Lliurament de les Creus de Sant Jordi 2005

Consellers, autoritats civils, judicials, militars. Guardonats, amigues i
amics. Bona nit a tothom.
Gràcies per ser novament avui aquí, acompanyant amb la vostra
presència, el reconeixement que el Govern de la Generalitat fa, un
any més, a diverses trajectòries vitals, individuals i col·lectives, del
nostre país.
El lloc és digne, la companyia és bona. Les ressonàncies que,
cadascuna de les persones que ha anat passant per aquí, aixequen en
els nostres cors i en els nostres caps, són molt diverses: l'Esquerra i
la Lliga, nyarros i cadells, Ebre i Pirineu, València i Castelló, totes les
terres que parlen la nostra llengua i que tenen, amb nosaltres, un
sentiment comú.
Com tots els premis merescuts, aquestes Creus de Sant Jordi tenen
per a mi un doble significat. D'una banda són la manera, més noble i
simbòlica, que té aquest país de dir "Gràcies!" a al gent que,
d'aquesta forma tan variada, tan rica, ens està dient aquesta nit,
d'una manera gràfica, que aquest país és moltes coses alhora i
moltes de diferents, de vegades contradictòries, i que, justament, la
força del país rau en saber mantenir aquesta atenció entre coses tan
diferents. Si tots fóssim de la mateixa manera aquest país no seria el
què és, no seria tan ric com és. Crec, doncs, que és un
reconeixement i un agraïment, si voleu, en clau interior i que, per d'
altra banda, les Creus i les Plaques de Sant Jordi són també un
referent en l'horitzó de Catalunya. Són unes fites que assenyalen la
drecera o el camí d'aquí cap endavant. Les societats fortes,
tanmateix, necessiten tenir referents constants en la seva evolució.
Vull dir que les persones que van tenir la primera iniciativa, que van
obrir nous camins, que van donar les primeres respostes a
interrogants col·lectius... aquestes persones mereixen un
reconeixement per part de la societat. Persones que van veure el
món amb una visió pròpia i original a través de l'art, la ciència, la
política o l'economia. I són també persones que -venint al darrera
dels pioners-, van anar més enllà, i van assolir un nivell de gran
qualitat en la seva feina. Persones que van establir formes eficaces i
modèliques de treballar en un determinat camp, cadascuna en el seu.
D'aquesta mena de referents, com més n'hi ha, més capacitat té
aquesta societat per afrontar el futur amb solidesa i amb garanties.
Aquesta nit constatem que Catalunya té un futur prometedor.
Justament per això, es demostra a si mateixa, any rere any, la

�capacitat per anar enllaçant una cadena de solidesa cultural, cívica,
científica i social. Vosaltres heu demostrat i vist reconeguda la vostra
vàlua. El país la necessita i espera que la seguireu demostrant d'ara
en endavant.
Perquè Catalunya, com totes les societats, no es pot aturar. I amb
cada moviment, les certeses d'ahir són una mica menys certes i som
més a prop de desvetllar-ne alguna de nova, alguna altra veritat. Vet
aquí la paradoxa. Apareixen nous llenguatges, noves perspectives
culturals, nous paradigmes socials. Doncs bé, els guardonats
d'aquesta nit podríeu donar testimoni dels entrebancs del camí, dels
reptes intel·lectuals o materials als què heu hagut de fer front, les
dificultats que heu passat... i de com vau resoldre i superar feliçment
cada obstacle, en benefici vostre i també en benefici de tots.
Aquest esperit de superació és el que voldríem premiar cada dia.
Perquè la genialitat és un do individual cert. Però l'excel·lència és el
més semblant a un do col·lectiu, i només s'obté si es creen les
condicions i s'hi aplica l'esforç de manera tenaç, i constant.
L'excel·lència demana institucions compromeses amb la ciutadania
que abonin, amb polítiques públiques i socials adequades, el terreny
en el qual germinarà. Molts dels guardonats enguany -i en anys
anteriors, naturalment- us heu distingit al llarg de les vostres vides,
per la defensa de les llibertats i per la cerca d'aquesta excel·lència de
la qual estàvem parlant. Doncs bé, també hem de perseguir, en cert
sentit, l'excel·lència nacional, deixeu-m'ho dir així.
Mireu, fa 100 anys desapareixia l'imperi espanyol. En fa 70 que es va
assajar la forma republicana de governar i va acabar, tràgicament, en
una guerra i en una dictadura de 35 anys més. 35 anys més. En fa
30, però, vam guanyar la democràcia i en molt pocs anys vam bastir
l'edifici constitucional més sòlid que els pobles i les nacions d'Espanya
han tingut en segles. I aquesta mateixa setmana hem viscut, aquí, a
casa, la cimera Euromediterrània.
En només trenta anys, i dic només perquè són només trenta anys,
hem passat d'una dictadura que ens havia col·locat als marges de la
història, a veure com la ciutat de Barcelona esdevenia escenari de la
trobada de més alt nivell entre els països d'Europa i els de la riba sud
del Mediterrani.
Sembla mentida com canvien les coses. I sembla mentida com hi ha
coses que costen tant de canviar. Sembla mentida com hi ha forces
polítiques que s'entossudeixen en girar 180 graus el sentit i la
direcció de la nostra història i del nostre missatge. Sembla mentida
que encara hi hagi qui pretengui sembrar barroerament el dubte
sobre les veritables intencions de Catalunya, de Catalunya com a
comunitat i dels seus legítims representants. Perquè no s'entendria

�l'estabilitat certa dels darrers 25 o 30 anys sense la profunda,
genuïna i sincera, amistat entre catalans i castellans, bascos i gallecs,
andalusos i aragonesos i asturians, que nosaltres hem predicat. Una
amistat forjada i engrandida, paradoxalment, fora d'Espanya, primer,
principalment a l'exili a l'Amèrica Llatina on anaren a raure molts dels
homes i dones que havien lluitat, amb les seves idees sobretot,
castellans i catalans, per la llibertat i per construir un país
d'excel·lència.
Sembla mentida, dic, que tanta lluita, tant d'exili, tants de somnis
compartits podien haver estat inútils uns anys enrere. Sembla
mentida que l'amistat de Catalunya cap els altres pobles d'Espanya i
cap a Espanya com a projecte compartit, per a alguns no sigui,
encara, fonament prou sòlid com per acceptar que tenim dret a dir,
alt i clar, què volem ser, com volem ser i com volem estar.
Sortosament hi ha un gran marge per a la confiança. Si sabem fer les
coses bé aquest marge s'eixamplarà i estarem en condicions
d'enfortir, novament, la confiança que jo anomeno federal. Estarem
en condicions d'aproximar-nos com mai a una solució estable per a
un projecte que fa un segle que tenim plantejat com a país. I,
sobretot, serem en condicions d'exigir-nos, a nosaltres mateixos, la
mateixa excel·lència que avui hem volgut reconèixer, individualment
o col·lectivament en tots vosaltres.

Lliurament dels premis a la Internacionalització 2005

Conseller, autoritats, amigues i amics,
Ja ho hem vist amb el conseller que tenim: no hem perdut peu
després de la pèrdua de l'inoblidable conseller Pere Esteve, no hem
perdut peu.
Vull començar la meva intervenció amb un reconeixement sincer cap
a les empreses guardonades en aquesta nova edició dels Premis a la
Internacionalització.
Crec sincerament que són un reflex fidel de la Catalunya forta i
oberta que ens ha convertit en un país en marxa.
Hem sentit el conseller parlar de marca i d'identitat, parlar
d'internacionalització i parlar també dels sectors madurs, i defensar
també aquests sectors.
Catalunya, com vostès saben millor que ningú, està creixent a la taxa
més alta dels darrers tres anys, hem tancat el diferencial de
creixement amb l'Estat, i estem assentant el nostre dinamisme sobre
bases més sòlides que no pas les que teníem abans.
Ja saben que des del 1996 cap aquí el nostre creixement no estava al
nivell de la mitjana espanyola. Ara estem amb un creixement de les
exportacions de béns d'un 6,3% el primer semestre de 2005, que
indica que les empreses catalanes són competitives en un mercat
obert.
Aquest matí he tingut ocasió de veure a més que hi ha empreses
internacionals que venen aquí i esdevenen més competitives. He
estat visitant Roche Diagnòstics i Hewlett Packard i hem estat
comentant, justament hem estat recordant, com fa una colla d'anys
es va parlar de la possibilitat que l'empresa ATT vingués a Espanya;
Barcelona volia que això fos aquí, a Catalunya, Madrid volia que fos
Madrid. Finalment va ser a Madrid, ho recordo perfectament, i
recordo perfectament el telegrama que vaig rebre del que aleshores
era l'ambaixador dels Estats Units a Espanya. Aquesta és la situació
en la qual estàvem. I avui vostès van cada dia millor, perquè
efectivament van cada dia millor també les empreses internacionals a
casa nostra. Crec que és positiu per a tots nosaltres.
Que ha passat amb ATT? I m'han dit: ATT ja ha plegat. És a dir,
l'empresa que havia vingut a fer xips i que en aquell moment va
originar una competència entre territoris, que és lògic per altra

�banda, per veure qui se l'enduia, aquesta empresa no ha anat
endavant, aquestes dues que he vist avui sí que hi han anat.
Em fa l'efecte que això és un bon senyal perquè estic convençut que
és important que les empreses catalanes surtin al exterior, que
s'instal.lin a l'exterior però que no perdin peu aquí. I és també
important que les grans empreses internacionals, que estan
assentades a casa seva tinguin èxit aquí, perquè això és també un
bon indicador de la marxa del nostre mercat.
És important, d'altra banda, constatar l'increment de les
exportacions, estem en un increment del 4,8% de les exportacions
industrials d'alt contingut tecnològic el primer trimestre de 2005, fet
que vol dir que les empreses catalanes són capaces d'evolucionar cap
a sectors justament d'alt valor afegit.
La situació de l'economia catalana doncs, ens convida a l'optimisme.
Però també ens obliga a assentar les bases d'un model econòmic més
competitiu a llarg termini.
- Consolidar el creixement del PIB
- Incrementar la nostra productivitat.
Els pressupostos de l'any 2006 de la Generalitat de Catalunya són
pressupostos amb ambició, amb ambició econòmica perquè
contemplen destinar
- més de 1.200 milions d'euros a l' Acord Estratègic per a la
Internacionalització de l'Economia Catalana.
- i 2.900 milions d'euros a transport i infraestructures, que per
nosaltres és en aquest moment el dèficit més important.
Tenim un increment de l'estalvi corrent del 20,6%, i una reducció
d'un 21,5% del dèficit, i amb un increment de la inversió de 5.780
milions d'euros.
Es tracta ara de construir futur, de construir un efectiu cercle virtuós
d'estabilitat, inversió i prosperitat sense incrementar la pressió fiscal.
Els de l'any que ve seran, com mai, uns pressupostos per situar les
persones i les empreses en el centre de l'acció del Govern.
Des del 1986 i fins el 2004 cada any, des de l'any 1986 fins avui,
hem crescut un punt en relació a la mitjana europea, passant del 84
% de la mitjana d'Europa al 103%, on som avui.
I som la punta de llança d'Espanya al Món: el 18% del PIB i el 28%
de les exportacions. I ho volem continuar essent dotant a les
empreses d'instruments més eficaços. Aquest és l'objectiu del Pla per
a la Internacionalització 2005-2008.

