SOME OF THEM ARE HERE TONIGHT. OTHERS COULD NOT ATTEND, AND TONIGHT WE ARE PAYING THEM, EVEN IF IN A SYMBOLIC WAY, BARCELONA'S DEBT. TO EXPLAIN WHAT THEIR WORK HAS SIGNIFIED FOR OUR CITY, I MUST GO BACK TO THE MOMENT WHEN, AFTER THE FIRST DEMOCRATIC ELECTIONS IN 1979, THE CITY OF BARCELONA BEGON THE RECONSTRUCTION OF THE CITY. AFTER YEARS OF NEGLECT, A WHOLE GENERATION --THE GENERATION THAT OPPOSED DICTATORSHIP-- ARRIVED AT THE CITY'S GOVERNMENT, AND SET 3atrESELVES TO WORK. AT THAT MOMENT, THE EARLY 1980S, WE TOOK A VERY IMPOR,,c) ,,k1s-r 1 ^ 6j lU, Y1 6L(..1)1/ TANT DECISION: NOT TO RffltYIBV THE GENERALITIES OF THE METROPOLITAN MASTER PLAN, BUT TO ACT IMMEDIATELY IN SOLVING OUR FELLOW CITIZEN'S MORE URGENT NEEDS. THE RESULT WAS WHAT MY PREDECESSOR, MAYOR NARCíS SERRA, USED TO DESCRIBE AS A "DARNING URBANISM". IT WAS 1 �PLANNING ON A SMALL SCALE, WHICH EMPHASIZED THE DESIGN QUALITY OF REPAIRS TO A DAMAGED URBAN TISSUE. WE GAVE ^--„ PRIORITY TO TWO URBAN SECTORS THE FIRST WAS TO WORK ON ----__-PUBLIC SPACES (STREETS, SQUARES AND GARDENS) BECAUSE THEY ARE THE BACKBONE OF LOCAL LIFE. SECONDLY, WE PUT QUALITY INTO THE CITY'S SUBURBS --LACKING, GENERALLY, THE MOST ESSENTIAL PUBLIC SERVICES -- TO CONVERT THEM INTO CENTERS IN THEIR OWN RIGHT. I AM PARTICULARLY PROUD OF THE FACT THAT THIS STRATEGY WAS RECOGNISED BY HARVARD UNIVERSITY, WHICH GAVE THE CITY ITS AWARD IN URBAN DESIGN IN 1990. IN ALL OF THESE URBAN REFORMS, THERE WAS ALWAYS A CONCERN FOR THE QUALITY OF DESIGN, NOT ONLY FOR THE SAKE OF AESTHETICS, BUT ALSO BECAUSE WE BELIEVE THAT IN THIS WAY WE POSITIVELY CONTRIBUTE TO THE MAKING OF CITY. IT IS FOR THIS REASON THAT I AM SO ESPECIALLY HAPPY THAT A GROUP OF AMERICAN ARTISTS, GATHERED AROUND A SMART GALLERIST, JOE HELMAN, ACCEPTED OUR INVITATION TO WORK HERE. THE WORK OF RICHARD SERRA, AT THE PLAÇA DE LA PALMERA, PROVED ESPECIALLY SIGNIFICANT OF THIS NEW URBANISM. IT IS NOT USELESS TO REMIND THAT ANOTHER SERRA'S WORK IN NEW YORK CITY, WHICH SHARED WITH THIS SOME �—— CHARACTERISTICS, MET A STRCJNG OPPOSITION AND HAD Tb-BE DISMANTLED. IN BARCELONA, THANKS TO THE DIALOGUE WITH NEIGHBOURS, WE GOT A FINAL ACCEPTATION AND EVEN • APPLAUSE FOR HIS "WALL". ^^^^^ ^• ELLSWORTH KELLY'S FINE SCULPTURES IN THE CREUETA DEL COLL rG AND -• -KS ARE ANOTHER RELEVANT EXEMPLE OF THIS CONCERN FOR DESIGN IN SECTIONS OF THE CITY WHICH USED TO BE LEFT APART FROM THE PUBLIC ADMINISTRATORS' CARE. THEIR ELEGANCE AND PURITY HAVE DESERVED THE • ¡ A- , PUBLIC ACCLAIM. ^. BARCELONA'S PRESENTATION OF THE FRIEND OF BARCELONA AWARDS TOOK PLACE AT JOSEPILLUíS SERT'S RECONSTRUCTED PAVILION, JUST IN FRONT CLAES zLDENBURG AND HIS WIFE COOSJE VAN BRUGGEN'S "MATCHES". THIS SCULPTURE IS, PROBABLY, ONE OF THE MOST POPULAR OF THOSE INSTALLED IN BARCELONA IN THE PAST FEW YEARS. THE NEIGHBOURHOOD CHILDREN "USE" IT, AND ART CRITICS LOVE IT. YOU MUST ADMIT THAT IT IS NOT AN EASY COMBINATION. ^^ ,J¿- 4._J) r'tp\ Y -ZS ^ .^ BUT EVEN THOUGH THE OLYMPICS PUT BARCELONA IN THE MAP, WE NEEDED SOMEONE TO EXPLAIN ITS TWO THOUSAND YEARS OF HISTORY. THE FRIENDLY, PASSIONATE CRITIC WHO IS BOB ^ e HUGHES GAVE US THE OPPORTUNITY OF BEING KNOWN ELSEWHERE IN THE ATTRACTIVE, BRILLIANT AND EXCITING WAY IN WHICH HE DESCRIBES OUR CITY IN HIS BOOK "BARCELONA". 3 / , ¡^ ^,1G^( ) �WE GAVE A GREAT IMPORTANCE TO OUR COLLABORATION WITH NEW YORK CULTURAL LIFE. THIS INCLUDES THE VERY SPECIAL RELATIONSHIP THAT THE CITY Op BARCELONA HAS MAINTAINED, DURING THE PAST FEW YEARS, WITH THE MUSEUM OF MODERN ART, THROUGH ITS PRESIDENT, AGNES GUND, AND ITS DIRECTOR, RICHARD OLDENBURG.
