATEGICAL FOR
THE FUTURE OF OUR bITY.
FIRST, THE CELEBRIIITION WOULD NOT BE COMPLETE AND
TRULY UNIVERSAL W THOUT THE PARALYMPICS. SECOND,
OUR PEOPLE WERE ASKING FOR THEM,
BOTH FROM
ASSOCIATIONS AND GROUPS FOR THE DISABLED AS WITHIN
SOCIETY IN GENERAL.
FINALLY, WE REACHED THE
CONCLUSION THAT WE NEEDED THE PARALYMPIC GAMES.
EL TIEMPO NOS HA CONFIRMADO QUE BARCELONA Y EL
PAíS ENTERO NECESITAN LOS JUEGOS PARALíMPICOS. ES
NUESTRA GRAN OCASLóN PARA SITUARNOS AL MáS ALTO
NIVEL EN UN TERRENO QUE, POR DESGRACIA, SIGUE
PADECIENDO NOTABLES DEFICIENCIAS. EN LOS ÚLTIMOS
AÑOS HEMOS AVANZADO DE FORMA CONSTANTE, PERO NOS
QUEDA AúN UN LARGO CAMINO POR RECORRER.
�NUNCA SE HABíA AFRpNTADO, EN NUESTRO PAíS, UN RETO
SIMILAR AL DE LOS JUEGOS PARALíMPICOS. ES UNA
OPORTUNIDAD IDEAL, PUES, PARA ENTRAR POR LA PUERTA
GRANDE EN EL DEPORTE DE ALTA COMPETICIÓN PARA
PERSONAS CON MINUSVALíAS. PERO ES MUCHO MáS QUE
ESO: ES EL MOMENTO óPTIMO PARA IMPULSAR EL GRAN
SUEÑO DE DEVENIR UNA CIUDAD AUTÉNTICAMENTE
HABITABLE, DE ACAB1R CON LOS OBSTáCULOS FÍSICOS Y

A mesura que els invitats vagin arribant a la plaça sota les
torres Mapfre i les Arts hauran de presentar la seva
invitació i se'ls dirigirà cap al punt d'accés principal de
la Vila Paralímpica.
Les personalitats que tingul..n privilegi d'aparcament se'ls
rebrà a l'accés del pàrquing i se'ls acompanyarà al punt
d'accés principal de la Vila Paralímpica.
Els fotògrafs acreditats podran accedir a la Vila dues hores
abans de l'acte.
Inici de l'acte:
El director de la Vila Paral_ mpica rebrà l'Alcalde i altres
convidats a la porta d'entr e da de la Vila i els guiarà fins
a la Plaça de Cerimònies.
Execució d'una fanfara pre-enregistrada anunciant l'inici de
l'acte.

Discurs del Sr. Miquel Durap Campos, Director General de la
fundació ONCE.
Discurs de l'Excm. Sr. Pasqual Maragall, President del
COOB'92 i Alcalde de Barcelona.
Lliurament de la bandera ECC per part de l'Alcalde al
Director de la Vila Paralímpica.
El Director de la Vila entrega la bandera a una parella de
voluntaris que es dirigiran a l'asta d'honor on s'hissarà
amb els acords de l'himne paralímpic.
Visita guiada per la Vila Paralímpica:
Visita en comitiva per tal de veure les instal.lacions
especifiques Paralímpiques, acabant a la Plaça de Cerimònies
on l'Alcalde oferirà un aperitiu als convidants, donant
l'acte per finalitzat.