�Volem aconseguir que arrelar o deslocalitzar no siguin estratègies
contradictòries sinó plenament complementàries. Hem de tenir
estratègies que reforcin la competitivitat de les empreses catalanes i
la seva capacitat per invertir a l'exterior o bé exportar, i les tindrem,
les tenim.
Tenim un àmbit, que crec que és el nostre àmbit significatiu, de
l'Euroregió Pirineus-Mediterrània, en el qual la consolidació d'un espai
comú, amb empreses tant importants com Airbus, la més important
del món en aviació, és absolutament fonamental. L'Euroregió defineix
el marc real de la nostra política econòmica i territorial; fronteres ja
no n'hi han, i per tant, el nostre territori és a efectes pràctics, a
efectes econòmics, el que els hi estic dient.
El marc real de la nostra política internacional, competitiva, ha
canviat perquè el món ha canviat. Un marc que ha canviat i que
exigeix que ens dotem de nous instruments de governació per
enfortir la capacitat de "generar futur", com vostès s'han posat per
objectiu. I aquest objectius també són darrera del nou Estatut.
Un Estatut que és un projecte que expressa la nostra voluntat de
convertir la globalització en un factor de progrés per Catalunya,
compartint aquest progrés amb el conjunt dels pobles d' Espanya.
El progrés d'Espanya a l'últim terç del segle XX ha estat possible
gràcies al sistema de govern democràtic que va establir la Constitució
de 1978, i gràcies a l'entrada a Europa, el 1986. No en tenim cap
mena de dubte.
Avui, en ple segle XXI, l'horitzó de futur pel progrés de Catalunya ha
de centrar-se en una colla de punts que els enumero, que els proposo
considerar:
1- El desenvolupament d'un sector públic més eficient i més proper
als ciutadans.
Tenim 150.000 funcionaris. De vegades quan em bellugo per Europa,
a França mateix, amb els de l'Euroregió, els hi pregunto:
- Però vostès que estan fent? Què fan?
- Doncs nosaltres fem una colla de serveis una mica semblants als de
vostès.
... I em pregunten:
- Vostès quants son treballant?
- Doncs 150.000, i vostès?
- 4 .000
4.000, és a dir, nosaltres tenim, i a veure si ens ho fiquem al cap,
una part molt important, més del 50% de l'acció pública del sectors

�públics conjunts consolidats a Espanya, sense comptar, efectivament,
el deute públic ni la seguretat social.
En allò que és producció de serveis, en aquest moment a Espanya la
proporció és 30% l'Estat, 50% les autonomies, 20%, que s'ha quedat
curt, s'ha quedat xic, el sector local.
Si considerem el cas de Catalunya no estem al 50%, probablement
estem més aviat al 60%, que no pas al 50%, perquè aquí tenim
serveis com ara la policia autonòmica que altres comunitats no tenen.
Per tant, doncs, repeteixo, avui ens hem de centrar amb aquests
punts fonamentals.
2- Eficiència. Un Govern actiu que cerqui avantatges competitives
amb noves infraestructures, ciència i tecnologia, noves formes de
protecció social i enfortiment de la seguretat, la identitat i la
diversitat com a instruments de progrés; sense seguretat tota la
resta no val.
3- En darrer lloc, però no menys important, una major participació de
Catalunya a la presa de decisions col.lectives, en el marc de l'Espanya
plural i de l'Europa ampliada.
Aquests són els eixos que ens han de permetre aprofitar tot el
potencial de la nostra societat. I aquests són, també, els objectius de
l'Estatut, que és un instrument per governar el futur de Catalunya i
res més que un instrument, justament per això.
Ens trobem en un moment positiu per assumir un repte de gran
magnitud, i això és el que aquesta nit, en el terreny de l'economia
internacional celebrem: que la internacionalització de les empreses
premiades, és el reflex d'una economia forta, oberta, que crea llocs
de treball i estimula el progrés de tota la societat. D'un país que
afronta els nous reptes amb voluntat col.lectiva i ambició.
No ho dubtin: el Govern de la Generalitat i el COPCA continuaran
estant en aquesta línia, continuaran estan al seu costat.
Perquè el nostre és un partenariat generador de futur.

Lliurament de la Medalla d'Or de la Generalitat a "La
Caixa"

Señor Director Gerente del Fondo Monetario Internacional
Consellers i conselleres, senyor president de La Caixa, senyors Fainé,
Mercader, Samaranch, estimats amics i amigues, diputats, autoritats,
síndic.
Hi ha una enorme expectació en aquest acte i ho prova el fet que en
l'auditori d'aquest mateix Palau hi ha 100 persones que l'estan
seguint, més enllà d'aquelles que estem aplegades aquí. De fet, és un
acte protocol.lari, però és un acte important, és un acte solemne,
potser dels més rellevants dels que es realitzen al cap de l'any en
aquest Palau de la Generalitat de Catalunya.
És l'acte del reconeixement de la màxima distinció de la institució que
tinc l'honor de presidir, i ho és especialment en aquest cas, perquè
distingim la trajectòria centenària i la significació econòmica i social
d'una institució sense la qual seria molt difícil d'explicar i d'entendre
el progrés i l'estabilitat del nostre país; és així de senzill. Tanmateix,
tots els que ens hem aplegat avui en aquest reconeixement a La
Caixa sabem que estem protagonitzant alguna cosa més que un acte
protocol·lari.
Estem en un moment de canvis, de canvis importants, en tots els
ordres. Ho ha dit el Director Gerent del Fons Monetari Internacional;
ho ha dit el President de La Caixa. Temps de canvis econòmics,
temps de canvis socials i temps de canvis polítics. I els temps de
canvis comporten sovint moments de confusió i, fins i tot, d'incertesa.
I això que en diuen la sàvia gestió del canvi consisteix en reduir la
incertesa i, per descomptat, en combatre la confusió. Per sort, aquest
temps de canvis és també un temps d'institucions, i d'institucions
sòlides, d'institucions que han estat, són i seran; que són els agents,
els causants del canvi però també el resultat del mateix, tot alhora;
del nostre progrés democràtic, de la nostra prosperitat econòmica i
de la nostra cohesió social; i m'estic referint als darrers trenta anys,
no pas solament als dies, les setmanes o els mesos que estem vivint.
Efectivament, si avui hem plantejat la reforma del nostre Estatut
d'Autonomia, estimat president de La Caixa, amb l'ambició que
pertoca i amb un amplíssim acord polític i social, és perquè comptem
amb unes institucions polítiques que funcionen, que funcionen amb
normalitat, és a dir, segons les regles i els usos democràtics
compartits per tothom.
El Parlament de Catalunya ja ha fet la seva feina. Ha aprovat, ha

�debatut, ha negociat i finalment ha aprovat, amb una majoria molt
notable de 120 dels seus 135 diputats, una proposta, el que ara com
ara és una proposta de llei, de reforma de l'Estatut. I les Corts
generals han començat a fer la seva feina de debatre, de negociar i
d'aprovar, quan s'escaigui, la llei per la qual Catalunya és dotarà d'un
nou Estatut.
Per raons que ara es faria llarg d'explicar, aquest Estatut és totalment
nou, després de 25 anys, i és fruit justament de l'experiència, també,
diguem-ho tot, de la constatació de les insuficiències d'allò que
havien fet fa 25 anys; no perquè en aquell moment fossin
insuficients, sinó perquè el que va passar després ho va fer esdevenir
insuficient i, per tant, en aquesta línia nosaltres farem tot el que
calgui, totes les explicacions que calguin, perquè el nou Estatut sigui
aprovat en tot allò que és fonamental.
Finalment, els ciutadans i les ciutadanes de Catalunya emetran el seu
veredicte definitiu sobre el nou Estatut. Ja saben vostès que després
de la seva aprovació o modificació, que esperem que no sigui
substancial, a les Corts Espanyoles, haurem d'anar a un referèndum
aquí, a Catalunya.
Simultàniament, el Govern de Catalunya exerceix i exercirà les seves
funcions amb especial cura a promoure i estendre el progrés social
dels nostres ciutadans, posant l'accent, com vaig dir fa molt poc, en
les seguretats, en l'atenció de les persones i en el reequilibri
econòmic i territorial del país, dotant-lo d'aquelles infraestructures i
d'aquella tecnologia que ens han de fer tan potents com sempre hem
volgut ser.
De la mateixa manera que les institucions polítiques, les institucions
econòmiques i financeres, en un marc d'irreversible liberalització -del
que ens ha parlat el director gerent del Fons Monetari Internacionaltreballen per assolir els seus objectius, contribuint així a la
prosperitat general.
És temps doncs de canvi, de canvi canalitzat a través de les
institucions i també és temps d'Europa. Però si parlem de canvis, els
haig de dir que farem canvis, que farem canvis en el Govern i vull
que sàpiguen de primera mà que no canviaré cap conseller ni
consellera, tenen tots la meva confiança, l'han tingut fins ara i la
seguiran tenint. Farem canvis en la manera de governar per ser més
eficients. I més ben entesos, també. L'Estatut ha tapat en bona
mesura la governació i això ho hem de resoldre i ho resoldrem.
Però tornem al que estàvem parlant; parlàvem de canvis a Europa.
No estem en temps en que sigui prudent, deixeu-m'ho dir ben clar,
deixar temes oberts massa temps sense resoldre. Europa ha estat,

�efectivament, l'ideal de la nostra aspiració de modernitat. Europa és
el nostre destí, la nostra casa comuna, el marc per poder ser algú en
el món global, el que ens dóna la mesura de la nostra dimensió. Bé
doncs, canvis, institucions, Europa, tot això ens remet a aquest
escenari mundial del qual ens parlava el Director Gerent del Fons
Monetari Internacional.
Vostès saben perfectament, i ho comentàvem abans, que el
naixement del Fons Monetari Internacional fue el teatro de una
disputa importante entre los intereses europeos y los intereses
americanos. Jonh Maynard Keynes, que ya había estado en las
negociaciones como aprendiz casi, como oficial de poco nivel del
tratado de paz de Versalles y que había criticado enormemente el
resultado de aquel tratado y lo que significó para Alemania, el
desastre, la miseria, la hiperinflación, quiso evitar que esto ocurriera
de nuevo en Europa; y forcejeó en Washington para obtener un
Fondo Monetario Internacional que efectivamente lo fuera y un Banco
Mundial que efectivamente fuera un Banco, y terminó diciendo el
fondo es un banco y el banco es un fondo. Y de alguna forma perdió
la batalla de lo que tenía que ser la financiación de la recuperación
europea, perdió esa batalla que sin embargo fue compatible con el
hecho de que Alemania fue ayudada en su reconstrucción, al
contrario de lo que había pasado al final de la Primera Guerra
Mundial; Keynes perdió, Alemania ganó, Europa ganó finalmente,
digámoslo todo, y el Fondo Monetario Internacional, querido Director
gerente, yo creo que tiene por delante todavía muchas cotas, no de
eficacia, sino de influencia que ganar, porque lo que entonces era
Europa, hoy es el mundo. El mundo es una economía abierta, usted
lo ha dicho, y conviene que haya instituciones internacionales más
efectivas de las que hasta ahora hemos tenido. Confiamos muchísimo
que la presencia de usted, de un español competente, al frente del
Fondo Monetario Internacional va a servir para ello.
Quan relliguem tots aquests conceptes identifiquem d'alguna forma el
codi genètic de La Caixa. La Caixa és una institució arrelada que ha
contribuït de forma excel·lent a la prosperitat comuna i que dóna
estabilitat al nostre país, una institució que ha interioritzat el canvi i
la innovació com a pautes de conducta i una institució que des de
Catalunya navega arreu del món amb una dimensió europea
inqüestionable. D'aquesta manera, La Caixa ha esdevingut una
institució que representa fidelment una manera de fer i una manera
d'anar pel món que són un exemple per les institucions, les empreses
i les associacions del nostre país. Aquest és el sentit profund de
l'homenatge que avui retem a la primera institució financera de
Catalunya.
I vull aprofitar aquesta ocasió per formular un prec i per prendre un
compromís. Vull formular un prec als responsables de La Caixa.

�Siguin irreductibles a l'hora de preservar la independència d'aquesta
institució centenària; independència que, per altra banda, ve
garantida per una Llei de meitat dels anys vuitanta que és la Llei més
liberal de totes les lleis que s'hagin pogut fer en les Comunitats
Autònomes espanyoles respecte d'aquest tipus d'institucions
financeres. La més liberal. Vostès saben que aquesta és una de les
claus del seu èxit, saben que el Govern de la Generalitat ho sap i ho
respecta, i vull que sàpiguen que aquest és el millor servei que poden
fer al país, ser com són, ser independents. I amb el prec que li acabo
de fer, un compromís. El compromís del president i del Govern de la
Generalitat de respectar, com s'ha fet fins ara, aquesta
independència.
Abans m'he referit a la confusió en temps de canvis i al soroll, més o
menys interessat, que deforma les intencions i la realitat, i vull ser
més explícit. Tots vostès saben que s'ha volgut instal·lar el tòpic que
la proposta de nou Estatut té una orientació intervencionista molt
especialment dirigida a controlar les Caixes d'estalvis. Insisteixo en
que la nostra Llei, i no és d'aquest govern, és anterior, és la més
oberta i la menys constrictiva de totes les que hi ha a nivell de les
autonomies espanyoles. Però en relació a aquesta qüestió, vull encara
reiterar alguna cosa més.
Primera precisió: una cosa és qui té les competències i l'altra com les
exerceix. No hi ha res, ni un sol punt en la proposta de l'Estatut, que
sustenti l'afirmació que s'amplien les competències del conjunt del
sector públic; el canvi consisteix en que allò que abans feia l'Estat ara
ho farà la Generalitat, dins del que preveu la Constitució. Això no és
lliure mercat, però això és una virtut que el mercat té, que és la
proximitat.
Segona precisió: nosaltres farem un ús de l'autogovern menys
intervencionista i més lliberal del que sempre ha fet l'Estat, vull que
quedi clar. Perquè hem de suposar que la Generalitat, quan legisli ho
farà en un sentit més intervencionista que el govern central, quan
justament estem més a prop de la realitat intervinguda ? I davant
d'això, davant d'aquesta qüestió, tenim tres respostes possibles.
Quan s'ha donat el cas, per exemple en matèria de caixes, s'ha
demostrat que nosaltres fem un model menys polititzat que en la
resta de l'Estat. Segon, de l'Estat espanyol no es pot pas dir que
històricament tingui massa autoritat per donar lliçons en matèria de
no intervencionisme, i he de fer una excepció important amb una
persona que tinc aquí a l'esquerra. Però és cert que la dinàmica de
l'Estat espanyol ha estat francament més intervencionista que no pas
ho és la nostra dinàmica de govern. I tercer, com podríem voler un
Estatut per tenir un país més lliure i fer-ho servir per limitar l'actuació
dels nostres ciutadans i de les nostres empreses?.

