Democràcia Local. (13/03/96).
Dear friends from Sarajevo,
Here we have come trons different European cities to teli you that we want to
help you in rebuilding local democracy and local cervices if you think we can do
it.
But we have also come to tell you another thing which is even more important:
we need you to build a different Europe, a better Europe. One which will be able
to live the present without being neither prisoner of the past nor fearful of the
future.
Here we are, elected representatives from

As well as officials from the Catalan cities of Mataró and Hospitalet, and of the
Provincial Canton of Barcelona and the Barcelona Metropolitan Mancornunity.
We are in good company with the Mayor of Tuzla (with wich Hospitalet wants to
enter into a sistership agreement), the representatives of the Council of Europe,
and local authorities.
Resolution 251/1993 of the Council of Europe's Congress of Local and Regional
Powers provided for the creation of
Embassies for Local Democracy
to promote for this institution to grow in the process of peace of the Republics
emerging from former Yugoslavia.

�A number of them already exist, and are formed and nourished by groups of
European cities: namely
in
MARIBOR (SLO): Brussels (13) - Le Blanc Mesvil (F)
OSIJEK (CRO): Haarlem (NL) - Lausanne (CH)
SUBOT1CA (RFY):Elche (E) - Namur (B) - Tilburg (NL)
New Embassies are foreseen in:
SISAK (CRO)
BRTONIGLA (CRD - Istria)
OHRID (Macedonia)
and MOSTAR (BH).
More than that:
The ELD are helping to establish agreements between cities that were federated
in the past and now belong to different nation - states.
This is the case between Maribor and Osijek, and currently between Tuzla and
Maribor relating to the rehabilitation of the electrical network.
Maribor, Osijek. Tuzla and Subotica met together on February 17 in Pecsch: to
establish a regional_space of economic exchanges.
A month after the Dayton agreements this was an encouraging sign.
More than this:
The coordination group (Comité de Pilotage) in the Council of Europe in
Strasbourg knows of all sorts of new initiatives coming up:
The Region of Galicia is considering the possibility of leading the group of local
bodies promoting the Mostar LDE, in connection with the presence of the so
called Galicia corps of the Spanish Army in the early stages of UNPROFOR
deployment in Bosnia.

Other projects in the framework of EU cooperation budget are being set up, as it
is the case with the links project for rebuilding certain neighbourhoods in
Sarajevo

The International Olympic Committee (IOC) is setting up a $ I OM. project to
rebuild the Olympic arena, a project that could be conducted in connection with
the links program (mention M. Samaranch).
Many utilities companies from different European cities, as well as universities
and hospitals around Europe, are entering into institution -to- institution
agreements with their correspondants in Sarajevo.
These effects could be better taken care of if well coordinated by a strong and
democratic Sarajevo City Hall and the contribution of our ELD.

But, as I told youu at the beginning, we need you more than you need us.
We need you in your example to build a multicultural and open Europe
and
We need you ín conducting our spontaneous efforts
to
help in reconstruction.
We do not want to impose on you a sort óf beneficial but externally concerned
Marshall Plan.
We want to help in the reconstruction of Sarajevo that you are initiating because
we sense that Europe will not be up to its obligations if we don't do it.
I know well Mr. Demzsky (Budapest), Suares (Lisbon), Vitali (Bologna) and
Farrés (Sabadell) -who is Itere today- and of their commitment to a Europe built
from below, from the inside, bottom -up and not up to bottom, in-out and not outin,
I know too of the different efforts conducted by the Mayor of Stockholm (Matts
Hulth) in the field of education, by M. Chabert and the Region of Brussels in
helping to set up the Winter Festival two weeks ago, by the city of FridriechShauffen and many other in their sistering processes with Sarajevo, and many
more to come.

�Dear friends from Sarajevo,
All
of this will be of no effect if you yourselves do not take the lead in
constructing a muiticultural and democratic Sarajevo.
Of course cities do not have arrnies (even if we can help you in police services).
Cities do not have armies but they have the key to convince their populations to
accept the sending of peace enforcement units to this city and this country.
Also we are prepared to press our national governments to be ambitious and
generous in their next meeting on April 12-13 at the Donnor's Conference.
A suggestion by Mr. Muratovic to hold Chis meeting or a subsequent one in
Barcelona has been welcome.
More than that we cannot do. And even this we would do only if we see a real
effort to build real democracy at the local level.
Cities cannot substitute for nations. Nations we need in order to organize
international lifè. Nations we need specially when we are deprived of human
dignity because of our nationality. This happened in Bosnia.
But we want you to know that European cities see Bosnia as a nation defined not
by ethnicity but by tolerance and culture. And Sarajevo as the capital of this
nation of tolerance and culture.
This is why we need your survival and progress. Europe will fail ifyou fail.
Europe contributed to your confrontation and now wants to help in your getting
together.

Discurs d’agraïment per la concessió de la distinció de
Ciutadà d’Honor de la Ciutat de Sarajevo
Sarajevo, 06 d’abril de 2008
Dear citizens and friends,
I feel extremely honoured and also particularly touched to
be with you, in this occasion, after so many years of solid
friendship, build upon difficult experiences, through years of
war and peace.
Recently our city, Barcelona, has remembered an historic
tragedy, happened 70 years ago, when we were the first
city in history to be bombed by air, during our terrible civil
war.
The helpless population was killed, without compassion
during several long weeks, while international public opinion
remained silent and paralysed.
That was the ominous beginning of a practice that,
unfortunately, has become a repeated use for the following
wars. Too many and too tragic.
When in 1992, we knew that Sarajevo was going to be
bombed, we felt immediately that we should be near you,
and try to help you, even with the poor means of a city in
front of the armies.
That was the beginning of our friendship. From then, we
have learnt a lot from you. Sarajevo will remain forever in
our mind, as an example of courage, heroism, and wisdom.
We learned from you how the difference can become a
treasure, instead of being an insurmountable gap. And how
the courage of a community is a strength that can face the
worst evil.

�We want an Europe, even a World, able to learn the
lessons of Sarajevo.
A World where, first of all, we stop to kill each other, and a
World capable to face living together, not only accepting
diversity, but understanding its unique value, with such
positive and rich benefits.
Recently, in the US, the democrat candidate, Barack
Obama has delivered a remarkable speech about racism,
which is still a division in the American society, and all
around the World.
I share his vision on that issue, and I am sure that
Sarajevians will be forever an extraordinary model for the
entire humanity.
Our hope is a future World with cities, like Sarajevo, where
all the cultures feed each other and are capable to build a
new living together, much better than the mere sum of
them.
Our conviction is that only these cities are possible, so
nowadays, nobody can survive enclosed in its identity,
without accepting and integrating the other ones.
Let me repeat my gratitude to you for the honour that you
conferred to me.
I feel the most proud citizen of that world.
