                    <text>DEAR CITY COUNCILLORS, CONSUL GENERAL, FRIENDS,

LAST YEAR, IN FEBRUARY, WE MET SOME OF OUR GOOD
FRIENDS IN NEW YORK, AROUND THE TABLES OF A CATALAN
RESTAURANT THERE, AFTER A RECEPTION AT THE MUSEUM OF
MODERN ART HOSTED BY ITS PRESIDENT, MRS AGNES GUND.
THIS WAS --FEBRUARY 92-- INDEED A VERY SPECIAL MOMENT
FOR BARCELONA AND FOR ALL OF US. IT WAS ONLY FIVE
MONTHS BEFORE THE OPENING OF WHAT WAS ONE OF THE MAJOR
EVENTS EVER HELD IN BARCELONA ALONG THIS CENTURY: THE
OLYMPIC GAMES.

BUT THE OLYMPIC GAMES, BEING A HUGE SPORTS AND MEDIA
EVENT, WERE NOT SO IMPORTANT IN THEMSELVES. THE GAMES
WERE A PRETEXT, AN EXCUSE, FOR THE TRANSFORMATION OF
THE CITY. A CITY WITH A BETTER QUALITY OF LIFE, A CITY
WHICH HONORED ITS OWN TRADITION OF URBAN AND ARCHITECTURAL DESIGN.

SOME YEARS AGO, AFTER THE FIRST DEMOCRATIC ELECTIONS
IN 1979, THE CITY OF BARCELONA BEGUN THE
RECONSTRUCTION OF THE CITY. AFTER YEARS OF NEGLECT AND
SPECULATION, A WHOLE GENERATION --THE GENERATION THAT

�OPPOSED DICTATORSHIP -- ARRIVED AT THE CITY'S (AND THE
COUNTRY'S) GOVERNMENT, AND SET THEMSELVES TO WORK.

AT THAT MOMENT, THE EARLY 1980S, WE TOOK A VERY IMPORTANT DECISION: MR BOHIGAS, MR BUSQUETS AND MR
ACEBILLO, WHO ARE HERE TONIGHT, CAN TELL YOU ABOUT
THIS. THE IDEA WAS NOT TO RELY ON THE GENERALITIES OF
THE METROPOLITAN MASTER PLAN, BUT TO ACT IMMEDIATELY
IN SOLVING OUR FELLOW CITIZEN'S MORE URGENT NEEDS.

THE RESULT WAS WHAT MY PREDECESSOR, MAYOR NARCíS
SERRA, USED TO DESCRIBE AS A "DARNING URBANISM". IT
WAS PLANNING ON A SMALL SCALE, WHICH EMPHASIZED THE
DESIGN QUALITY OF REPAIRS TO A DAMAGED URBAN TISSUE.
WE GAVE PRIORITY TO TWO URBAN SECTORS. THE FIRST WAS
TO WORK ON PUBLIC SPACES (STREETS, SQUARES AND
GARDENS) BECAUSE THEY ARE THE BACKBONE OF LOCAL LIFE.
SECONDLY, WE PUT QUALITY INTO THE CITY'S SUBURBS -LACKING, GENERALLY, THE MOST ESSENTIAL PUBLIC
SERVICES -- TO CONVERT THEM INTO CENTERS IN THEIR OWN
RIGHT.

I AM PARTICULARLY PROUD OF THE FACT THAT THIS STRATEGY
WAS RECOGNISED BY HARVARD UNIVERSITY, WHICH GAVE THE
CITY ITS AWARD IN URBAN DESIGN. IN ALL OF THESE URBAN

�REFORMS, THERE WAS ALWAYS A CONCERN FOR THE QUALITY OF
DESIGN, NOT ONLY FOR THE SAKE OF AESTHETICS, BUT ALSO
BECAUSE WE BELIEVE THAT IN THIS WAY WE POSITIVELY
CONTRIBUTE TO THE MAKING OF CITY.

IT IS FOR THIS REASON THAT I AM SO ESPECIALLY HAPPY
THAT A GROUP OF AMERICAN ARTISTS, GATHERED AROUND A
FINE AND SMART GALLERIST, JOE HELMAN, ACCEPTED OUR
INVITATION TO WORK HERE.