�I ara arribo a la tercera precisió. En determinats camps, l'econòmic i
el financer, no tan sols ens plantegem de modificar l'àmbit
competencial. Encara que hauria estat perfectament legítim
plantejar-ho dins la Constitució, no ens proposem ampliar les
competències de la Generalitat que en molts casos la legislació bàsica
de l'Estat ha limitat més enllà del que seria raonable. Aquest ha estat
el nostre propòsit en fer l'Estatut, i molt especialment en matèria de
bancs i caixes. Si hi ha algun punt que provoca recel i no ha estat tan
ben entès, ens comprometem a modificar-lo.
Quarta precisió i última: nosaltres estem a favor de la llibertat de
mercat, la màxima possible, i estem en contra de la fragmentació del
mercat, és una contradicció en els termes. Ara no posem traves al
mercat europeu que figura que és el que ens hem compromès a crear
especialment en l'àmbit financer i el de serveis. Ja voldríem que
aquests exemples que s'han posat abans de primeres presències de
les nostres caixes a Europa i a França en particular poguessin
continuar, perquè sabem i sap el director gerent del Fons Monetari
Internacional que no és gens fàcil. De manera que els responsables
espanyols que en determinats camps s'alarmen dels possibles
entrebancs que podria significar l'Estatut per la unitat de mercat, el
primer que podrien fer és mirar que poden fer per no entorpir
realment el funcionament del mercat europeu, què podem fer perquè
el mercat europeu sigui més lliure, que no ho és del tot.
Fins aquí aquestes precisions al fil de l'actualitat. Acabo. Els he dit en
començar que aquest acte no era un acte estrictament protocol·lari,
s'ha demostrat que no ho era, i per això tampoc no he volgut defugir
una qüestió que podia ser motiu de preocupació. És la meva manera
d'expressar-los la meva confiança en el futur de La Caixa i en la seva
capacitat de seguir fent un servei al país des d'una independència
acreditada per una història centenària. Repeteixo el que els he dit fa
un moment: preservin gelosament el seu principal actiu que és
l'autonomia, que és la seva pròpia personalitat, i exigeixin que sigui
respectada perquè farà bé a Catalunya i farà bé a Espanya i farà bé al
mercat, a tots. Per molts anys.

Lliurament dels Premis a la Innovació i la Qualitat
2005

Bona nit autoritats, guardonats, estimats amics en aquest Palau que
es també una meravella de l’art i de la tècnica, i que ens parla d’una
època en què Catalunya es va desvetllar i va començar a dibuixar el
seu propi futur. Perquè això que veieu aquí, això tan únic, aquest
modernisme, es correspon també a l’època del naixement del
catalanisme. Jo crec que d’aquí un any hauríem justament de
recordar l’inici d’aquella època, que va ser políticament, culturalment,
artísticament, tecnològicament i econòmicament tan i tan potent.
Vull en primer lloc felicitar les sis empreses guardonades aquesta nit
amb la distinció que atorga el CIDEM. Crec sincerament que són un
exemple de capacitat emprenedora i de com fer avançar la nostra
economia en el món obert, perquè el món ja és obert, no hi ha
fronteres que ens protegeixin.
Les empreses premiades aquest any tenen a veure amb el sector de
l’automòbil, el transport, la química, l’enginyeria i el tèxtil, per cert
un dels més afectats per l’obertura dels mercats mundials, ja que
parlem de món obert.
Totes aquestes empreses demostren que el teixit empresarial català
és fort i que té capacitat d’encarar el futur, un futur que està tan ple
d’oportunitats, sense dubte, com d’incerteses. I cal saber aprofitar
aquestes oportunitats i cal saber innovar. Ho estem començant a fer,
ho esteu començant a fer, ho esteu fent.
Per aconseguir aquest objectiu s’ha de combinar tres coses: ambició,
rigor i excel·lència. I quasi diria un quart punt, un punt de gosadia.
Qualitats totes elles que bé es podrien atribuir a aquells qui, fa cent
anys, com he dit, a l’any 1905 , van col·locar la primera pedra
d’aquest magnífic Palau.
Mirin, vull felicitar també, haig de fer-ho, el CIDEM pel seu treball,
que és un treball estratègic per assolir el nostre lloc en el context
internacional. I ho faig en un dia en què estic feliç perquè hem
aconseguit un Govern més àgil i un Govern més eficient sense haver
de dir adéu a ningú, sense haver de prescindir d’un capital acumulat
que és el capital humà, que és el que val més de tots.
Dons bé, el CIDEM genera suport a la innovació tecnològica, aposta
per la qualitat en la producció empresarial, dóna impuls a
l’excel·lència en el teixit industrial català, i jo crec que incentiva

�l’aposta empresarial per la recerca i la innovació d’una manera
eficient.
Vet aquí el que fa el CIDEM, fa allò que li toca fer al sector públic,
prestar tot el seu suport i la confiança de les institucions perquè els
emprenedors no tinguin fre, no tinguin cap fre fora de la seva pròpia
competència amb els altres.
Vull reconèixer el paper en aquest sentit del Fòrum de la Innovació.
Vint edicions donant premis de reconeixement a les empreses, són
molt anys, són molts anys d’aposta per la innovació i d’aposta per la
qualitat. Aquesta és una pedra molt ben posada en l’edifici del suport
institucional a la innovació.
Aquests premis, d’altra banda, tenen encara un altre valor, un valor
diferent: reconeixem sobretot la capacitat de mirar lluny. De posar
l’eficiència i els resultats a mig i llarg termini per davant del
rendiment immediat. Reconeixem, en definitiva, el que podríem dirne visió estratègica. Reconeixem el coratge d’aquells que s’avancen
als esdeveniments, no d’aquells que els segueixen.
La nostra economia no ens permet, no ens permetria, esperar que les
coses passessin per apuntar-s’hi, no ens permet estar a l’espera de
noves realitats, que moltes vegades són realitats negatives com les
deslocalitzacions. En el món d’avui, si no et mous, et mouen. No es
pot estar quiet i vosaltres ho sabeu millor que ningú.Per això, hem
d’estar en condicions d’esdevenir nosaltres el nostre propi motor i de
generar el nostre propi ritme. I hem de tenir un Govern compromès
amb el seu teixit industrial.
L’Estatut?, l’Estatut de Catalunya és molt important, però això també
és molt important, és tan important com l’Estatut.
Crec que el Govern ha demostrat aquest compromís amb el seu teixit
industrial de diverses maneres:
a) L’Acord estratègic per la internacionalització, la qualitat de
l’ocupació i la competitivitat de l’economia catalana. El primer que
vam fer.
b) L’aprovació del Pla de Recerca i Innovació de Catalunya, dotat amb
860 M€, una part dels quals es gestiona des del propi CIDEM.
c) I amb el suport econòmic als projectes de R+D+i, que aquest any,
per part del Departament de Treball i Indústria, han obtingut 37
milions d’€ per finançar 615 projectes.
Bé, aquestes línies d’ajut se sumen a les atorgades el 2004, 29,2
milions d’euros, destinats a 496 projectes. En total, en aquests dos

�anys de Govern hem finançat més de 1.100 projectes destinats a
modernitzar i potenciar la innovació industrial a Catalunya. Mai
s’havia fet tant.
Jo crec que ara estem preparats per fer una colla de coses, estem
preparats per assumir en el fons la nostra responsabilitat:
Per fer la prospectiva necessària, és a dir, per dibuixar futurs.
Per donar la formació apropiada i afrontar justament el futur amb
garanties d’èxit. I, encara, per adoptar la tecnologia a l’abast.
Mirin, a Catalunya hem de nuclear una regió europea, una Euroregió
en diem de vegades, que ompli l’espai obert entre Madrid, Paris,
Frankfurt i Milà. Tenim aquesta oportunitat, tenim aquest territori, hi
ha aquest espai, però aquest espai no es nuclea sense motors
potents, sense gent innovadora, sense empreses que tirin i sense un
Govern que ho entengui. Aquest es el nostre objectiu. Ho estem fent.
La innovació i la qualitat ens mostren el camí de la transformació
social i econòmica del segle XXI, juntament amb la política de
reforma social i ambiental, no es pensin que això són coses
contràries. Si no poguéssim ajuntar aquestes dues coses tampoc
arribaríem gaire més lluny.
Juntament, dic, amb la reforma social i ambiental i, per descomptat,
la millora de les infraestructures; tot això son els pilars fonamentals
de la política del Govern de Catalunya avui. Aquest és el repte de
Catalunya, un repte que és per mi i per vostès, estic segur, una
aposta que hem de guanyar.
Avui, hem vist una bona mostra, i els vull felicitar. Hem vist una
mostra, jo crec varies mostres, que testimonien de l’existència aquí,
a Catalunya, d’aquest esperit, d’aquesta visió, d’una bona composició
del lloc d’allà on estem, del que volem. I a més, proves fefaents que
en diversos punts de la geografia catalana hi ha gent que ha entès
amb qui estem competint, de quina manera hem de competir i de
quina manera poden guanyar. Hem vist unes mostres que a mi em
fan ser, aquesta nit, molt més optimista.
Moltes gràcies a tots i moltes felicitats.

Lliurament dels Premis Nacionals de Cultura

Estimats amics, bona nit. Hi ha tantes coses que suggereix aquest acte:
tantes singularitats, tantes personalitats; i tantes absències també. Ja no
tenim persones tan importants com l'Oró, i com tants d'altres que hem vist.
Penses que el país és més pobre avui que no pas ahir, aquest any que no
pas l'any passat. Però al mateix temps hem vist que efectivament aquest
país no para i que continua la creativitat en tots els camps.
Crec que aquests premis van començar l'any vuitanta dos i van relligar amb
una tradició que venia d'abans, del període 1932-1938. Si la República ja
havia donat aquests premis, per alguna cosa seria. I bé doncs, aquesta nit,
tants anys després, la nostra cultura viu -si m'ho permeteu- la seva Diada
Nacional, no pas pel record i la reivindicació exclusivament, sinó pel
reconeixement.
Una cultura no és del tot normal ni demostra millor la seva vitalitat perquè
celebri més les seves creacions o perquè doni més premis als seus creadors,
això és evident. En cert sentit és el contrari, quan més viu, més prolífic i
més universal és el nervi de la cultura ell mateix, més interessants
esdevenen els reconeixements que dóna el país. Aquest és el sentit dels
Premis Nacionals de Cultura. Perquè la cultura pertany al regne de la
llibertat, més que cap altra activitat. De la llibertat obtinguda en aquest cas
també, de la llibertat que no es dóna gratuïtament sinó que s'arrenca, que
s'obté. La creació cultural i l'accés als béns culturals son un camí a la
dignitat, una invitació a extreure més de cada persona.
El conjunt de guardonats aquesta nit posa de manifest la riquesa creativa i
la riquesa reflexiva de la cultura d'aquí, dels registres i les formes amb què
la cultura catalana s'expressa; abastant, efectivament, tots els racons de
l'art, totes les arts. Crec que la qualitat dels premiats, la seva trajectòria, la
seva projecció més enllà de Catalunya contribueix a fer cada cop més tènues
les fronteres entre la nostra cultura i la cultura universal.
L'Albert Camus deia que pensar és aprendre de nou a mirar, a estar atent, a
estar pendent, a dirigir la pròpia consciència i fer de cada idea i de cada
imatge un lloc privilegiat i això és d'alguna manera el que els premis ens
aporten i ens ensenyen. A mirar de nou, a mirar novament, a renovar el
nostre pensament a través de l'art i la creació.
Aquesta nit reconeixem, en alguns casos, el tot, tota l'obra d'una persona,
d'un grup, d'un equip. En d'altres, una petita part de la seva obra. Hi ha
guardonats que mereixen aquest reconeixement no només per la darrera
obra que han fet, sinó pel conjunt de la seva obra.
Catalunya ha necessitat en els darrers vint anys anar recobrant els seus
valors. Tot estava endarrerit. Per sort ja fa anys que estem en condicions de

