MARTTI HUOLILA, SENIOR TECHNICAL ADVISOR IN TEKES MRS. MARJORIE JOUEN, MEMBER OF THE CABINET OF PRESIDENT DELEBARRE MRS.ELIZABETA KSIAZEK, PROJECT MANAGER OF THE INNOVATIVE REGIONS IN EUROPE SECRETARIAT MRS. LADIES AND GENTELMEN THE REGIOSTARS AWARDS APPEAR AS AN EXCELLENT AND TIMELY PROPOSAL IT HAS BEEN AN HONOUR FOR ME TO PRESIDE THIS JURY, SPECIALLY BECAUSE I AM CONVINCED SINCE LONG TIME AGO THAT EVALUATING BEST PRACTICES IS A HUMBLE BUT USEFUL WAY OF MAKING THE REALM OF POLITICS ACCOUNTABLE. MARKET EFFICIENCY IS THE MESURE OF ACCOUNTABILITY IN ECONOMICS. BEST PRACTICES SHOULD HELP TO MAKE THE REALM OF PUBLIC POLICY ACCOUNTABLE. THEY MAY BE THEREFORE A HUMBLE BUT PERFORMING WAY OF ADVANCING TOWARDS A BETTER EUROPE, OVER AND ABOVE THE CURRENT DEBATE ABOUT THE ESSENCE OF THE EUROPEAN UNION AND ABOUT WHETHER OR NOT WE NEED TO HAVE AND WILL HAVE A NEW TREATY OR CONSTITUTION. IF REWARDING GOOD PROJECTS IS OK, I THINK THAT DISSEMINATING THEM IS ALMOST AS IMPORTANT. COMMUNICATION, WE KNOW, IS KEY IN REAL DEVELOPMENT. WE MUST BE MORE THAN SATISFIED THAT THE FIRST EDITION OF THE REGIOSTARS AWARDS HAS HAD SUCH A CONSIDERABE LEVEL OF CONCURRENCE OF PROJECTS OF SUBSTANTIAL QUALITY. 1 �LET ME END BY A MORE GENERAL CONSIDERATION. MARKETS ARE USUALLY SEEN AS I SAID AS MORE PERFORMING THAN POLITICS. INTRODUCING COMPETITION AND EVALUATION IN GOVERNANCE. OVER AND ABOVE THE ELECTORAL RACE SHOULD THEREFORE BE WELCOMED. EUROPEAN REGIONS AND NATIONS ARE VERY DIVERSE. BUT OUR COMPLEXITY, BEING A COST, IS ALSO AN ASSET. I WILL TELL YOU WHY. NORTHAMERICA IS POWERFUL BECAUSE OF ITS SIZE, ITS WEALTH AND ITS COMPETITIVITY. AND OF COURSE BECAUSE OF ITS MILITARY STRENGTH. YET EUROPE IS AS BIG AND AS RICH NOWADAYS AS NORTHAMERICA, AND EUROPE HAS SOMETHING THAT DISTINGUISHES US FROM AMERICANS: 1ST. BEING EQUAL IN INCOME WE HAVE A MORE EQUAL DISTRIBUTION OF WEALTH. 2nd. WE HAVE MANY MORE LANGUAGES AND CULTURAL TRADITIONS, THIS BEING A COST BUT ALSO AN ASSET, SINCE THIS MAKES US MORE ABLE TO UNDERSTAND THE REST OF THE WORLD AND TO VALUE DIVERSITY. WE ARE MORE SIMILAR TO THE WORLD. AS A WHOLE. AND THEREFORE MORE ABLE TO UNDERSTAND IT. LET’S COMBINE OUR DIVERSITY WITH THE ABILITY TO PERFORM EFFICIENTLY, WHICH IS WHAT WE ARE HERE TOT TALK ABOUT, AND EUROPE WILL BE AT ITS BEST. ALMOST WITHOUT COMPARISON.