BRYAN HUNT'S SCULPTURE, "RITES OF SPRING ", IN THE
FORMER RAILWAY FACILITIES WHICH ARE NOW THE PARC DEL
CLOT; ROY LICHTENSTEIN'S "BARCELONA HEAD", WHICH
OCCUPIES A CENTRAL POSITION IN AN THE OLD HARBOUR
AREA; AND BEVERLY PEPPER'S "FALLEN SKY" AND "WOODED
SPIRAL" IN THE PARC DE L'ESTACIó DEL NORD, ALSO A
FORNER DERELICT RAILWAY INSTALLATION, ARE THREE OF THE
BETTER EXAMPLES OF WHAT WE INTENDED TO DO: THAT IS, A
GAMBLE ON CONTEMPORARY ART, A GAMBLE ON PUTTING
SCULPTURES IN THE STREET, A GANBLE ON A RENEWAL EVEN
IF CONTROVERSIAL OF OUR PUBLIC SPACES. UNFORTUNATELY,
MAYBE, I MUST ADMIT THAT IT CAUSED MORE ACCLAIM THAN
CONTROVERSY.

I CANNOT FORGET HERE, EVEN IF THEY HAVE NOT BEEN ABLE
TO COME TODAY, THE CONTRIBUTIONS OF ELLSWORTH KELLY,
CLAES OLDENBURG AND HIS WIFE COOSJE VAN BRUGGEN --

�WHOSE "MATCHES" YOU CAN SEE OUTSIDE THIS PAVILION--,
AND RICHARD SERRA.

WE GAVE A GREAT IMPORTANCE TO OUR COLLABORATION WITH
NEW YORK CULTURAL LIFE. THIS ALSO INCLUDES TWO
IMPORTANT AREAS. FIRST OF ALL, I WANT TO MENTION THE
VERY SPECIAL RELATIONSHIP THAT THE CITY OF BARCELONA
HAS MAINTAINED, DURING THE PAST FEW YEARS, WITH THE
MUSEUM OF MODERN ART AND ITS DIRECTOR, RICHARD
OLDENBURG. SECONDLY, THE FRIENDSHIP WITH SUCH A TOUGH
CRITIC AS BOB HUGHES GAVE US THE OPPORTUNITY OF BEING
KNOWN ELSEWHERE IN THE ATTRACTIVE, EXCITING WAY IN
WHICH HE DESCRIBES THIS CITY IN HIS BOOK "BARCELONA".

THANKS TO ALL OF YOU, BARCELONA IS A BETTER, RICHER
AND NICER CITY. NOW THE GAMES ARE OVER, MANY OF YOU
ARE ASKING ME WHAT IS GOING TO HAPPEN WITH THIS CITY.
AND I MUST SAY THAT THIS CITY IS CONSOLIDATING, THANKS
TO ITS OWN URBAN TRANSFORMATION, ITS LEADING ROLE AS A
CULTURAL CAPITAL OF EUROPE.

THIS YEAR WE ARE CELEBRATING THE CENTENNIAL OF FOUR
GREAT CATALAN ARTISTS AND WRITERS: THE POETS CARLES
RIBA AND J.V. FOIX, MUSICIAN FREDERIC MOMPOU AND, OF
COURSE, THE MOST INTERNATIONALLY ACCLAIMED OF ALL:

�JOAN MIRó. THEY ARE A PROVE OF THE CITY'S PAST
CULTURAL VITALITY.

THIS STRONG CULTURAL VITALITY WAS DESTROYED BY THE
CIVIL WAR AND FRANCO'S REGIME. THIS PAVILION, BUILT BY
J.LL. SERT ON THE OCCASION OF THE 1937 INTERNATIONAL
EXHIBITION HELD IN PARIS AND WHICH CONTAINED PICASSO'S
GERNIKA, BEARS AN EXCEPTIONAL WITNESS OF A WORLD THAT
WAS THEN DEFEATED, BUT ALSO --THROUGH ITS
RECONSTRUCTION-- OF A CITY WHICH HAS FINALLY REBORN.
NOW, A HUNDRED YEARS AFTER MIRó'S BIRTH, WITH A
RENEWED CITY, WE HAVE THE UNIQUE OPPORTUNITY TO BECOME
AGAIN A CITY KNOWN BY HIS CULTURAL LIFE AND HIS DESIGN
QUALITY,