�deixar que la normalitat vagi guanyant terreny a la normalització, que la
normalitat vagi sent el pa nostre de cada dia i no pas la lluita per la
normalitat o aquest esforç de la normalització perquè, és veritat que l'art i la
creació és esforç, però també és llibertat i també és estar lliure
d'obligacions, d'alguna manera.
Catalunya ha viscut el període de llibertat democràtica i d'autogovern més
llarg des de fa segles, i la nostra cultura ha tingut, per tant, millors
condicions que no havia tingut mai, és només cosa nostra que en sapiguem
treure el màxim benefici. Ja no hi ha excuses, ja no hi ha persecucions,
enemics, dèficits... n'hi ha, evidentment, clar que n'hi ha de dèficits i de
persecucions i fins i tot d'enemics, segurament. Però no és això el que
marca les nostres vides sinó, exclusivament o sobretot, la nostra capacitat
de crear; o la incapacitat. Per tant, d'alguna forma, estem sols davant la
història. Aquest país està en aquest moment en condicions ell mateix d'anar
endavant o de condemnar-se, de fer coses excelses o de no arribar a donar
la talla.
Jo aquesta nit me'n vaig content perquè sé que estem més aprop del segon
que del primer.
Crec que la persistència d'actituds defensives en comptes d'enfortir-nos ens
podria arribar a fer més febles; una cultura massa anys sobreprotegida
esdevé massa fràgil. No em mal interpreteu, dic sobreprotegida, no pas
protegida o ajudada o estimulada.
És hora doncs, com deia Miquel Martí i Pol, que ens llencem a caminar sense
crosses i és hora de pensar, d'assajar i d'articular un nou paradigma amb
tota l' ambició cultural que això demana.
Per acabar vull deixar constància aquí de la satisfacció per l'èxit d'aquest
acte, per l'èxit del seu disseny, que ha estat esplèndid, encara que en alguns
moments hem tingut una mica la impressió que estaven passant anuncis de
televisió...però bé, això és apart. Vull, doncs, deixar constància aquí de la
satisfacció enorme amb què hem acabat aquesta setmana després de veure
aprovar al Congrés dels Diputats la Llei que ha de permetre el retorn a
Catalunya dels arxius espoliats després de la Guerra Civil; gràcies Caterina
Mieras.
Acabo. Catalunya pot confiar en ella mateixa si aposta en ella mateixa, si
aposta decididament per la creació i per la cultura, si les ajuda i les anima i
si crea les condicions perquè la terra sigui fèrtil. I estic convençut que a
Catalunya es donen, avui, les condicions per una etapa de gran fertilitat
creativa. És cosa nostre treure'n els fruits.

mesdames et messieurs:
Il y a une admirable modestie qui est réservée à un nombre réduit de personnalités hors de
l'ordinaire qui, par la naturalité de l'expression de leur science, nous font croire que la
complexité peut être réduite à la catégorie du simple. Claude Lévi-Strauss est l'un de ces
phénomènes.
Je dois vous dire qu'il y a une proximité -une très grande proximité- entre la Catalogne et la
culture française. Je dois vous dire aussi que la proximité -la juxtaposition même- de la
littérature, de la culture catalane et de la grande culture française, pour beaucoup d'entre
nous a été une constante de notre vie personnelle, de notre vie quotidienne. Un exemple:
un auteur de la taille universelle d'Albert Camus, guidé par quelqu'un, a traduit le chant
spirituel de l'un des poètes plus connus de la Catalogne.
Et voilà, Claude Lévi-Strauss nous parle aujourd'hui de l'Eurorégion -que nous serions
portés à croire une invention à nous, encore peu connue- comme si c'était dejà la réalité
solide que nous désirons qu'elle devienne, comme si cela était déjà un acquis. C'est vrai,
l'Eurorégion, c'est en quelque sorte la preuve de cette possibilité dont je viens de parler:
faire apparaître la complexité sous la lumière des choses simples. Et, en même temps, cette
négation des frontières est aussi la démonstration de leur absurdité ou au moins de leur
caractère arbitraire, qui dérive du hasard plutôt que de la logique. Cela les rends de plus en
plus étranges au devenir actuel des choses.
Voilà que les arrangements euro-régionales ne se lient pas a une réalité d´hier, destinée à
être surpassée. Au contraire, ils deviennent de plus en plus l'affirmation de la réalité de
l'Europe. Ils se bâtissent non seulement entre partenaires se rassemblant au long des axes
Pyrénées- Méditerranée, mais aussi autour de la réalité basque, entre la Galice et le nord de
Portugal, au coeur même du continent, incluant le Luxembourg, l'Alsace et tant d'autres
régions chargées d´histoire et d'avenir. Le phénomène démontre que des liens de toute
sorte -culturels, parmi eux- avaient été souvent négligés par les frontières, sans que ces
dernières soient été réussites à effacer les premiers. Donc, l'hasard des frontières se voit
aujourd´hui amoindri par l'avancée cette logique récupérée.

�Mesdames, messieurs:
Pour nous a été vraiment un plaisir être aujourd'hui avec vous pour reconnaître une
personnalité dont beaucoup d'entre vous savons un tout petit peu l'importance, et que tous
révèlent. Je vous lis:
«Les villes du Nouveau Monde vont de la fraîcheur à la décrépitude sans s'arrêter à
l'ancienneté» et il en est ainsi parce que «pour les villes européennes le passage des siècles
constitue une promotion, pour les américaines celui des années est une déchéance ».
Je dois vous dire que cette réalité, telle qu'elle nous est décrite par M. Lévi-Strauss, ma
femme et moi l´avons connue de prés lorsque nous avons vécu, pendant deux années, à
New York. Nous n'avons témoigné les effets, même si cela n'empêche pas l'être amoureux
de cette ville, toujours étonnante.
Celui qui a révélé avec une telle clarté notre perplexité devant la différence des valeurs
régnants de part et d'autre de l'Atlantique, c'est Claude Lévi-Strauss. Sa prose, dans cette
expression élégante qui avait fait regretter au jury du Goncourt que Tristes Tropiques ne
soit pas un roman pour pouvoir lui décerner son Prix, nous est arrivé à nous catalans en
1969, traduit par le poète Miquel Martí i Pol et grâce aux soins éditoriaux d'Anagrama, c'està-dire avec le haut niveau d'exigence que requérait la personnalité de l'ethnologue le plus
éminent de la seconde moitié du vingtième siècle.
Claude Lévi-Strauss, comme on le sait, est un philosophe qui ne voulait pas répéter toujours
la même leçon et qui a trouvé dans un Brésil encore partiellement vierge les stimulants de
sa curiosité intellectuelle. De son séjour parmi les Bororo ou les Kaingang nous avons appris
beaucoup de choses, depuis des questions liées à la structure des liens de parenté jusqu'à
de considérations d'écologiste avant la lettre. Comment comprendre, sinon, ce conseil
ironique de Claude Lévi-Strauss quand il dit «Campeurs, campez au Parana. Ou plutôt non :
abstenez-vous. Réservez aux derniers sites d'Europe vos papiers gras (?), vos flacons
indestructibles et vos boites de conserve éventrées» ?
Lévi-Strauss a vu, de ses yeux, le paradis. Ou plutôt, à partir de son expérience
d'explorateur et de ses lectures de Rousseau et de Chateaubriand il a pu imaginer comment
était, ou comment devrait être, ce paradis dans lequel l'homme n'exploiterait pas la nature
mais en ferait partie et y vivrait en harmonie. Il s'agit d'une vision, pas d'une réalité, et
Lévi-Strauss en est pleinement conscient quand il demande aux futurs touristes et aux
humains prédateurs que «avant de commencer le saccage définitif» des paysages ils
respectent «les torrents fouettés d'une jeune écume qui dévalent en bondissant les gradins
creusés au flanc violet des basaltes» ; et qu'il les prie : «Ne foulez pas les mousses
volcaniques à l'acide fraîcheur ; puissent hésiter vos pas au seuil des pairies inhabitées et
de la grande forêt humides de conifères».
Les années sont passées et les réflexions de Lévi-Strauss continuent d'être pertinentes à
l'heure où l'on se propose de rénover une ville tout en lui conservant son âme; elles
continuent d'être un modèle à examiner quand nous parlons de diversité culturelle et que
nous ne prétendons pas, ce faisant, ouvrir la porte à la marée uniformisante de la culture
des plus forts; elles continuent d'être valables quand nous voulons penser le monde en
termes d'équilibre et de durabilité, quand nous comprenons, comme lui, tout ce que nous
devons aux hommes qui nous ont précédés et les obligations que nous avons envers ceux
qui nous succèderont. Les Japonais parlent de leurs grands hommes comme de «trésors
nationaux vivants». Le Prix Catalunya est une reconnaissance de ces trésors vivants.
Comme Président de la Generalitat de Catalunya, j'ai aujourd'hui l'honneur et le plaisir
d'être à l'Académie française, avec sa Secrétaire Perpétuel Mme. Hélène Carrère
d'Encausse, pour remettre personnellement le XVII Premi Internacional Catalunya à un de

�ces trésors, le professeur Claude Lévi-Strauss. Cette récompense est, à mes yeux, le
témoignage de gratitude au grand savant d'un pays qui a été, si souvent, notre Nord. En
l'acceptant, M. Lévi-Strauss, vous nous donnez l'occasion de vous retourner
symboliquement votre don et d'entrer avec vous dans cette relation de réciprocité que vous
avez si bien et justement décrite. C'est une raison de plus de vous remercier.

Acte de lliurament de la Medalla d'Or de la Generalitat de
Catalunya a Joan Raventós i Carner

Senyors consellers, senyores conselleres, senyors diputats, autoritats, senyor alcalde,
família Reventós:
Efectivament, Raimon Obiols, Ítaca és el viatge. Ítaca és el viatge. A vegades, quan un
arriba a Ítaca comença a pensar que el més important i el més bonic era el viatge. A no ser
que hi hagués alguna altra cosa, que hi és, en aquest moment i en aquest país, que és el
viatge que ens falta per fer. I aquest viatge és el més seductor de tots, aquest viatge és el
que realment ens belluga, el que encara no hem fet. I el que farem en bona mesura, gràcies
a persones com en Joan.
Pensant que l'acte d'avui és un acte de justícia històrica amb l'home i el polític, Joan
Reventós i Carner, em preguntava què hauria pogut ser i em responc: ho hauria pogut ser
tot. Hauria pogut ser el que hagués volgut, però va posar per davant la unitat.
Ell va guanyar les primeres eleccions democràtiques. Recordo el 15 de juny de 1977,
recordo perfectament que els diaris van parlar aleshores de Catalunya, de la taca roja
d'Europa, perquè a Europa, en aquell moment, d'esquerres no n'hi havia al Govern, o n'hi
havia molt poques, i Joan Reventós era efectivament el vencedor.
Hauria pogut ser el que hagués volgut ser en aquell moment. Però ell va ser el que va
proposar en el míting final, que si ell guanyava tornaria el president Tarradellas. I,
efectivament, com aquí s'ha dit, el retorn del president Tarradellas i el restabliment de la
Generalitat va ser l'autèntica ruptura, d'aquella ruptura que havia començat amb reforma,
com recordareu perfectament.
El Govern d'unitat del president Tarradellas va ser possible, en gran part, gràcies a Joan
Reventós. Jo diria, en la major part.
Va ser la confirmació que la reforma política havia esdevingut ruptura, i va significar el
sacrifici d'una presidència de la Generalitat provisional, que lògicament li pertocava. Amb el
seu gest va obrir la porta als primers 25 anys de governació autònoma, democràtica i
pacífica de Catalunya. De fet, el que ara tenim i el que ara perseguim és el que Reventós
ens va convèncer de perseguir i d'obtenir: un Govern catalanista i d'esquerres, el Govern de
l'Entesa Catalana de Progrés. Mai no és massa tard. Però hauríem volgut que ell ho pogués
viure en primera persona, cert, aquí s'ha dit.
En aquest moment de la nostra història, però, podem preguntar-nos: què ens falta, què ens
manca, què cal encara?
Ara Catalunya ha obert les portes del seu futur i del futur de l'Espanya plural, de l'Espanya
federal, que sempre ha imaginat possible Joan Reventós.
I jo crec que ve a tomb ara, en aquest moment una virtut cardinal de Joan Reventós, que és
la virtut de la paciència, sobre la qual haig de dir, però, alguna cosa més que la pura
paciència. El socialisme democràtic té aquesta virtut, és cert.
Però Reventós era, contra el que semblava, un home en certa forma impacient, un home
amb una passió, dues passions: Catalunya i el socialisme. Però tenia una altra qualitat, que

�potser alguns no considerin una virtut. Reventós havia triomfat, va triomfar. Però Reventós
ha triomfat, perquè la Catalunya lliure i solidària i l'Espanya federal són a tocar de dits.
Per recórrer aquest tram decisiu, que encara falta per recórrer, caldrà que combinem les
dues virtuts que Joan Reventós ens va transmetre: aquesta que se li coneixia, la paciència,
però també l'altra, de la qual ha parlat el president Rigol, que és la passió per la unitat del
poble de Catalunya.
Posar Catalunya i la justícia social per damunt de tot va ser el seu objectiu. I ara és l'hora
de realitzar aquest objectiu. Això li devem, com li devem la defensa de la dignitat. De tot el
que Catalunya està proposant, segurament se'n pot discrepar, però no es pot atacar la
nostra dignitat com a poble, la que ell, Joan Reventós, va defensar com ningú, ni la nostra
lleialtat a les institucions i als pobles d'Espanya.
L'Espanya plural només es construirà des del respecte entre els pobles que la integren.
Aquest és un principi que Joan Reventós tenia molt clar i que ens ha d'inspirar ara i sempre.
Estic segur que aquest acte d'avui, que és un acte al mateix temps modest i emotiu, ens hi
ajudarà. El seu principi, el principi que ell havia perseguit, és la nostra fita en aquest
moment. I el que queda per fer és el més interessant del camí. Ja el farem, ja el farem
il.luminats per l'exemple, pel mestratge, pel tarannà, per la passió, que hi era, passió
inconfusible, de Joan Reventós.

Concessió Medalles i Plaques Francesc Macià

Bona tarda a tothom, senyor Conseller en Cap, senyors Consellers, Consellera, estimats
amics, benvolguts guardonats en el dia d'avui, representants del treball de Catalunya.
Iniciem l'acte de lliurament de les medalles i plaques que porten el nom del President Macià
i que van ser instituïdes l'any 38 en memòria de l'avi, del President.
Moltes gràcies, Montserrat Avilès. Molts recordem, en aquesta sala, la parella Montserrat
Avilès - Albert Fina, que tant i tant van fer per la defensa dels drets laborals i també dels
drets polítics. Recordo moments en que les coses no eren tant fàcils com ara, ni era qüestió
de repartir guardons; sinó d'aguantar garrotades, moltes vegades, i trobar bons advocats
que tinguessin el coratge de donar la cara davant del que aleshores era el poder.
Vull començar la meva intervenció amb un reconeixement molt sincer cap a les persones i
institucions, en aquesta edició dels Guardons Francesc Macià.
Les vostres procedències socials, professionals i geogràfiques són ben diverses. Però us
uneix una cosa important, una trajectòria meritòria en la vostra vida productiva com a
professors i mestres, com a treballadors del tèxtil, del metall o en el camp de la medicina,
com a advocats o empresaris, com a pagesos; des del món de la universitat, de la fàbrica,
de l'administració, de la indústria, de les empreses, de les cooperatives. Allò on hi ha hagut
treball, allà hi heu estat vosaltres.
En nom de la Generalitat i dels ciutadans del nostre país, pels quals treballeu i heu treballat
cada dia, us vull reconèixer la vostra aportació al projecte comú de societat amb el que tots,
d'una forma o d'una altre, ens hem compromès. Sou un reflex de la Catalunya real, de la
Catalunya de debò, de la gent que ens ha convertit en el que som: un país de progrés, un
país orgullós. Un país que no està mai satisfet però que està orgullós del que és. Un país
que treballa amb rigor, disciplina, amb cohesió i amb una mentalitat desperta, desvetllada i
preparada per a les noves situacions a les que ens enfrontem. Un país de gent que no ha
abandonat mai la tenacitat, la constància i aquell punt de passió sense el qual el nostre
esforç no seria mai fèrtil. Vosaltres sou els que sabeu la diferència que existeix entre fer les
coses i fer-les bé.
M'agradaria fer un esment molt especial a les moltes dones reconegudes aquesta nit. Hi ha
una percepció estesa de que les dones guanyen posicions dia a dia en el món laboral. És
certa i és, per sort, més que una percepció: és avui una realitat decisiva per a la vida del
nostre país. Cap país que vulgui ser un país com cal no es pot permetre la injustícia que
representaria no tenir en compte que de fet les dones sempre han estat la meitat de la gent
que treballava; i que la realitat d'avui és que treballen per partida doble, perquè en molts
casos segueixen fent també moltes de les feines que ja feien abans. I a més les fan en el
món productiu. Tant de bo que l'altra part de la humanitat catalana, els homes, fóssim
capaços -que de vegades no ho som, per moltes raons que cada vegada semblen
justificades però al cap de la vida no ho són- de poder ajudar en aquesta altra part de la
vida productiva, de la vida laboral que és l'aixecament d'una família i la conducció d'una
casa.
A les dones moltes vegades se'ls ha escatimat el reconeixement social i massa sovint no
han pogut compartir els triomfs aconseguits. Per tant, aquesta nit vull deixar constància que
les dotze dones reconegudes amb la medalla del President Macià són un exemple
paradigmàtic del que la dona treballadora i empresària ha aportat al progrés i el benestar de
Catalunya.

�El més important és que tots i totes mantingueu el nivell d'exigència, això sí que us ho
demano; que el premi no sigui l'inici d'una baixada de la guàrdia. No l'abaixeu. Mantingueu
el vostre nivell d'exigència, perquè el Govern de Catalunya també vol mantenir
l'autoexigència i es vol emmirallar amb vosaltres, amb la capacitat que heu tingut de
mantenir-la durant molt de temps, moltes vegades i durant molts anys. Hi ha persones aquí
de cent anys, de noranta i tants anys, a les quals vull agrair molt especialment la seva
presencia perquè ells, potser més que cap altre, testimonien una vida dedicada al treball.
Entre ells n'hi ha un que va començar a treballar als 12 anys; i fins els 97, compteu. No crec
que n'hi hagi molts a tot Europa com ell. I el tenim aquí.
Repeteixo; el Govern de Catalunya vol mantenir, com vosaltres, l'autoexigència. És aquest
un Govern de Consellers i Conselleres que estan dedicant un esforç notable a aconseguir
convertir Catalunya en un referent de dos coses que han d'anar sempre a l'hora: el progrés
social i la transparència política. Ja sabeu que nosaltres tenim una passió per la política,
però també una passió moral per la transparència i una passió social pel treball i pels barris;
perquè pensem que és a la fàbrica, a l'oficina, al treball i als barris on es fabrica la vida
d'aquest país. Són la fàbrica d'aquest país.
És també per això hem signat l'Acord Estratègic per a la internacionalització, la qualitat de
la ocupació i la competitivitat de l'economia catalana. Un nom molt llarg i impossible de
recordar, però darrera del qual hi ha un projecte molt ben enfilat, ben estudiat i que ja s'ha
posat a caminar. I també comptarem ben aviat amb un Pla de Govern per a la prevenció
dels riscos laborals; i amb la mateixa voluntat hem posat sobre la taula els instruments
necessaris per avançar cap a un model turístic competitiu, sostenible i de qualitat. Aquests
són només tres exemples d'un quadre dens i extens de mesures de govern que ompliran tot
aquest 2005 i els anys a venir.
Vull aprofitar un cop més, en presència avui de tots vosaltres, per refermar el compromís
del Govern amb la gent que, dia a dia, s'esforça per construir un país més cohesionat, més
ric i amb millors condicions de vida per als ciutadans que hi viuen. De vegades, les
circumstàncies o els avatars de la vida política poden pertorbar o mig amagar aquest
objectiu de fons. Però que ningú no s'equivoqui; nosaltres som els primers compromesos
amb el treball fet amb paciència i sense improvisacions.
Comptem amb vosaltres. Compteu amb nosaltres.

de Cultura, autoritats, amics, guardonats.
La Tomasa i en Miquel, en Miquel Núñez que ara us ha parlat i la
Tomasa, que ha pujat primer, representen per mi en el record una
cosa molt especial que és no solament l'esforç de les persones que en
la clandestinitat estaven tractant de portar la democràcia que ara
tenim i l'autonomia que ara tenim, sinó també l'esforç per mantenir
viu l'esperit d'aquest país i, encara que sembli mentida, la llengua
d'aquest país.
Dic que sembla mentida perquè ells originalment no parlaven el
català, però editaven "Treball", que era una revista del PSUC. El PSUC
en aquells anys representava un conjunt de forces polítiques, potser
millor que cap altre, perquè va saber, d'alguna forma, sobreviure a la
dictadura, va saber mantenir la reclamació de la democràcia però
també la reclamació de la vigència de l'esperit d'aquest país i
lentament, molt lentament, amb molts d'anys, amb molt de patiment
(a la Tomasa li van trencar l'esquena) ho van finalment aconseguir.
No ells sols, per descomptat, però ells al capdavant.
Consellers, autoritats, guardonats, amigues i amics. Aquest acte és el
reconeixement que Catalunya en el fons es fa a si mateixa. Els qui
tenim la responsabilitat de regir la governabilitat del país tenim cada
dia l'oportunitat de treballar pel país i cada any de guardonar uns
quants homes i dones entre tots els que són mereixedors per atorgarlos la Creu de Sant Jordi. Tot cos civil ben constituït ha de guardar
l'equilibri entre drets i deures, entre llibertat i igualtat, entre
interessos i altruisme, entre oportunitats i mèrits.
Les societats contemporànies busquen camins per conciliar tradició i
modernitat, per preservar un patrimoni valuós i compartit, per
reconèixer i premiar les actituds exemplars en els camps i disciplines
més diversos. D'aquesta recerca, d'aquest equilibri en surt un cos
civil, travat, sòlid i en progrés continu.
Quan la societat decideix atorgar una distinció a uns ciutadans o a
unes institucions es posen en risc intencionadament aquests equilibris
que existien. Per això avui enaltim el sentit del deure, la llibertat i
l'altruisme, el mèrit i l'excel·lència. És a dir, estem distingint la virtut
cívica més que no pas l'èxit enlluernador. Estem assenyalant i
distingint els virtuosos i aquests virtuosos conformen, si m'ho
permeteu, una mena d'aristocràcia dels mèrits i de les virtuts

�cíviques. El contrapès de l'herència i la història, entre passat i
present. És el que ens permet d'equilibrar la balança, equilibrar el
que és el nostre país per tot allò que en conforma el substrat. El que
dia a dia hi aporten aquestes trajectòries vitals que volem enaltir i
que volem reconèixer.
Les Creus de Sant Jordi són la màxima distinció civil que concedeix el
Govern de la Generalitat. No fan distinció entre homes dones,
artistes, científics, lluitadors sindicals, pedagogs o investigadors, els
vol a tots. Com tampoc no en fan entre les entitats que treballen per
la difusió dels valors o per la concòrdia, o per la igualtat o per la
preservació de la memòria col·lectiva. No prioritzen ni distingeixen
entre universitaris i obrers, entre cosmopolitisme i localisme, entre
excel·lència científica i lluita veïnal, entre recerca i difusió. És el mèrit
cívic, és l'aportació als diversos registres de la complexa respiració
del nostre país, allò que premiem.
D'ençà de la seva instauració aquests premis han estat atorgats a
més de vuit-cents homes i dones i a prop de tres-centes entitats i
col·lectius. Del conjunt de totes aquestes aportacions se'n desprèn
una imatge precisa de la realitat rica i plural que és Catalunya.
Aquest miler llarg de guardons conformen una paleta de colors que
defineix i il·lustra, amb tots els seus matisos la nostra realitat. Més
enllà del sentiment de pàtria hi ha una imatge de la pàtria, un
conjunt de cares que conformen i confirmen les obres, el treball, el
progrés, la creació, la reflexió i el mestratge dels homes i dones que
avui hem distingit i premiat.
Catalunya viu, deixeu-m'ho dir, un moment extraordinari,
esperançador. No deixem que ens segueixi dominant la temptació de
la derrota, que de vegades ens uneix més que no pas els petits èxits
que ens permeten d'anar endavant. No deixem que passi. És un
moment en què cadascun de nosaltres i tots col·lectivament hem de
saber aprofitar aportant-t'hi el millor de nosaltres mateixos. És un
moment extraordinari. Aportar-hi tot allò que ens ajudi al progrés de
ciutadans i ciutadanes, dels vells i els nous, i dels novíssims catalans
també. Aquest és l'alt valor que uneix i identifica totes les persones
que aquest vespre hem reconegut i premiat. A tots l'enhorabona i,
una vegada més, moltes gràcies per la vostra obra, moltes gràcies
per les vostres vides.

The Royal Gold Medal 1999: the
City of Barcelona
The Royal Institute of British Architects since 1848 has advised the Monarch on the award
of the Royal Gold Medal to individuals for distinguished services to architecture. In 1999
precedent was broken to award the Royal Gold Medal to the City of Barcelona. The
Journal of Architecture is celebrating this award by publishing the ‘Jury Citation’ and
‘Notes accompanying the Jury’s Citation’, followed by the texts of three of the speeches
which preceded and followed the presentation: ‘Award of the Royal Gold Medal to
Barcelona’ by Robert Maxwell; ‘Architecture and City in an Open World’ by Pasqual
Maragall i Mira (Mayor in 1982, 1983, 1987, 1991, 1995 and 1997); and ‘Ten points on an
Urbanistic Methodology’ by Oriol Bohigas (who, as architect, served Barcelona City Council
as Delegate for Urban Affairs 1979–1983, Co-ordinator for Urban Affairs 1983–4, Urbanism
Special Advisor 1984–1991 and elected Councillor for Culture 1991–4). The example of
Barcelona as revealed through these texts provides insights, and evidence of a collective
inspiration, to be emulated wherever urban regeneration forms part of a political and
social agenda shared by city authorities, business interests, designers and citizens.
Jury Citation
In 1999, precedent has been broken to award the
Royal Gold Medal to a city: to Barcelona (Fig. 1),
its government, its citizens and design professionals
of all sorts. Inspired city leadership, pursuing an
ambitious yet pragmatic urban strategy and the
highest design standards, has transformed the city’s
public realm, immensely expanded its amenities
and regenerated its economy, providing pride in its
inhabitants and delight in its visitors. All cities,
especially London, for too long without directing
inuences, can learn much from this example,
which many already follow.
Both the process and results of Barcelona’s
rebirth are exemplary. Though always with citywide goals in mind, initial interventions were local
and low budget, yet big in impact – not least

because their design air drew international
plaudits. From creating parks and plazas wherever opportunities arose, this strategy snowballed, gathering enthusiasm and nance – adding
schools, health-care and cultural facilities and
attracting all sorts of public/private partnerships – all the way up to realising very major
infrastructural projects. Hosting the Olympics was
only a part of this larger, still continuing strategy
of up-grading the whole city.
Barcelona is now more whole in every way, its fabric healed yet threaded through with new open
spaces, its historic buildings refurbished yet its facilities expanded and brought up-to-the-minute. Past
and present, work and play are happily inter-meshed
in a new totality that is more than its often splendid
parts, and is better connected even to sea and

mountains. And yet the character of Barcelona,
though changed, is more distinct than ever and ready
for the global age in which cities as much as nations
are in direct competition for jobs and investment.
Many people at all levels of administration, in
the city’s business and cultural communities as well
as its architects and designers, played large parts
in this resurgence. The process was set in motion
by Narcis Serra, the rst democratic mayor, and
Oriol Bohigas, the Co-ordinator for Urbanism from
1980–4. But most of the transformation was
achieved by Pasqual Maragall, mayor from 1982–
1997 and Josep Acebillo, Director of Urban Projects
from 1980–8 and Director for the Municipal
Institute for Urbanistic Promotions from 1988–
1993. It continues today under Joan Clos,
Maragall’s deputy and now successor as Mayor
with Acebillo in charge of infrastructural projects
as Director of Barcelona Regional. Under the guidance of these men, architects, urban designers,
landscape architects and road engineers have fused
their disciplines to create the new Barcelona.

The Award is intended to celebrate the achievements of Barcelona and Catalonia, yet also of
Spain, the many excellent architects who remained
relatively unknown during the Franco era, as well
as the current resurgence of architecture and
design. The quality of so many contemporary
Spanish buildings and urban spaces, of products
and architectural design publishing is outstanding.
Probably nowhere else in the world are there so
many recent examples, in cities and small towns,
of a benign and appropriate attitude towards
creating a civic setting for the next century.
Notes accompanying the Jury’s Citation
Hemmed between mountains and sea, Barcelona
is a compact city, its 1.7 million inhabitants
crowded into less than 100 square kilometres. Still
displaying parts of its Roman walls, it is a city
famous for architecture: Gothic ecclesiastical buildings, palaces and shipyards; the grid of its nineteenth-century extension planned by the engineer
Idelfons Cerdà; exuberant Modernista architecture
of Gaudí, Domenech y Muntaner and Puig y
Catafalque; and the Modern architecture of José
Luis Sert and José Antonio Coderch, as well as the
(now reconstructed) German Pavilion of Mies van
der Rohe. Now, since democracy came to Spain in
1975, the city has owered further, both architecturally and in every other way, so as to be unrivalled as a destination for pilgrimages and all
other enthusiasts for civilised city life.
Decades of Franco dictatorship left Barcelona
with its historic fabric largely intact. But, besides
being edged by dismal new housing, it was desperately run down and short of civic amenities. It was
also in economic doldrums. Urgent action was
required – and initiated immediately by Narcis
Serra, who became Mayor following the rst democratic municipal elections in 1979 and Oriol
Bohigas, his delegate for Urban Affairs. They recognised that many proposals of an already existing,
city-wide plan for Barcelona – such as construction
of a motorway ring around it – were sound, but
impossible to implement. So they inverted the
normal planning process and, instead of working
from the large scale downwards, they started at
the local level with the immediate needs of the ten
neighbourhoods into which they had divided the
city. But, though the initial focus was on small and
easily-implemented projects, the ultimate goal was
always to transform the whole city. Although this
strategy had already been set in motion, those who
oversaw most of its implementation were Pascal
Maragall, Serra’s deputy who took over as Mayor
in 1982 (when Serra was promoted to Minister of
Defence in the Spanish government), and Josep
Acebillo, the Director of Urban Projects.
The rst projects were parks and squares, which
were relatively cheap yet highly visible. Built wherever sites were available, these provided muchneeded open space in the old city, and foci and
denition in the amorphous new suburbs. Where
possible, these now form chains of linked spaces
that help tie the city together in a more varied yet
intact entity. Early projects that brought immediate
attention and acclaim include: the astringently
avant garde Plaça del Països Catalans by Helio
Piñón & Albert Viaplana with Enric Miralles outside
Barcelona’s main railway station (Fig. 2); nearby the
playful Parc de l’Espanya Industrial by Luis Peña

Ganchegui and Francesc Ruis; and the Plaça de la
Palmera, a collaboration between Pedro Barragán
and Bernardo de Sola and the sculptor Richard
Serra. Each of these realises very different yet
complementary civic visions, as, for example do two
slightly later parks in old quarries; the sombre
monument of the Fossar de la Pedreera by Beth
Galí and the family-oriented Parc de la Cructa del
Coll by MBM.
Many of these plazas and parks, and the other
local projects that followed, are designed in an
uncompromisingly contemporary idiom; and the
controversy this provoked was welcomed for
bringing, along with lively debate, a sense of local
involvement as well as international acclaim and
investment. Soon the local projects included
building such other much-needed facilities as
schools, health facilities and libraries, and refurbishing many of Barcelona’s most famous historic
monuments. Exemplary schemes of the latter sort
include the restoration of Gaudí’s Parc Güell by José
Antonia Martinez-Lapeña & Elias Torres, the conversion of a print works by Domenech y Muntaner
into the Fundacio Tapies by Amado & Domenech,
the extension of Domenech y Muntaner’s Palau
Musica by Oscar Tusquets and the conversion of
the Casa Caritat into a museum by Piñón &
Viaplana. Such undertakings encouraged the
sprucing up of the whole city.
To accelerate the snow-balling momentum of the
regenerative process, Barcelona seized the 1992
Olympic Games. Crucially, the funds drawn in were
invested in projects that served not just the
Olympics but were key parts of the City’s long-term
transformation. Besides leading to many ne buildings – including Velodrome and Badolona Sports
Pavilion, both by Esteve Bonell and Francesc
Ruis, the Archery Facilities by Enric Miralles and
Carme Pinós and Collserola Telecommunications
Tower by Foster and Partners – major urban design
and infrastructural projects were realised. The most
exemplary of these are the Nova Icaria Olympic
Village, master planned by MBMP (Josep Martorell,
Oriol Bohigas, Peter Mackay with Albert
Puigdomènech) and the Cinturon motorway that
now rings Barcelona.
Nova Icaria fuses the best of traditional and
modern urban forms into a new hybrid that reconnects the city to the sea, and ve kilometres of
new beaches that are part of the many new leisure
facilities that enhance the city’s capacity for hedonism. The Cinturon is remarkable for the way skilful
design has ensured that it brings together, rather
than is a barrier between, the city and the
surrounding mountains and sea. This is the result
of an extraordinarily close collaboration between
road engineers, landscape architects and urban
designers brought about by Maragall and Acebillo.

Such intense collaboration is one of their greatest
achievements, along with ensuring that private
sector investment has been to the same high
design standards as found in the public sector. In
this last they have been aided by the fact that
perhaps no other city has a comparable pool of
architectural talent to draw from.
The Olympics was a climax to, but not the end
of, Barcelona’s transformation. As well as the
construction of the controversial but very popular
Port Vell leisure complex in the old harbour, new
open spaces and public facilities are still being
built. Several major infrastructural developments
are planned or underway, most of which will
serve not only Barcelona but also lead to the better
balanced development of its metropolitan region.
Such public/private joint ventures are drawing in
yet more private investment and jobs that will
help ensure that Barcelona should be a major player
in the global future as well as one of the most
civilised and enjoyable of all cities to live in and
visit.
Award of the Royal Gold Medal
to Barcelona

I am honoured to have been asked to introduce
to you the gifted individuals who have so notably
contributed to the development of city planning
in our time, so successfully indeed, that the city
of Barcelona has been personied so that it
can receive the Royal Gold Medal, through their
joint efforts and dedication to an ideal city development.
City planning is a modern subject, about as old
as modern architecture, about as old as Le
Corbusier’s concept of urbanism. But does this
subject really exist? In spite of the success of Milton
Keynes, it is the existing cities that remain the
toughest problem. City planning was meant to be
a science, but standards change as fast as the practical measures taken, so that evaluation becomes
difcult. Analytical concepts may not last for very
long, statistics have little effect on appearances.
There seems to be some unfortunate relation
between the logistics of city growth, the economics
of business, and the short life of political initiatives,
that has made it difcult to pursue an evolutionary
policy over a long enough time for results to show.
Attempts to reshape existing cities like our own
Birmingham, using analytical concepts like motorway box, neighbourhood unit, tower block have
not been very successful. Appearances have been
against them.
At the same time the growth of the tourist
industry has provided an entirely different measure
of what an urban environment can be. People on
vacation ock not only to beaches, but to cities
that are full of attractive buildings and spaces, that
derive their distinctive character from patterns of
use rather than from patterns of analysis. Tourists
visit Clough Williams Ellis’s Port Mereion and
François Spoerry’s Port Grimaud, both elegant
ctions deriving from Camillo Sitte’s largely ctional
work ‘City Planning According to Artistic Principles’.
Could it be that architecture has a role to play
in lling the gap between abstract planning and
lived experience, between what works logistically
and what works socially, between necessity and

appearance? Could it be that city planners need to
be more sensitive to what buildings can do to
shape the city and give it meaning? Because this
seems to have been the crucial idea that has
resulted in the conspicuous success of Barcelona.
Barcelona is, perhaps, a fortunate place, being
at one and the same time a city, a port and a
beach. It is in the south, so it has sun. But it is
also in the north, so it has energy. It has Antonio
Gaudí, more familiar to ordinary families than Pablo
Picasso. And it has Cerda, whose gridded plan of
1859 provided structure, but also freedom,
providing sites for buildings and buildings for sites.
But this formula is still too ideal for our situation today. We have to deal with the city largely
as it is, and look for growth more from economic
management than from an ideal layout. In order
to deal with the city more as an organism, we have
had to re-conceptualise it in terms of its social
value. And this, it seems to me, has been accomplished largely through the insights provided by
the Italian architect Aldo Rossi, whose book
‘L’Architettura della Città’ appeared in 1996. Rossi
was a visionary who saw the city as a repository
of meaning, and who also saw the individual buildings as the catalyst which allowed social energy to
ow into the city.
The reason why city planning is so difcult has
nothing to do with the ideology of modern architecture. Radical interventions like Danny Libeskind’s
Victoria and Albert spiral or Richard Rogers’s Lloyds
take their meaning from the situation in which they
are placed in the city, as much as from their unusual
forms. Lord Rogers has been unequivocal in his
defence of the inner city.
The order of the city exceeds the order of any
one building and acts as a shared framework which
provides meaning, at the same as it accepts
each intervention as foreshadowing a change of
meaning. To build in Barcelona, then, is analogous
to writing in Catalan; the existing both accepts the
new and is changed by it.
A single gifted individual can provide a crucial
stimulus to cultural change, yet at the scale of the
city their effort can be lost. To change the evolution of a whole city in a period of twenty years –
Catalonia gained its political autonomy only in
1977 – is an outstanding achievement, and it
needed more than one man. I give you then ve
men – three mayors in succession: Narcis Serra,
Pasqual Maragall and Joan Clos; then Josep
Acebillo, Director of Urban Projects from 1980–8,
and Oriol Bohigas, the Co-ordinator for Urbanism
from 1980–4.
In hailing this achievement in the names of the
ve wise men we salute not only individual efforts
but their collective wisdom – their perception of
the process by which the city grows, their patience
in seeing growth as a way of giving shape, and
their moral sagacity in co-operating with the spirit
of the times.
Architecture and City in an Open World

If we look down upon Europe from a satellite we
will see a constellation of points or specks of light.
What we will not see are borders between states
or regions. The constellations we see are our constructions, our physically existing cultures.

Simply by taking in this image we learn something useful about the world, something that the
concept of global village doesn’t tell us. The
organisation of these specks of light, which are
the reection of our cities, traces certain paths,
pointing out concentrations and revealing empty
spaces. These are dense concentrations such as the
Randstadt, the English South East, the Ruhr-Rhine
valley, the Genoa-Turin-Milan triangle, or the high
point of some coastal lines that look like a linear
city, just as in Naples or in Barcelona and the
northern Mediterranean coast of Spain up into the
Gulf of León.
The only road that leads from the present world
of states to the global world, to the open world,
to the world without borders, is precisely this: it is
a route that traverses the world of cities and the
Europe of regions. The global world, this ‘global
city’, this notion that my city no longer exists
because my real city is the world, is not a very
useful idea. It is a paralysing concept.
Global thought makes considerable mistakes. In
1974, it announced that oil reserves would last only
twenty more years, and here we are in year twentyve! Another mistake: we were told that the world
population would stop growing in the year 2050,
at some 15,000 million inhabitants. Now it seems
it will reach its peak long before, in 2015/2020,
and with many fewer inhabitants.
Fortunately, a good catchphrase emerged from
the Rio de Janeiro Earth Summit where global
thinking was established. It said: ‘Do locally everything that can be done locally’, by way of saying:
‘avoid the transportation of energy – whether pure
or compact – whenever possible’.
Also the European Union establishes an ‘evercloser bond between people where everything will
be done as close as possible to the citizenry’; in
truth, this is a revolutionary proclamation that
changes the constant tendency of ideas, since
1789, to adopt a naïve universalit y.
At this point, we must ask ourselves what the
devil architecture has to do with all this?
What architecture has to do with it, is that architecture is the art of constructing cities, and the city
is once again taking its place at the centre of the
world’s attention.
Today’s globalisation is neither right nor denitive. It is just the latest of the waves of universalisation that have followed one another cyclicall y
throughout history. At the end of the nineteenth
century, both nanciers and proletarians were internationalists as well as aristocrats like the Baron of
Coubertin.
In this century, the lesson in humility that we
ought to have derived from the audacity and
stupidity of our collective pretensions is overwhelming.
We must therefore admit that, for the moment,
the global world can only be constructed piece by
piece, by regionalising its organisation, and we
must understand that such regionalisation will be
established at the level marked as the minimum
economic size by the largest economy. The creation
of the United States in 1776 sanctioned the necessary unication of Europe two centuries ago. How
could we not have realised it?
The world is only a global world for a few, and
within limits. It is above all a world of cities, of
places where business and workers on the one

hand and public representatives on the other try
to meet the demands and problems of the human
species. The cities that make up this partially globalised world are the true scene of architecture. On
this point, Narcís Serra, Joan Clos and I are only
following the masters. The Renaissance masters,
the Modernist masters, and the Masters of today,
Oriol Bohigas, Richard Rogers and Renzo Piano, and
we are obeying our own experience in doing so.
In Barcelona, to construct houses in the crumbling
Old City in the early 1980s was useless if not
accompanied by health, safety and elementary
urbanistic measures.
Just look. We came into government in 1979
with the mistaken notion that the low housing
prices in the Old City were a blessing, and we
began to make urban plans that increased the
zoning for public structures to the maximum. This
was a mistake. We thought we had to behave in
such a way that the Old City dwellers would stay
there thanks to the maintenance of low prices and
the new offer of services. This was another mistake.
We didn’t realise that prices were low because
people were leaving.
The population in the Old City decreased by 30
or 40 per cent. Those familiar places, freighted with
meaning, were being deserted. The empty spaces
began to be occupied, in part, and only in part,
precisely by people lacking the means to maintain
a minimum of commercial and public vitality in
these neighbourhoods, people who tended to
create defensive and ghetto codes of behaviour.
The theory of the skier was the solution: not just
for urban planning, or public safety, but for both.
Urbanism plus public safety, rst one and – imme-
diately after – the other. Social services plus
cleaning services. Commercial policy plus housing.
Prevention before correction but, in every case,
prevention plus correction. No dogmatics, no magic
formula. Public investment plus private investment.
Public action plus charity. Total war on poverty. This
is what Narcís Serra had shown us, and what Joan
Clos carried out as councilman.
At rst, we lost. Only much later did we tie. And
nally we began to win. And even as we were
winning, the buried mines of old scandals or the
hypocrisy of bean counters scandalised by the
buying and selling of housing at different prices
began to blow up around us. Just as, much earlier,
charitable associations had been scandalised when
the lines for food or shelter began to grow as we
closed down the unhealthy pensions where elderly
persons – unseen by and unknown to these associations – were dying on the cheap.
Governing the city, to be sure, often requires a
certain glossing over or dissimulation of lacerating
problems, so as to resolve them without offending
public sensibility – how can we deny it? But in most
cases, it requires revealing to the public hidden realities. The governor sets the mirror of its miseries
before the city, miseries not unknown, but
forgotten, covered up, hidden.
A new house in a dangerous neighbourhood is
not a new house. That is the lesson we learned.
That new house quickly grows old, like the faces
of boys and girls who go to work too young.
The lesson to be learned is that both wealth and
poverty colonise territory. Wealth by means of high
prices (uptown) and minimum lot sizes (out of
town), and when necessary by means of private

security forces, as in Caracas; poverty by means of
an equally efcient weapon: the middle class fear
of unsafe streets and unbridled diversity.
The truth is that in tolerant and liberal Barcelona,
crime rates have dropped from 25 per cent to 15
per cent in ten years, that is, by almost half, while
in ten years of law-and-order London it rose one
and a half times. Tony Blair who made it one of
his central campaign issues knows it well. Notice
that the London School of Economics had shown
that the radical puritanism of Mrs Thatcher’s
government condemned the destitute to remain
entrenched in their destitution. This brings us to
an interesting methodological observation. When
a city has gone through years of non-doing and
passivity, ideas about its future mature and can be
transformed into a fruitful, forceful, and purposeful
attitude when the necessary political conditions to
take action come into play.
This, I believe, is the origin of the demanding
optimism of Bohigas, Acebillo, Solà-Morales,
Busquets, Llop, and de Lecea that began to overow in 1980 onto the streets and squares of
Barcelona. And this, I am convinced, is the moment
London, and its politicians, architects, and social
workers in general, is entering.
If there were such a thing as historical justice, it
would consist of a kind of Solomonic distribution
of grand projects throughout decades and territories, possibly with a slight preference for territories
distant from the centre of the system of cities, to
compensate for the fact that proximity to the
centre brings with it a density of contacts that
makes the external or instantaneous shock of
grand initiatives unnecessary. (I say slight prefer-
ence in order not to relinquish methodological
modesty with regard to public action which I
imagine bold and energetic yet not substituting for
the very same citizens you are supposed to serve.)
It is clear, however, that there is no such thing
as distributive justice in history and, nevertheless,
or for that very reason, we must lie in wait for the
passing of the train of fortune and, if necessary,
build fortune a shortcut. That is the purpose of
grand events. At times they are nothing more than
the announcement of a long-awaited era, excuses
that history seizes to make a sudden, splendid
appearance with a gift of dreams carried out.
Let us call architecture back to its date with
history. The best news for the victims of terror in
the Basque country, was the inauguration of the
Guggenheim Museum in Bilbao. The Gehry
Museum and Foster’s underground have broken the
spell cast over a Basque city (and the Basque
country) that had only been seen in the light of
tragedy and death, and which can begin once
again to be imagined as a site of life and construction, thus averting the obsession with fear that is
the goal of the politics of terror.
The Lisbon Expo, the Barcelona Olympics, the
high-speed train installed in Seville for the ‘92 Expo,
all mark another series of moments in which the
spark of the event seems to have put in motion
the motor of evolution.
No one can survive merely by conservation. If
there is no new construction, the city cannot stand;
not even the old will endure. Each city must nd
its own formula for combining existing symbols
with new ones. Without the latter, antiquity
becomes mere repetition. And I assure you that the

future of nations will be played out in the efcacy
of their systems of cities.
Our experience as mayors cannot be entirely
explained without at least one confession. It is the
emotion of seeing new symbols destined to last
rise up in the city through the art of architecture
and construction.
I am not referring so much to the function as to
the value of those constructed artifacts. Squares or
houses, trees planted in a certain place or a certain
order, new monuments, or restored or displaced
ones, more or less stable and resistant urban furnishings, schools, sidewalks and boulevards, communications towers, containing walls, dikes,
theatres: all of these are the theatre of life, messages
thrown more or less consciously like bottles into the
sea of history’s course, occasionally excessive references to our passage through the city, but in any
case visible, corporeal, criticisable – action become
object, which thousands of eyes will gaze on with
respect or will pass over, which thousands of hands
and feet will touch, trample, or alter, and which
make of the city one of the few lasting concepts of
our present and our future – one of the most universal concepts, for the experience we have of them
is universal and common.
And so, if there is any profession that holds the
key to their modication, it is architecture, which
makes architects and the profession of architecture,
one of the broadest dreams of youth, on a level
with those makers of the immaterial, but magical,
construction which is stage design. It was not by
chance that the 1997 Congress of the UIA in
Barcelona turned into a two-tiered ritual of masses
and vedettes, all from the same profession.
I must say here that I am very grateful to Norman
Foster and Kenneth Frampton for recognising at
once what was happening, and for agreeing to
convert the Plaza of the Angels, also known as the
Plaza of Nations, against the white backdrop of the
MACBA – the Museum of Contemporary Art of
Barcelona – into the scenario of the best architectural debate. Perhaps no architectural congress
from now on will be able to do without a debate
staged on the hard stone of the city, in which the
forum and the agora once again fulll their old
function.
The rst President of the reinstated Generalitat,
Josep Tarradellas, would often say half-ironically,
half-sincerely, with his peasant’s smile, so inscrutable and yet so seductive, that he would have liked
to be mayor. ‘Because you, Mr Mayor’, he would
say, ‘can see your works, and can touch them, and
the people come up to you on the street. But me,
do you know what I do? All I do is sign decrees!’
In this way he expressed the bitterness – not
lacking in majesty – of the representative of an
abstract power, such as a nation, which is incorporeal, which exists – and often with what
strength! – but only in people’s heads, and in the
false or unreal lines that separate one country from
another on a map. An immense strength that has
allowed for the greatest progress and caused the
greatest catastrophes, but an ideal strength, not a
tangible reality.
In Barcelona, after 40 years of dictatorship, we
reached a moment, and not a eeting or short one,
of an ongoing euphoria of constructive explosion.
Like a long-awaited spring, surprising in its intensity and beauty when it nally arrives, like those

gardenias that take so long to blossom, that never
quite ower, but surpass the imagination in the
number, fragrance, and purity of their petals when
they nally do.
This occurred in Barcelona and it continues to
occur. The feeling this produces is difcult to
describe. In the last 20 years in Barcelona, we have
come to equate ‘city’ with ‘betterment’. The eye
has become accustomed, not to certain forms, but
to certain rhythms in the evolution of forms.
Rhythms subjected to certain principles of quality
occasionally violated, as with the fall of Chillida’s
cement hook, or with the rubble of stone from
Montjuic in the Ensanche/Extension, or when the
‘small’ communications tower, that of the
Telephone Company in Montjuic, was placed two
hundred metres within an enclosure which it
should, in any case, only have intersected from
without, as a useful and respectful point of reference.
The other communications tower, Foster’s tower,
the result rst of a careful process of social and
professional acceptance, and then of the task of
selection, carried out by Juli Esteban and Joan
Busquets, is more in scale than it might appear
(Fig. 3). A philosopher friend of mine commented
that if you covered it over with your hand you
restored the scale of the mountain and the equilibrium of the skyline, which otherwise is reduced
to a miniature, shrunk by the overwhelming presence of the tower. And this is true: you can try it
yourselves the next time you go to Barcelona.
However, in addition to its elegance and originality, the tower supersedes the excessive functionalism of the usual cement tower. It is made to

the scale of a different city, greater and more
distant than the one you can see from this side of
the mountain: it corresponds to the scale of the
metropolitan city, the city of three to four million
people that surrounds the mountain on both sides.
Now, when we are on our way home from the
mountains or the coast, the tower quickly orientates us, from afar. And, once we are home, it
reminds us that the real city we inhabit is not
exactly the same as the one we see.
I say this in spite of myself, because I am among
those who believe that a city you cannot see is
more difcult to govern. This is so true that I
proposed to move the plenary council of the City
Government to the last oor of the Novísimo
Building, once three of its twelve stories had been
eliminated and the skyline of the old city from the
sea had been restored. I always felt that the danger
of the towers, both the communications towers
and the skyscrapers of the Olympic Village would
be to initiate a contest of multiplication of those
artifacts, of which every generation should
construct only a few, a precious few, cum grano

salis. Manhattan and San Giminiano are not easily
reproduced phenomena.
Unique architectural phenomena, when they
occur in an environment characterised by mobility,
are less dramatic; to put it another way, they are
acts in a drama that doesn’t stop there, a drama
that is ongoing, whose irreversibility is not cause
for concern.
The city’s condence in itself is immense in these
cases. The credence in public action is almost innite.
The accumulation of many positive emotions, like
the gardens of Elias Torres in Villa Sicilia; or Beverly
Pepper’s park; the many new balconies over the
city, like the portentous podium of Gae Aulenti
over the western part of the city, or the Parc del
Migdia a bit higher up, or even the lateral edges
of Acebillo’s beltway on the Ronda de Dalt, with
unimagined views of the Barcelona plain and the
mountain slopes that begin their ascent there; or
the campaign to make sense of areas of the city
that had no textual language, like General
Moragues Square, next to the Calatrava bridge
where people exploded with joy when Ellsworth
Kelly the sculptor climbed up to greet them, leading
him to exclaim: ‘This is the rst time a sculptor has
received a musician’s ovation!’
All these things have turned the city into a kaleidoscopic reality in less time than it usually takes to
perform simple changes.
It has been and is an intoxicating time, in which
the gods, the state, and the architects have
bestowed on the city what we had sought tirelessly for decades, decades of silence, of frustration, of beginnings and quests that, still and all,
served to crystallise the most precious jewel of
social engineering: a consensus on projects, on
grand projects.
I only want you to know that this city, seen by
so many as a model, this city of which Andrea
Rinaldi has said with evident excess: ‘a Barcellona
il processo si inverte e le transformazioni si originano prima al livello dello spazio pubblico e poi
della forma architettonica’ (‘in Barcelona the
process is inverted and the transformations originate at the level of public space and then go on
to architectural form’) . . . in this city nothing is
guaranteed. And this is what makes it the same
as any other, and a sister city to all.
I would add sister, little sister, of London above
all. London has acted as a brilliant mirror in which
Barcelona has encountered the way of telling its
tale to the world.
I foresee a hard road for a world that will not
be better if its cities do not improve, and I believe
it is possible for them to improve. And I take a
stand with Jaime Lerner, ex-mayor of Curitiba,
Brazil, in asking universities and nations to stop
telling a tale of urban tragedy and begin to write
a new ending, which will be a positive one, mark
my words.
Ten points on an Urbanistic Methodology

1.
The city as a political phenomenon
The city is a political phenomenon, and as such it
is loaded with ideology and with political praxis. It
is the continuity of a common ideology and
programmes by the three Socialist mayors – Serra,

that have made the coherent transformation of
Barcelona possible.
2.
The city as domain of the commonalty
These political and urban ideas are based on a radical statement: the city is the indispensable physical
domain for the modern development of a coherent
commonalty. It is not the place of the individual, but
the place of the individuals who together make up a
community. Very different from what a famous
British politician said, that there was no such thing as
‘community’, only individuals and the State. It is the
relation between individuals that constantly weaves
the threads of ideas and expanding information. The
city offers the fullest guarantees for this information,
for access to the product of that information and for
the putting into effect of any socio-political programme based on that information. There can be no
civilisation without these three factors.
The new voices of technology have recently
tended to say that the traditional city is going to
nd itself replaced by a series of telematic networks
which will constitute a city without a site. This is
an anthropological and ecological nonsense. It is a
vision put forward by certain political ideas which
are opposed to giving priority to the collective
and in favour of the privatisation of the public
domain.
3.
Tensions and chance as instruments of
information
When I said that the city provides us with certain
irreplaceable instruments of information I mean the
enriching presence of tensions and of chance. It is
only with the potentially conictive superimposition
of singularities and differences and the unforeseen
gifts of chance that progress can be made in the
process of civilisation, with the move from the
structure of the tribe to the civilising cohesion of
the city.
The city is a centre of enriching conicts which
are only resolved in their afrmation as such or in
the coexistence of other conicts with different
origins. It does seem to me that the great error
made by the urbanism of the Athens Charter was
the attempt to cancel out these conicts. To eliminate them instead of resolving them with the
recognition of other conicts. Urban expressways,
the 7V of Le Corbusier, functional zoning, directional centres, the great shopping areas: these have
not served to resolve problems, but have instead
destroyed the character and the function of many
European cities.
4.
The public space is the city
If we start out from the idea that the city is the
physical domain for the modern development of
the commonalty, we have to accept that in physical terms the city is the conjunction of its public
spaces. The public space is the city: here we have
one of the basic principles of the urban theory of
Barcelona’s three Socialist mayors.
In order for the urban space to full its allotted
role it has to resolve two questions: identity and
legibility.

Identity
The identity of a public space is tied up with the
physical and social identity of its wider setting.

However, this identication is bound by limits of
scale that are normally smaller than those of the
city as a whole. This being so, if authentic collective identities are to be maintained and created it
is necessary to understand the city not as a global,
unitary system but as a number of relativel y
autonomous small systems. In the case of the
reconstruction of the existing city, these
autonomous systems may coincide with the traditional neighbourhood make-up. I believe that this
understanding of the city as the sum of its neighbourhoods or identiable fragments has also been
one of the basic criteria in the reconstruction of
Barcelona, with all its political signicance and with
the creation of the corresponding decentralised
administrative instruments.
However, we are dealing here not simply with
the identity of the neighbourhood, but with the
particular representative identity of each fragment
of the urban space; in other words, with the coherence of its form, its function, its image. The space
of collective life must be not a residual space but
a planned and meaningful space, designed in
detail, to which the various public and private
constructions must be subordinated. If this hierarchy is not established the city ceases to exist, as
can be seen in so many suburbs and peripheral
zones of European cities which have turned away
from their urban values to become parodies of
certain American or Asian cities.
6.
Legibility
The designed form of the public space – that is,
of the city – has to meet one other indispensable
condition: to be easily readable, to be compre-
hensible. If this is not so, if the citizens do not have
the sense of being carried along by spaces which
communicate their identity and enable them to
predict itineraries and convergences, the city loses
a considerable part of its capacity in terms of
information and accessibilit y. In other words, it
ceases to be a stimulus to collective life.
In order to establish a comprehensible language
it is necessary to reuse the semantics and the syntax that the citizen has already assimilated by means
of the accumulation and superimposition of the
terms of a traditional grammar. It is not a matter of
simply reproducing the historical morphologies but
of reinterpreting what is legible and anthropologically embodied in the street, the square, the garden, the monument, the city block, etc. No doubt
with these ideas I will be accused by many supposedly innovative urbanists of being conservative,
reactionary, antiquated. But I want to insist on the
fact that the city has a language of its own which
it is very difcult to escape. It is not a matter of
reproducing Haussmann’s boulevards, or the street
grids of the nineteenth century, or baroque squares
or the gardens of Le Nôtre. It is a matter of
analysing, for example, what constitutes the centripetal values of these squares, what is the plurifunctional power of a street lined with shops, what
are the dimensions that have permitted the establishment of the most frequent typologies. And it is
a matter of being aware of how the abandoning of
these canons results in the death of the city: the
residual spaces of the periphery and the suburb, the
vast shopping centres on the outskirts of the city,
the urban expressways, the university campus at a
considerable distance from the urban core, etc.

7.
Architectural projects versus General Plans
All of the above considerations bring us to another
very important conclusion which Barcelona has
managed to apply: the urbanistic instruments for
the reconstruction and the extension of a city
cannot be limited to normative and quantitative
General Plans. It is necessary to go further in terms
of what is required of the design. It is necessary
to give concrete denition to the urban forms. In
other words, instead of utilising the General Plans
as the sufcient document, a series of one-off
Urban Projects have to be imposed. It is a matter
of replacing Urbanism with Architecture. It is necessary to design the public space – that is, the city
– point by point, area by area, in architectural
terms. The General Plan may serve very well as a
scheme of intentions but it will not be effective
until it is the sum of these projects, plus the study
of the large-scale general systems of the wider
territory, plus the political denition of objectives
and methods. During these last thirty years General
Plans have justied all over Europe the dissolution
of the city, its lack of physical and social continuity,
its fragmentation into ghettos, and have paved the
way for criminal speculation in non-development
land. And they have, in addition, counterfeited a
spirit of popular participation, whose criteria
cannot logically be extended beyond the local
neighbourhood dimension and beyond a comprehensible time span.
8.
The continuity of the centralities
The controlling of the city on the basis of a series
of urban projects rather than unformalised General
Plans makes it possible to give a continuity to the
urban character, the continuity of relative centralities. This is one way of overcoming the acute social
differences between historic centre and periphery.
I am aware that in these last few years many
voices have spoken out in defence of the diffuse,
informalised city of the peripheries as the desirable
and foreseeable future of the modern city. The ville
eclatée, the terrain vague. This position seems to
me to be extremely mistaken.
The peripheries have not been built to satisfy the
wishes of the users. They have appeared for two
reasons, which correspond to the interests of the
capital invested in public or private development
and to conservative policy: to exploit through speculation the value of plots that were outside of the
area scheduled for development, and to segregate
from the main body of the community those social
groups and activities regarded as problematic by
the dominant classes. The urbanists who uphold
the model of the periphery seem not to realise that
all they are doing is putting themselves on the side
of the market speculators, without adding any kind
of ethical consideration. As certain neo-liberal
politicians say, the market takes over from policy,
without considering the economic and social
damage suffered by the periphery and even by the
suburb. In other words, without culture, without
politics.
9.
Architectural quality: between service and
revolutionary prophecy
No urbanistic proposal will make any kind of sense
if it does not rest on architectural quality. This is a
difcult issue. If the city and architecture are to be
at the service of society, they need to be accepted

and understood by society. But if architecture is an
art, a cultural effort, it must be an act of innovation towards the future, in opposition to established customs. Good architecture cannot avoid
being a prophecy, in conict with actuality. On the
one hand actual service in the here and now and
on the other hand anti-establishment prophecy:
this is the difcult dilemma which good architecture has to resolve.
10.
Architecture as a project for the city
I do not want to conclude without referring to
another architectural problem. It is evident that
these days there is a great split in the diversity of
architectural output. On the one hand there is the
tightly rationed production of the great architects
which is published in the magazines and shown in
the exhibitions. On the other hand there is the
superabundance of real architecture, that which is
constructed in our horrible suburbs, along our
holiday coasts, on the edges of our motorways, in
our shopping centres. A very bad architecture, the
worst in history, which destroys cities and landscapes.
There are many reasons which serve to explain
this phenomenon, but the most evident ones are
the typological peculiarity of the great projects and
the commercialisation of vulgar architecture. The
great Ivory Tower projects are no longer capable of
putting forward methodological and stylistic
models, and as a result the majority of vulgar architecture cannot even resort to the mannered copy.
Clearly we are not in any condition today to call
for the creation of academic models, as has
occurred in the history of all styles. Perhaps the
only possibility open to us is that of establishing a
rule that is more methodological than stylistic: that
architecture should be primordially a consequence
of the form of the city and of the landscape and
should participate in the new conguration of
these. This would be a good instrument for a new
order, in opposition to the self-satised lucubrations of good architecture and the lack of culture
of vulgar architecture.
I began by saying that the city must be an architectural project and I have ended by saying that
the solution to the present problems of architecture may be to design it as part of the city.
Conclusion
My intention was to give a simple informal speech
of thanks for the medal. But I see that it has come
out too academic and, as a result, boring and
pedantic. And perhaps futile, too: I am afraid I have
spoken of principles that are too simple and too
familiar for such an important audience from the
Olympus of the British architectural profession.
Please forgive me. I could not resist the temptation of underlining these ten successive and interlinked programmatic points, as a consequence of
the initial fact of Barcelona’s political approach to
urbanism. If our mayors had been Thatcherites, the
city today would be very different. These points
and their methodological coherence would not
have been possible without the political lines
marked out by our three Socialist mayors, Serra,
Maragall and Clos. The credit is theirs, and it is
they who deserve our thanks.
